State and Local Air Monitoring Stations (SLAMS) Network - 1991 Status Report
1. Introduction
This status report represents information gathered primarily for calendar year
1991 and provides a summarization of data submitted to the Technical Support
Division (TSD) as of December 31, 1991. The information includes the status of each
pollutant for the State and Local Air Monitoring Stations (SLAMS), the National Air
Monitoring Stations (NAMS), and special purpose monitors (SPM). Please note that
for the purposes of this report, SLAMS monitors are defined as to exclude NAMS
monitors.
The primary purpose of this report is to provide an indication of the number and
the status of the aforementioned categories of monitors as were operating on the
"snap shot date", December 31, 1991, as well as a Regional estimation of the number
of mpnitors planned for operation during the current year of 1992. The information
is presented by pollutant type for each Region, State, and local agency.
The final section of this report will provide an indication of the cumulative
status history for the years 1983-1991 for each State and Region.
2. 1991 Status for SLAMS. NAMS. and SPM
Table 1 provides a summary by Region and pollutant of the number of SLAMS
and SPM operating on December 31, 1991 and for those planned for 1992.
However, the Table 1 information for the NAMS, shows the number of monitors
operating on December 31, 1991, along with the number of monitors required to meet

Part 58 Regulations. There were a reported 4,463 monitors operating on December
31, 1991; this represents a decrease of 293 monitors (6.2 percent) from the 4,756
monitors operating on December 31,1990. Two Regions reported "major" decreases
along with two having significant decreases in the number of monitors they operated.
These monitor decreases totaled 357, while one other Region decreased their number
of monitors by ten. Three Regions reported significant increases totaling 70 monitors
with the other two Regions having increases totaling only 16. The Regional
breakdown is; Regions I, III, IV, V, and IX report decreases of 30, 10, 140, 18 and
181, respectively. Regions II, VI, VII, VIII, and X reported increases of 24, 18, 8, 8,
and 28, respectively. The majority of the changes are represented by the reduction
in TSP by 341 samplers (34 percent), and by an increase of 66 PM-10 samplers (6
percent). Modifications to the TSP and PM-10 networks continue to reflect the 1987
promulgation change of the particulate standard from TSP to PM-10. Other reported
decreases were, CO monitors down by 8 (< 2 percent), S02 down by 4 (< 1 percent),
and 03 monitors by 16 (2 percent, while increases of 8 Pb samplers (< 2 percent) and
2 N02 (<1 percent) also occurred.
There are 4,631 monitors reportedly planned for operation in 1992; an increase
of about four percent (168 monitors). TSP samplers are projected to decrease by 44
samplers (7 percent), while increases are planned to include 116 PM-10 sites (9
percent), 21 Pb sites (5 percent), 9 S02 sites (< 2 percent), 23 CO sites (< 5 percent),
34 03 sites (4 percent), and 9 N02 sites (3 percent).

The SLAMS monitors operating at the end of 1991 numbered 2,579, or 234
less than were reported as operating at the end of 1990. There were two "maior"
and two significant changes in the quantity of SLAMS monitors operating in the
Regions; Region IV and IX reported decreases of 168 and 97 monitors, with Region
I reporting a decrease of 19 monitors, while Region III reported a 27 monitor increase.
Overall, five Regions; II, III, VI, VIII, and X had increases in the number of SLAMS
operated of 9, 27, 10, 1, and 12, respectively. Regions showing decreases were I,
IV, V, and IX, with 19, 168, 9, and 97. Region VII remained the same at 151 SLAMS
monitors operated.
The number of NAMS monitors operating nationally in December 1991 totaled
969, 1 less (<1 percent) than the 970 reported as operating in December 1990.
There were no "maior or significant" alterations in the number of NAMS monitors
reported as being operated in 1991; three Regions had a total increase of six
monitors, two Regions had decreases totaling seven monitors with five Regions
remaining unchanged. These changes include only small reductions, one Pb sampler,
two S02 monitors; the addition of one CO, and one N02, while the number of PM-10
and 03 sites remaining unchanged.
2.1 1991 Pollutant Specific Status
The 1991 pollutant specific status information, as presented in Sections 2.1.1
to 2.1.7, is provided as a comparison of the network changes for the years 1990 to
1991 for each pollutant.

