STATUS REPORT OF PM10 SAMPLERS
The PM^g network design and siting requirements of 40 CFR 58 were
proposed in the Federal Register on March 20, 1984. Section 58.34 would
require that the National Air Monitoring Stations (NAMS) for PM^g be opera-
tional 1 year after promulgation. Section 58.23 would require that the State
and Local Air Monitoring Stations (SLAMS) be operational depending on the
area's probability of nonattainment either 1 or 2 years after promulgation.
Each area within the approved SLAMS network which has a probability equal to
or greater than 20 percent would have at least one PMjg sampler in operation
within 1 year of promulgation. The remaining PM^g samplers would have until
2 years after promulgation to be fully operational.
In order to accelerate the collection of ambient PM^g data, EPA in 1984
procured a total of 662 PM^g samplers and distributed these in late 1984 and
early 1985 to the States according to prescribed criteria. In addition, EPA
included in their FY-86 and FY-87 grant allocations to the Regions $400K to
purchase other PM^g monitoring equipment.
This report, which is the ninth on the status of EPA and State supplied
PM^g samplers, provides information on those samplers which were operational
as of December 31, 1986, as well as the projected start date for future
samplers.
1. National Operating Status
Table 1 shows the national summary by Region for the operating size
selective inlet (SSI) and dichotomous samplers (dichots) as of December 31,
1986. There were 877 samplers collecting data at 548 sites (784 SSI samplers
at 516 sites and 93 dichotomous samplers at 65 sites). The total number of
sites are less than the sum of SSI's and dichots because some sites have both

types of samplers. The 877 total represents an increase of 3 samplers
operating since the November report. These totals include 81 collocated SSI's
and 8 collocated dichotomous samplers. As suggested by Region V six privately
operated SSI samplers in Region V have been deleted from the report because
of concerns over the adequacy of the sampler locations and quality assurance.
Tables 2.1 - 2.10 show the status for each Region and State. Information
is presented on the location of the sampler by urbanized area, SAROAD number,
and the month and year the sampler started operating. In the sampling fre-
quency column, an entry of "1/1" denotes one 24-hour sample every day, "1/2"
one sample every 2 days, etc. Figure 1 shows that of the 548 sites. 72.2 per-
cent are operating on an every sixth day schedule, 16.8 percent on an every
other day schedule, 7.5 percent on an every day schedule, and 3.5 percent on an
every third day schedule. The probability category refers to the PM^q non~
attainment probability. Category 1 is for ^ 95 percent nonattainment probability,
category 2 is for ^ 20 to < 95 percent nonattainment probability, and category
3 is for < 20 percent nonattainment probability. The required number of NAMS
sites in urbanized areas > 100,000 population was based on the nonattainment
probability and population size as cited in the proposed PM^g regulations.
The minimum numbers of sites and sampling frequency for an area are based on
the first year's monitoring plan. Since the November status report, revised
PMjo probability of nonattainment calculations have been completed. The new
calculations were based on the National Air Data Branch (NADB) 1983-1985
total suspended particulate (TSP)/PMiq data, using the latest version of the
Probability Guideline and the new software for EPA's UNIVAC computer (See
Darryl Tyler's January 20, 1987, memorandum, in the Appendix to this report.)

Specific status information is noted for each Region below.
Region I - There are 28 of the 29 EPA samplers operating and the remaining
one should be operational by mid-1987. All four of the samplers purchased
with FY-86 funds are operating.
Region II - Thirty-four of the 36 EPA supplied samplers are operating and the
remaining two are unaccounted for in New York. Efforts are under way to locate
these samplers.
Region III - All 47 of the EPA supplied samplers are operating as well as one
sampler purchased with FY-86 funds.
Region IV - Sixty-five of the 67 EPA supplied samplers are operational. The
other two samplers are unaccounted for and efforts are being made to find the
samplers.
Region V - There are 113 of the EPA supplied samplers in operation with another
four SSI samplers being used in Illinois as replacements while samplers are
in the lab for maintenance. There is an undetermined start date for the
remaining nine dichot samplers.
Region VI - All of the 76 EPA supplied samplers are operational except for ten
dichot samplers. It is unknown when these dichots will be operational.
Region VII - Five dichots have been transferred to Region IX, and 30 of the
remaining 31 samplers procured by EPA are operating. One dichot is being
used for training and special purpose monitoring.
Region VIII - There are 83 of the EPA supplied 97 samplers operational with
eight more SSI samplers scheduled by March 31. Four of the dichots designated
for Colorado are on loan to the American Iron and Steel Institute (AISI).
Utah is using two dichots for special studies.

