State and Local Air Monitoring Stations (SLAMS) Network - 1992 Status Report
1. Introduction
This status report represents information gathered primarily for calendar year
1992 and provides a summarization of data submitted to the Technical Support
Division (TSD) as of December 31, 1992. The information includes the status of each
pollutant for the State and Local Air Monitoring Stations (SLAMS), the National Air
Monitoring Stations (NAMS), and special purpose monitors (SPM). Please note that
for the purposes of this report. SLAMS monitors are defined as to exclude NAMS
monitors.
The primary purpose of this report is to provide an indication of the number and
the status of the aforementioned categories of monitors as were operating on the
"snap shot date", December 31,1992, as well as a Regional estimation of the number
of monitors planned for operation during the current year of 1993. The information
is presented by pollutant type for each Region, State, and local agency.
The final section of this report will provide an indication of the cumulative
status history for the years 1983-1992 for each State and Region.
2. 1992 Status for SLAMS. NAMS. and SPM
Table 1 provides a summary by Region and pollutant of the number of SLAMS
and SPM operating on December 31, 1992 and for those planned for operation in
1993. However, the Table 1 information for the NAMS, shows the number of
monitors operating on December 31, 1992, along with the number of monitors

required to meet Part 58 Regulations. There were a reported 4,682 monitors
operating on December 31, 1992; this represents an increase of 219 monitors (4.9
percent) from the 4,463 monitors operating on December 31, 1991. Three Regions
reported only "very slight" decreases in the number of monitors they operated. These
decreases totaled only 16 monitors. One Region reported a "major" increase totaling
107 monitors with two Regions having "significant" increases totaling 85. The overall
Regional breakdown is; Regions I, IV, V, VI, VII, IX, and X report increases of 43,
107, 42, 19, 7, 5, and 12, respectively. Regions II, III, and VIII reported decreases
of six, one, and nine, respectively. The majority of the changes are represented by
the increase in PM-10 by 116 samplers (9 percent), and an increase of 53 ozone
monitors (7 percent). Other reported increases were, Pb samplers up by 13 (3
percent), S02 monitors up by 34 (6 percent), CO monitors up by 22 (5 percent), and
N02 up by 4 (1 percent) while a decrease of 23 TSP samplers (3 percent) also
occurred. Modifications to the PM-10 networks are still being somewhat affected by
the 1987 promulgation change of the particulate standard along with the
discontinuance of aging TSP samplers.
There are 4,861 monitors reportedly planned for operation in 1993; an increase
of about four percent (179 monitors). TSP samplers are projected to decrease by 93
sites (14 percent), while increases are planned to include 115 PM-10 sites (<9
percent), 20 Pb sites (5 percent), 22 S02 sites (4 percent), 30 CO sites (6 percent),
56 03 sites (7 percent), and 29 N02 sites (9 percent).

The SLAMS monitors operating at the end of 1992 numbered 2,515, or 64 less
than were reported as operating at the end of 1991. There were no "maior" and only
one significant change in the quantity of SLAMS monitors operating in the Regions;
Region IV reported a decrease of 46 monitors. Overall, five Regions; I, IV, VIII, IX,
and X had decreases in the number of SLAMS operated of 8, 46, 4, and 15,
respectively. Regions showing increases were II, V, VI, and VII, with two, two, four,
and seven. Region III remained the same at 299 SLAMS monitors operated.
The number of NAMS monitors operating nationally in December 1992 totaled
998; 29 more (3 percent) than the 969 reported as operating in December 1991.
There were was only one "maior or significant" alteration in the number of NAMS
monitors reported as being operated in 1992; Region IV had increases totaling 32
monitors, 4 other Regions had a total increase of 5 monitors, 3 Regions had decreases
totaling 8 monitors with 2 Regions remaining unchanged. These changes include only
a small reduction of 3 Pb samplers, along with the addition of 15 PM-10, 4 N02, 7
S02, and 6 03 sites, while the number of CO monitors remaining unchanged.
SPM monitors operating at the end of 1992 totaled 1,169, 254 more (28
percent) than the 915 reported at the end of 1991. There were 4 "major" changes
reported in the number of SPM's operated in 1992; Region IV had an increase that
totaled 121 monitors, Region I had a 50 monitor increase, Region V had a 38 monitor
increase, and Region X increased by 27 monitors. Other changes included Regions
VI and IX each with 14 monitor increases, Region VIII and II reported decreases of 6
and 4 respectively, with Regions III and VII reporting no change in their SPM network.