2.1.1 Total Suspended Particulates (TSP)
The quantity of TSP samplers operating nationwide in 1991, as opposed to
those that operated in 1990, has changed significantly. TSP had the largest overall
change of all the pollutants in the number of samplers operated in 1991 with a
decrease of 341 (34 percent) from 1,017 to 676. For 1991 Region IV had the largest
decrease in the number of TSP samplers operating, from 381 to 187, (194 samplers,
51 percent), followed by Region IX with 67 (from 82 to 15, for 82 percent), and by
Region III with 39 samplers (157 to 118, for 25 percent). In 1992 it is anticipated
that there will continue to be reductions in the TSP network of a projected 44
samplers (7 percent) from 676 to 632.
2.1.2 Particulate Matter-10 Micron (PM-10)
The quantity of PM-10 samplers operating nationwide in 1991 has also changed
significantly. During 1991, PM-10 had the second largest change of the monitored
pollutants in the number of operating samplers; an increase of 66 new PM-10 sites,
from a reported 1,177 in 1990 to 1,243 (6 percent) in 1991. Not all Regions
reported increases in PM-10 sampling sites for 1991, Region X had the largest
increase with 35 sites, followed by Region IV with 34, and Region II with 21 sites.
Region IX had the largest decrease with 34 sites, followed by Region V with 15, and
Region I with 11 sites. Table 1 also shows a projected increase in PM-10 samplers
for 1992 of 116 sites (9 percent) from 1,243 to 1,359.

2.1.3 Lead (Pb)
The number of Pb samplers operating in December 1991 was reported to be
413; an increase of 8 (2 percent) from the 405 samplers operating in December 1990.
Four Regions reported Pb sampler increases totaling 24 with the other six Regions
showing decreases of 16 samplers. The projections for 1992 are for 434 Pb
samplers; an increase of 21 from 1991.
2.1.4 Sulfur Dioxide (SOT)
The number of S02 monitors operating in December 1990 were reported to be
583 as compared to 579 reported operating in December 1991. Five Regions
indicated that they operated a total of 22 less S02 monitors in 1991 than in 1990
with four Regions reporting increases for a total of 18 for the same period. One
Region reports that they will operate the same number of monitors in 1991 as they
did in 1990. The projections for 1992 are for 588 monitors, or an increase of nine.
2.1.5 Carbon Monoxide (CO)
There were 483 CO monitors reported operating in 1990 and there are 475
reported as operated in 1991, a decrease of eight. These eight monitors indicate
reductions of six SLAMS, three SPM, and an increase of one NAMS. There are
scheduled to be 498 monitors operating in 1992 for an increase of 23 (<5 percent)
from the 475 operated in 1991.

2.1.6 Ozone (Q3)
There were 769 03 monitors operating in December 1991, which represents a
decrease of 16 (2 percent) from the 785 monitors operating in December 1990. Only
Region IX reported a significant decrease from 1990 to 1991 in the number of 03
monitors operated; in 1990 they operated 192 03 monitors, in 1991 they operated
154, 38 less (20 percent). Regions I, II, IV, V, VI, VII, and VIII had 03 monitor
increases of 2, 5, 8, 5, 2, 1, and 1, respectively. Along with Region IX, Region X
also reported a decrease, from 21 to 19 monitors. Region III is reporting that they
operated the same number of 03 monitors in both 1990 and 1991. The projections
for 1992 show an increase of 34 monitors (4 percent) from 769 to 803.
2.1.7 Nitrogen Dioxide (NQ2)
The number of N02 monitors operated in 1990, as opposed to those operated
1991, has changed very little. However, for the fourth year in a row, there was a
total increase in the number of N02 monitors operating. The number of monitors are
reported to have increased from December 1990 to December 1991 by only two (< 1
percent) from 306 to 308. This is the result of a 7 percent increase in the number
of SLAMS's, from 180 to 193 monitors, being offset by a 17 percent decrease in
SPM's. It is also being reported that the number of NAMS N02 monitors are
increasing by only one. For 1992 an additional 9 N02 monitors are scheduled to begin
operating; bringing the total to 317.

2.2 1991 Regional Status
Tables 2 through 12 show the summary of SLAMS, NAMS, and SPM monitors
reported as operating in each Region by State, local agency, and pollutant. A
discussion of each Region follows.
2.2.1 Region I
Table 2 indicates that there were 314 monitors operating in Region i at the end
of December 1991, a decrease of 30 (9 percent) from the 344 reported as operated
in 1990. These changes are the result of decreases in the number TSP, PM-10, Pb,
and S02 pollutant monitors, with increases in 03 and N02, while the number of CO
sites remained the same. Connecticut, Maine, Massachusetts, New Hampshire and
Vermont had decreases in the number of monitors operated in 1991 of 6, 7, 13, 3,
and 1, respectively. There was no change once again reported for Rhode Island. The
projections for Region I in 1992 are for a network decrease of 2 monitors (<1
percent) to 312, with decreases in TSP and PM-10 samplers accounting for most of
the changes.
2.2.2 Region II
There were 300 monitors operating in Region II in December 1991 as shown
in Table 3. This represents an increase of 24 monitors (9 percent) from the reported
276 monitors operating in 1990* The majority of the change is accounted for with
the increase of 21 PM-10 samplers. New York had an increase of 28 monitors while