Region IX - A total of 93 samplers were supplied to Region IX, and one
additional dichot was transferred from Region V, four from Region VII, and
two from Region X. Two SSI samplers have been loaned to Region X and two
dichots are on loan to the Navajo Indian Tribe. The remaining one SSI and 17
dichot samplers are to be established in California. No specific start-up
dates have been established.
Region X - All 62 EPA supplied SSI samplers are operational and two dichots
have been loaned to Region IX. Four dichots are being used in Oregon and
Idaho for short-term special studies.
2. Operating Status of the August 1984 EPA Supplied Samplers
Table 3 and Figure 2 show that of the 662 samplers supplied to the States
from the August 1984 procurement, 599 samplers were on-line with another 21
being used for support purposes for a total of 620 (94 percent). This com-
pares to 617 samplers (93 percent) as of September 30, 1986. During January-
March 1987, an additional eight SSI samplers are scheduled to become operational
for a total of 628 or 95 percent. No specific time period has been specified
for the startup of the remaining four SSI and 30 dichot samplers. As previously
noted, EPA included $400K in FY-86 grants to purchase additional SSI samplers
(57) during FY-86. As of December 31, 40 have been purchased and five have
been put into operation. Table 4 shows that there are still 46 samplers yet
to be operational.
3. PMin Data Submittals
This report includes information on the amount of PM^q data submitted to
the National Aerometric Data Bank (NADB) by the States and local agencies
operating PM^q samplers. The start date for each site as shown in Tables
2.1-2.10 was compared to the PM^q data presently (December 31) on NADB for

1983-1986. The percent data completeness was calculated for 1983, 1984, 1985,
and the first three quarters of 1986, and the results are shown for each site
in Tables 5.1-5.10. The sampling frequency included in the tables reflects
the frequency reported on December 31, while the calculated data completeness
is based on our best estimates of the actual sampling frequency for the
earlier time periods. The calculated percent data completeness also considered
different method and project codes.
Table 6 shows a regional summary of the sites operating and reporting at
least some data to NADB from 1983 through 1986. For 1983, 100 percent of the
25 operating sites reported some data, for 1984, 68 percent of the 87 operating
sites, and for 1985, 77 percent of the 422 operating sites. In the first
quarter of 1986, there were 77 percent of the 498 operating sites reporting
data, 70 percent of 537 sites in the second quarter, and 9 percent of 558
sites in the third quarter. It is important to note that 29 States which
have operated PM^g samplers at 96 sites for some time during 1983-1986 have
not reported any data to NADB (See Table 7 for States and number of sites).
For the sites that have reported data to NADB, the data completeness is
very good. Table 7 presents the data completeness by Region for 1983 through
the third quarter of 1986. The range for 1983 - 1985 was 83 to 88 percent.
For the first three quarters of 1986, the percentages were 81, 80, and 64,
respectively.
4. National Coverage of PMm Samplers According to Nonattainment Probabilities
Updates of urbanized area/county PM^g nonattainment probabilities were
calculated and expressed as high, medium, or low probabilities using the 1983-
1985 TSP and PM^g data base. Tables 2.1-2.10, which include the location of
present or future PM^g sites, were then used to determine if PM^g monitoring