2.1 1992 Pollutant Specific Status
The 1992 pollutant specific status information, as presented in Sections 2.1.1
to 2.1.7, is provided as a comparison of the network changes for the years 1991 to
1992 for each pollutant.
2.1.1 Total Suspended Particulates (TSP)
The quantity of TSP samplers operating nationwide in 1992, as opposed to
those that operated in 1991, has decreased. For 1992, there was only one Region
that reported having anything other than a "minor" change in their TSP network.
Region I reported that they actually had a 40 percent increase (from 40 to 56) in their
use of TSP samplers. Region IV also reported having a renewed use for TSP
samplers, increasing from 187 to 190 samplers (< 2 percent). Region VIII and IX had
the largest decreases in the number of operating TSP samplers, from 29 to 20, (9
samplers, 31 percent), and from 15 to 6 (9 samplers, 60 percent), respectively.
These were followed by decreases in Region VI with 8 (from 34 to 26, for 24
percent), Region X with 5 samplers (15 to 10 for 33 percent), Region V with 5
samplers (from 113 to 108, 4 percent), Region II with 3 (from 47 to 44 for 6
percent), and Region VII with 3 (from 78 to 75 for 4 percent). Region III reported no
change in their TSP network remaining with 118 operating. In 1993 it is anticipated
that there will continue to be overall reductions in the TSP networks of a projected 93
samplers (14 percent) from 653 to 560.

2.1.2 Particulate Matter-10 Micron (PM-101
The quantity of PM-10 samplers operating nationwide in 1992 has also changed
significantly. During 1992, PM-10 had the largest overall change of all the monitored
pollutants with the number of samplers being operated increasing from 1,243 to
1,359 (9 percent); an increase of 116 new PM-10 sites. A majority of the Regions
reported increases in PM-10 sampling sites for 1992. Region IV had the largest
increase with 59 sites, followed by Region V with 19, and Region X with 16 sites.
Other increases occurred in Regions VI with eight, IX with five, VIII with four, VII with
three, I with two, and II with one. Region III reported the only decrease in operation
of PM-10 samplers, (by one, cone percent). Table 1 also shows a projected increase
in PM-10 samplers for 1993 of 115 sites (<9 percent) from 1,359 to 1,474.
2.1.3 Lead (Pbl
The number of Pb samplers operating in December 1992 was reported to be
426; an increase of 13 (3 percent) from the 413 samplers operating in December
1991. Five Regions reported Pb sampler increases totaling 21 with the three Regions
showing decreases of 8 samplers. Two Regions reported no change in their number
of Pb samplers being operated. The projections for 1993 are for 446 Pb samplers; an
increase of 20 from 1992.

2.1.4 Sulfur Dioxide (SOT)
The number of S02 monitors operating in December 1991 were reported to be
579 as compared to 613 reported operating in December 1992. Five Regions
indicated that they operated a total of 42 more S02 monitors in 1992 than in 1991
with 3 Regions reporting decreases for a total of 8 for the same period. Two Region
reported that they will operate the same number of monitors in 1992 as they did in
1991. The projections for 1993 are for 635 monitors, or an increase of 22.
2.1.5 Carbon Monoxide (COl
There were 475 CO monitors reported operating in 1991 and there are 497
reported as operated in 1992, an increase of 22. These 22 monitors indicate
increases of 7 SLAMS, 15 SPM, and with the overall NAMS monitors remaining
unchanged. There are scheduled to be 527 monitors operating in 1993 for an
increase of 30 (6 percent) from the 497 operated in 1992.
2.1.6 Ozone (Q3)
There were 822 03 monitors operating in December 1992, which represents an
increase of 53 (< 7 percent) from the 769 monitors reported as operating in December
1991. Only Region II reported a decrease from 1991 to 1992 in the number of 03
monitors operated; in 1991 they operated 44 03 monitors, in 1992 they operated 43,
1 less (2 percent). Regions I, IV, V, VI, VIII, IX, and X had 03 monitor increases of
7, 20, 14, 5, 1, 6, and 1, respectively. Along with Region III, Region VII is reporting