New Jersey and Puerto Rico had reductions of 1 and 3 in 1991, with the Virgin
Islands remaining the same. The indicated projections for 1992 in Region II are for
308 monitors; an increase of eight monitors (<3 percent) from the 1991 total of 300.
2.2.3 Region III
As shown in Table 4 there were 577 monitors operating in December 1991.
This represents a decrease of 10 monitors (<2 percent) from the 587 monitors
operating in December 1990. These changes were the result of a decrease of 39 TSP
samplers, and an increase of 16 PM-10 samplers, 11 Pb samplers and 2 N02
monitors. Pennsylvania and Virginia had increases in the number of monitors in 1991s
of 14 and 2. Delaware, the District of Columbia and Maryland had decreases of 27
6, and 18, respectively, with only West Virginia remaining unchanged. The States in
Region III plan to make no changes in the number of monitors proposed for operation
in 1992 and have indicated they will continue to operate 577 monitors.
2.2.4 Region IV
Table 5 indicates that there were 765 monitors operating in Region IV in
December 1991, or a decrease of 140 (15 percent) from the 905 monitors listed as
operating in 1990. These reported 765 monitors still represent the largest Regional
air monitoring network in the country: the national network is being reported to
total 4.463 monitors. The States in Region IV also operate the largest TSP and Pb
networks in the nation; 187 and 79 samplers. Furthermore, the 187 TSP samplers

operating in Region IV represent 28 percent of the total 676 TSP samplers
operating nationwide, while the Pb network represents 19 percent . The major
change in the Region IV network is the reported reduction, by 194, in TSP samplers.
Other changes for 1991 in Region IV include increases of 34 for PM-10, 5 for CO, 8
for 03, and 14 for N02, with the number of Pb and S02 monitors decreasing by 1 and
6. Alabama, Florida, Kentucky, Mississippi, and North Carolina decreased their
monitoring, networks by 35, 91, 2, 2, and 21, respectively. Georgia and South
Carolina have indicated an increase in monitors operated in 1991 on the order of 2
and 9. The number of monitors reported for Tennessee remains unchanged. For
1992 the projected number of monitors planned for operation in Region IV amount to
883; an increase of 118 (15 percent) over the 765 reported as operated in December
1991.
2.2.5 Region V
There were 763 monitors operating in Region V in December 1991 as Table
6 indicates. This is a net decrease of 18 monitors (2 percent) from the 781 monitors
reported operating in 1990. Most of the changes are accounted for in the decrease
of 15 PM-10 samplers, 16 CO monitors and increases by 4 in Pb samplers, 6 in S02
and 5 in 03 monitors. Region V with 204 PM-10 and 125 SO, sites has the most
of anv Region. and represents 16 percent of the 1.243 PM-10 samplers and 22
percent of the 579 SO. monitors operated nationally. Only Minnesota reported an
increase in the size of their monitoring network, from 68 in 1990 to 108 in 1991.

The remaining Region V States; Illinois, Indiana, Michigan, Ohio, and Wisconsin
reported decreases in their networks of 1, 13, 24, 18, and 2 monitors, respectively.
The Region V States are expecting to operate 765 monitors in 1992; an increase of
only 2 from the 763 they operated in 1991.
2.2.6 Region VI
As shown in Table 7, Region VI reported that 397 monitors were operating at
the end of December 1991, an increase of 18 monitors (5 percent) from the 379 as
reported operating in December 1990. Overall, the majority of Region VI changes
amounted to increases of 10 PM-10 samplers, 8 Pb samplers, and, 2 03 monitors.
An increase of 1 TSP sampler has also been reported. The New Mexico network
reported decreases for 1991 of two monitors, with the Oklahoma network also
decreasing by one monitor. However, the States of Arkansas, Louisiana, and Texas
reported that they all had net increases in 1991 of 2, 4, and 15 monitors,
respectively. It is projected that the Region VI network for 1992 will consist of 399
monitors, an increase of 2 (< 1 percent) from the 397 as reported operating in 1991.
2.2.7 Region VII
The 1991 status for Region VII, as reported in Table 8, shows the network to
consist of 275 sites, which is an increase of 8 (3 percent) from the 267 sites as
reported in 1990. Most of this change was due to an increase of 6 S02 sites. Iowa,
Kansas, and Nebraska had net increases of five, two, and one sites, respectively, with