is or will be conducted in these areas and at what sampling frequency. The
sampling frequency is important in order to provide for more accurate SIP
design values and more correct attainment/nonattainment determinations at
time of promulgation. Table 9 summarizes these coverages by area to show
where future PM^g samplers are needed. Table 9 also shows the number of
areas that have the required every day sampling for the high probability
areas and every other day for the medium probability areas. The summary
shows that for all areas (including the fugitive dust counties) 95 percent
of the high probability counties are covered and 68 percent of the medium
probability counties. However, only 29 of the 64 areas (45 percent) in the
high nonattainment probability category and 22 of the 84 areas (26 percent)
in the medium nonattainment probability category have the proposed higher
sampling frequency at a minimum of one site in the area. Excluding the
fugitive dust counties, the percent coverage is 56 and 34, respectively. An
examination of only the fugitive dust counties show the coverages for the
high and medium probability counties are 94 and 44 percent, respectively.
For these counties, 3 of the 18 counties (17 percent) in the high probability
category and 2 of the 25 counties (8 percent) in the medium probability
category are operating at the proposed sampling frequency.
Table 9 (which shows the Regional coverage by areas) may be used with
Table 1 (which shows the distribution by Region) to determine if potential
redistribution of existing samplers is possible to cover the higher proba-
bility areas. As an example, Table 9 shows that, excluding the 18 fugitive
dust counties in the high probability category, a total of 3 areas (one each
in Region V, VIII, and IX) do not have a PMjg sampler in the area. Action

should be taken to ensure through redistribution or new acquisition that
these high probability areas are covered. In the medium probability category,
excluding the 25 fugitive dust counties, a total of 13 areas of 59 do not
have PMjo samplers. Within this category, priority for placing samplers
should be given to those areas having a probability 50 percent.
5. PMm Problems with Data or Siting Criteria
A number of problems were found while reviewing PM^g data and the
site description files. The most frequent problems included: data coding
errors of interim parameter codes, duplicate data, and SAROAD site file
omissions or coding errors. The interim parameter code 81101 which was used
for reporting PM^g data to SAROAD prior to June 1985 is still being used. In
June 1985, permanent PMjg codes were given to the Regions along with a request
to convert the interim codes. Unless the data are converted to the new
codes, future software will not include the data as PM^g.
Table 10 identified 133 sites in 34 States where there is some problem
with the data or SAROAD site file. Assistance from the Regions is needed in
order to correct these problems.
6. Summary and Conclusions
As of December 31, 1986, there are a total of 877 PM^g samplers operating
at 548 sites. This is a commendable number since the regulatory requirements
have not yet been promulgated.
There were three 3 PM^g samplers that began operating during October-
December 1986. Also, 93 percent of the 662 EPA supplied samplers are
operational and, during January-March 1987, an additional eight samplers are
scheduled to become operational for a total of 628 or 95 percent.

Although the number operating is steadily increasing, data submittals
from these operating samplers need to be significantly improved. Only 68
percent of the operating samplers in 1984 and 75 percent of the operating
samplers in 1985 have reported data to NADB. For the first and second quarters
of 1986, only 77 and 90 percent of the operating samplers have reported data.
No data have been received from 96 sites that are operating in 29 States.
However, for those sites that are reporting data to NADB, the data completeness
was 83 to 88 percent for 1983-1985. For the first and second quarters of
1986, the data completeness was 81 and 80 percent, respectively.
Since the PM;lo nonattainment probabilities have been calculated based on
the 1983-1985 TSP and PM^g data base, two category I areas (excluding one
fugitive dust county) have been identified as having no PM^q sampler coverage.
The first priority is to provide coverage in these areas. Second priority
should be given to establishing samplers in areas (excluding fugitive dust
areas) having probabilities between 50 and 95 percent.
Action is also needed by the Regions/States to convert the interim PM^g
parameter codes on SAROAD to the permanent codes as well as correct data
coding errors as identified in the report.