that they operated the same number of 03 monitors in both 1991 and 1992. The
projections for 1993 show an increase of 56 monitors (< 7 percent) from 822 to 878.
2.1.7 Nitrogen Dioxide (NQ2)
The number of N02 monitors operated in 1991, as opposed to those operated
1992, has changed very little. However, for the fifth year in a row, there was a total
increase in the number of N02 monitors operating. The number of monitors are
reported to have increased from December 1991 to December 1992 by only 4 (1
percent) from 308 to 312. This is the result of a 7 percent increase in the number
of NAMS's, from 57 to 61 monitors, and a 12 percent increase in SPM's, from 58 to
65 being offset by a <4 percent decrease in SLAMS. For 1993 an additional 29 N02
monitors are scheduled to begin operating; bringing the total to 341.
2.2 1991 Regional Status
Tables 2 through 12 show the summary of SLAMS, NAMS, and SPM monitors
reported as operating in each Region by State, local agency, and pollutant. A
discussion of each Region follows.
2.2.1 Region I
Table 2 indicates that there were 357 monitors operating in Region I at the end
of December 1992, an increase of 43 (<14 percent) from the 314 reported as
operated in 1991. These changes are the result of increases in the number TSP, PM-

10, S02, CO, 03, and N02 pollutant monitors, with decreases only in Pb. Connecticut,
Rhode Island, and Vermont had decreases in the number of monitors operated in 1992
of 2, 1, and 1, respectively. Maine, Massachusetts, and New Hampshire reported
monitor increases of 8, 38, and 1, respectively. The projections for Region I in 1993
are for a network decrease of 18 monitors (5 percent) to 339, with decreases in TSP
and Pb samplers accounting for most of the changes.
2.2.2 Region II
There were 294 monitors operating in Region II in December 1992 as shown
in Table 3. This represents a decrease of 6 monitors (2 percent) from the reported
300 monitors operating in 1991. The majority of the change is accounted for with
the decrease of three TSP, two Pb, and two CO monitors. New Jersey had a
decrease of two monitors while Puerto Rico had a reduction of four in 1992, with
New York and the Virgin Islands remaining the same. The indicated projections for
1993 in Region II are for 309 monitors; an increase of 15 monitors (5 percent) from
the 1992 total of 294.
2.2.3 Region III
As shown in Table 4 there were 576 monitors operating in December 1992.
This represents a decrease of only 1 monitor (<1 percent) from the 577 monitors
operating in December 1991. This change was the result of a decrease of 1 PM-10
sampler. Only Maryland is reporting a reduction in their monitoring network for 1992.

Delaware, the District of Columbia (DC), Pennsylvania, Virginia and West Virginia
report remaining unchanged. The States in Region III plan to make a number of
changes in the quantity of monitors proposed for operation in 1993. They are
indicating they plan to operate only 545 monitors, reducing the network by 31.
2.2.4 Region IV
Table 5 indicates that there were 872 monitors operating in Region IV in
December 1992, or an increase of 107 (14 percent) from the 765 monitors listed as
operating in 1991. These reported 872 monitors still represent the largest Regional
air monitoring network in the country: the national network is being reported to
total 4.682 monitors. The States in Region IV also operate the largest TSP, PM-10
and Pb networks in the nation; 190, 231, and 89 samplers. Furthermore, the 190
TSP samplers operating in Reoion IV represent 29 percent of the total 653 TSP
samplers operating nationwide, the PM-10 network represents 17 percent. while
the Pb network represents 21 percent . The major changes in the Region IV
network is the reported increases, by 59, in PM-10 samplers and by 20 for 03. Other
changes for 1992 in Region IV include increases of 3 for TSP, 10 for Pb, 12 for S02,
and 4 for CO, with the number of N02 monitors decreasing by 1. The majority of the
increases can undoubtedly be accounted for in Regions I V's beginning upgrade to their
NAMS networks (from 132 in 1991 to 164 for 1992) to account for increases in the
1990 census. Alabama, Florida, Georgia, Kentucky, and South Carolina increased
their monitoring networks by 5, 84, 5, 21, and 10, respectively. Mississippi, North