Missouri remaining the same. The 1992 projections are for 284 sites, or c..-. increase
of 9 (3 percent) from the 275 sites operating in 1991.
2.2.8 Region VIII
Region VIII reports that in December 1991 there were 239 monitoring sites
operating, as is depicted in Table 9. This is an increase of 8 sites (3 percent) from the
231 sites reported for 1990. These changes are the result of decreases in the TSP,
Pb, S02, and N02 networks of 4, 1, 2, and 1, respectively. The network additions
include ten PM-10, five CO, and one 03. All the States report only minor network
changes; Colorado, Montana, and North Dakota had one monitor decreases, with
South Dakota, Utah and Wyoming reporting increases of one, five and five,
respectively. In 1992, the projected network is for 253 sites, or an increase of 14
from the 239 sites operating in 1991.
2.2.9 Region IX
There were 617 monitoring sites operating in Region IX in December 1991 as
is indicated in Table 10. This was a decrease of 181 sites (23 percent) from the 798
sites operated in 1990. This was due to network reductions in all monitored
pollutants; decreases of 67 in TSP, 34 in PM-10, 4 in Pb, 11 in S02, 8 in CO, 38 in
03, and 19 in N02 sites. Region IX with 111 CO. 154 O- and 94 NO. sites has
the most of anv Region, and represents 23 percent of the 475 CO monitors. 20
percent of the 769 Oand 31 percent of the 308 NO, monitors operated

nationally. Only Arizona increased the size of their network; -by 2 sites. The majority
of the reported decreases can be accounted for by California's reductions totaling
178, with Guam, Hawaii, and Nevada also reporting net decreases in the number of
sites operated in 1991, of 3, 1, and 1, respectively. The projections for 1992 are to
be an additional 16 monitors, which will result in a reported 633 sites.
2.2.10 Region X
Table 11 indicates that there were 216 monitoring sites operating in Region X
in December 1991, which was an increase of 28 (15 percent) from the 188 that were
operated in 1991. This network change resulted mostly from an increase of 35 PM-
10 samplers (43 percent). Other monitor changes were; decreases of nine TSP, one
Pb, two 03, and increases of three S02, one CO, and one N02 site. Alaska, Idaho,
and Oregon had net increases in 1991 of 6, 14, and 17 monitoring sites, respectively.
With Washington reporting that their monitoring sites decreased by 9. The projections
for 1992 are for an increase of 1 site for a total of 217.
3. 1983-1991 Historical Status
Table 12 provides information detailing the Regional status, by pollutant, for
each year from 1983 through 1991. This historical overview displays the number of
SLAMS and NAMS by pollutant for 1983-1991. For 1988 to 1991, the number of
SPM sites are also included for each pollutant. The number of PM-10 sites was first
reported in 1987, and has continued through 1991. Figure 1 shows graphically the

number of SLAMS and NAMS sites from 1983-1991. The SPM sites are also shown
for years 1988-1991; the only years this information was tabulated. The totals
shown in Figure 1 for 1983-1987 are for the combination of the SLAMS and NAMS,
while the totals for 1988-1991 also includes the SPM sites.
The total number of sites as reported for 1991, total 4,463, or 300 less than
the total reported for 1983 (4,463 versus 4,763); however, significant changes have
been made, in the number of sites for some of the pollutants. Table 12 also shows
the national totals for each pollutant for 1983-1991, and these numbers are also
depicted graphically in Figure 2 and Figure 3. Figure 2 shows the number of 03, S02,
CO, and N02 sites from 1983 through 1991, and Figure 3 shows the number of TSP,
PM-10, and Pb sites from 1983 through 1991. It should be noted that the large
increases for 03, S02, Pb, and to a lesser extent for CO and N02 (as shown in Figures
2 and 3 for 1987 to 1988) are mainly due to inclusion of SPM monitors in the
tabulations for 1988. The number of SPM monitors were not included in the data
base prior to year 1987 because they were not available.
Table 12 shows that there were 2,502 TSP sites operating in 1983 as
compared to 676 sites in 1991, for a reduction of 1,826 (73 percent). As previously
mentioned, the changes in the number of TSP sites reflect the change in the form of
the particulate standard promulgated in 1987 from TSP to PM-10. The PM-10 sites
were first tabulated in 1987 at 583 sites. The number of PM-10 sites has increased
by 660 (113 percent) to 1,243 in 1991. The number of Pb sites continue to increase
modestly, from 365 sites in 1983 to 413 sites in 1991 for an increase of 48 (13

percent). For S02 there was a small increase of 11 sites (< 2 percent) from 568 sites
in 1983 to 579 in 1991. The increase of CO sites was 36 (8 percent) from 439 in
1983 to 475 in 1991. The number of 03 sites increased by 162 (27 percent) from
607 in 1983 to 769 in 1991. There has also been a moderate increase of 26 N02
sites (9 percent) from 282 in 1983 to 308 in 1991.
Tables 13 to 22 depict summaries from years 1983-1991 for each Region,
State, and pollutant indicating the number of SLAMS, NAMS, and SPM monitors by
year.