Carolina, and Tennessee have indicated a decrease in monitors operated in 1992 on
the order of 4, 1, and 13. For 1993 the projected number of monitors planned for
operation in Region IV amount to 990; an increase of 118 (<14 percent) over the
872 reported as operated in December 1992.
2.2.5 Region V
There were 805 monitors operating in Region V in December 1992 as Table
6 indicates. This is a net increase of 42 monitors (<6 percent) from the 763
monitors reported operating in 1991. Most of the changes are accounted for in the
increase of 19 PM-10 samplers and 14 03 monitors. Region V with 133 SO2 and
167 Oj sites has the most ofanv Region, and represents < 22 percent of the 613
SO* monitors and 20 percent of the 822 07 operated nationally. Michigan,
Minnesota and Ohio reported increases in the size of their monitoring network, of 46,
-1, and 10, respectively for 1992. The remaining Region V States; Illinois, Indiana,
and Wisconsin reported decreases in their networks of seven, six, and two monitors,
respectively. The Region V States are expecting to operate 840 monitors in 1993;
an increase of 35 from the 805 they operated in 1992.
2.2.6 Region VI
As shown in Table 7, Region VI reported that 416 monitors were operating at
the end of December 1992, an increase of 19 monitors (<5 percent) from the 397
as reported operating in December 1991. Overall, the majority of Region VI changes

amounted to increases of eight PM-10 samplers, five 03 monitors, and eight N02
monitors. A decrease of eight TSP samplers has also been reported. The networks
for Louisiana, New Mexico, Oklahoma, and Texas all reported increases for 1992 of
nine monitors, four monitors, one monitor and seven monitors, however, the Arkansas
network has reported decreasing by two monitors. It is projected that the Region VI
network for 1993 will consist of 427 monitors, an increase of 11 (<3 percent) from
the 416 as reported operating in 1992.
2.2.7 Region Vll
The 1992 status for Region VII, as reported in Table 8, shows the network to
consist of 282 sites, which is an increase of 7 (< 3 percent) from the 275 sites as
reported in 1991. Most of this change was due to the increases in PM-10, Pb, and
S02 monitoring sites. Missouri and Nebraska had net increases of six and two. sites,
respectively, while Kansas decreased by one, and Iowa remained the same. The 1993
projections are for 283 sites, or an increase of only one (< 1 percent) from the 282
sites operating in 1992.
2.2.8 Region VIII
Region VIII reports that in December 1992 there were 230 monitoring sites
operating, as is depicted in Table 9. This is a decrease of 9 sites (<4 percent) from
the 239 sites reported for 1991. These changes are the result of decreases in the
TSP, S02, CO, and N02 networks of nine, two, one, and four, respectively. The

network additions jnclude four PM-10, two Pb, and one 03. All the States report only
minor network changes; Colorado, Montana, and North Dakota had monitor
decreases, with South Dakota and Wyoming reporting increases while Utah remained
the same. In 1993, the projected network is for 238 sites, or an increase of 8 from
the 230 sites operating in 1992.
2.2.9 Region IX
There were 622 monitoring sites operating in Region IX in December 1992 as
is indicated in Table 10. This was an increase of only 5 sites (< 1 percent) from the
617 sites operated in 1991. This was due to minor decreases, of nine TSP, one Pb,
and four S02 monitors. Five increases occurred for PM-10, eight for CO, and six for
03. The Region IX N02 network remained the same at 94 sites. Region IX with 119
CO. and 94 NO, sites has the most of anv Region, and thev represent 24 percent
of the 497 CO monitors, and 30 percent of the 312 NO* monitors being operated
nationally. Arizona increased the size of their network by 3 sites, and California
increased theirs by 16. The decreases can be accounted for by Guam's and Hawaii's
reductions totaling three each, with Nevada also reporting a decrease in the number
of sites operated in 1992, of eight. Note: Guam has reported the termination of their
monitoring network in 1992 and have also indicated that they will do no monitoring
in 1993. The projections for 1993 are to be an additional 31 monitors, which will
result in a reported 653 sites.

2.2.10 Region X
Table 11 indicates that there were 228 monitoring sites operating in Region X
in December 1992, which was an increase of 12 (6 percent) from the 216 that were
operated in 1991. This network change resulted mostly from an increase of 16 PM-
10 samplers (<14 percent). Other monitor changes were; decreases of five TSP, two
S02, one N02, with increases of three CO and one 03 site, while the Pb samplers
remained the same. Idaho, Oregon, and Washington had net increases in 1992 of 1,
14, and 2 monitoring sites^ respectively. Alaska reported that their monitoring sites
decreased by five. The projections for 1993 are for an increase of nine sites for a total
of 237.
3. 1983-1992 Historical Status
Table 12 provides information detailing the Regional status, by pollutant, for
each year from 1983 through 1992. This historical overview displays the number-of
SLAMS and NAMS by pollutant for 1983-1992. For 1988 to 1992, the number of
SPM sites are also included for each pollutant. The number of PM-10 sites was first
reported in 1987, and has continued through 1992. Figure 1 shows graphically the
number of SLAMS and NAMS sites from 1983-1992. The SPM sites are also shown
for years 1988-1992; the only years this information was tabulated. The totals
shown in Figure 1 for 1983-1987 are for the combination of the SLAMS and NAMS,
while the totals for 1988-1992 also includes the SPM sites.

The total number of sites as reported for 1992 total 4,682, or 81 less than the
total reported for 1983 (4,682 versus 4,763); however, significant changes have been
made in the number of sites for some of the pollutants. Table 12 also shows the
national totals for each pollutant for 1983-1992, and these numbers are also depicted
graphically in Figure 2 and Figure 3. Figure 2 shows the number of 03, S02, CO, and
N02 sites from 1983 through 1992, and Figure 3 shows the number of TSP, PM-10,
and Pb sites from 1983 through 1992. It should be noted that the large increases for
03, S02, Pb, and to a lesser extent for CO and N02 (as shown in Figures 2 and 3 for
1987 to 1988) are mainly due to inclusion of SPM monitors in the tabulations for
1988. The number of SPM monitors were not included in the data base prior to year
1987 because they were not available.
Table 12 shows that there were 2,502 TSP sites operating in 1983 as
compared to 653 sites in 1992, for a reduction of 1,849 (74 percent). As previously
mentioned, the changes in the number of TSP sites reflect the change in the form of
the particulate standard promulgated in 1987 from TSP to PM-10. The PM-10 sites
were first tabulated in 1987 at 583 sites. The number of PM-10 sites has increased
by 776 (133 percent) to 1,359 in 1992. The number of Pb sites continue to increase
modestly, from 365 sites in 1983 to 426 sites in 1992 for an increase of 61 (<17
percent). For S02 there has been a small increase of 45 sites (<8 percent) from 568
sites in 1983 to 613 in 1992. The increase of CO sites was 58 (13 percent) from
439 in 1983 to 497 in 1992. The number of 03 sites increased by 215 (35 percent)

from 607 in 1983 to 822 in 1992. There has also been a moderate increase of 30
N02 sites (<11 percent) from 282 in 1983 to 312 in 1992.
Tables 13 to 22 depict summaries from years 1983-1992 for each Region,
State, and pollutant indicating the number of SLAMS, NAMS, and SPM monitors by
year.