SUBJECT: Grouping of Air Quality Areas for Development of State
Implementation Plans (SIP's) for Size-Specific Particulate Matter

The probability values in Attachment A are lower than those provided
previously because Appendix K to Part 50 and the new software have been
revised to agree with the PMio SIP Development Guideline (Attachment D)
such that we do not require the first observed exceedance of the 24-hour
standard to be adjusted for incomplete sampling. Previously Appendix K
required that the first measured exceedance of the 24-hour standard with
1 in 6 day sampling be adjusted, which would have automatically caused an
area to be in nonattainment of that standard. Now, at least two measured
exceedances are necessary before an area is nonattainment. Accordingly,
for many areas where the nonattainment probabilities based on the old
formulae were greater than 95 percent (i.e., Group I), the probabilities will
now be less than 95 percent (i.e., Group II or III), thereby reducing
initial SIP requirements. Furthermore, the new software described in
Attachment C contains programs for adjusting PMio data for the uncertainty
of existing PMio measurements in the so-called "uncertainty zone" of
+_ 20 percent around the standards. The concept of the uncertainty (grey)
zone is discussed in Section 2 of the draft PMiq SIP Development Guideline
and is illustrated by Example 3 in Attachment C.
Area Grouping Procedures
The next step in the area grouping process is for the Regional Office
to acquire all valid TSP and PMio data ^rotn the States. These data should
be reviewed to identify air quality values influenced by "exceptional events"
using the same procedures as used for the 1985 TSP data and set forth in
the July 28, 1986, memorandum from Richard Rhoads entitled "Review of 1985
Total Suspended Particulate (TSP) Data." The rationale for any air quality
values excluded for regulatory purposes must be documented and that
documentation must be included in the docket as required by the "Guideline
on the Identification and Use of Air Quality Data Affected by Exceptional
Events" (EPA 450/4-86-007).
Once the air quality values influenced by exceptional events have been
identified, documented, and excluded for use in the probability calculations,
the Region should use the most recent 3 calendar years (1984-1986) of
combined TSP and PMio data and the new software to calculate the probabilities
of nonattainment for each particulate monitoring site. Areas with 95 percent
or greater probability of violating either the 24-hour or annual PMio
NAAQS are to be put into Group I, areas with 20 to 95 percent probability
of nonattainment go into Group II, and areas with less than 20 percent
probability go into Group III.
After initially grouping areas based on the probability calculations,
the Regional Office should consider other .facts as given in the following
examples that may warrant changing the initial group classification of an
area. However, these changes must be cleared by the PMio Advisory Task
Force of which you are a member.
Examples of information that may warrant moving an area from Group III
to Group II, or from Group II to Group I, are:

0 Facts showing that the current air quality is attributable to an
economic slowdown or some other temporary phenomenon rather than the
stringency of the area's TSP SIP requirements,
° Facts suggesting that there are few enforceable measures in existing
SIP's yet to be implemented that would reduce emissions that significantly
affect air quality, and
0 Evidence that the area has an unusually high ratio of PMio to
total' particulate matter.
Examples of information that may warrant moving an area from Group I
to Group II, or from Group II to Group III, are:
0 Factors suggesting that sources are not yet in compliance with
SIP measures that, if enforced, would reduce emissions that significantly
affect the area's air quality;
° Evidence that the area has an unusually low ratio of PMio to total
particulate matter; and
0 Evidence that the area is rural in nature and is clearly impacted
by fugitive dust (i.e., qualifies as a rural fugitive dust area under the
1977 fugitive dust policy).
Examples of information that may affect EPA's classification of an
area not preliminarily classified using a nonattainment probability are:
0 The amount and density of industrial activity that would
likely result in significant ambient PMjo concentrations in the area,
° The number and density of roadways in the area that are near
activities likely to generate significant particulate emissions and that
are subject to moderate and heavy vehicle traffic, and
° The degree to which the existing TSP SIP will likely limit PMio
emissions from these traditional and nontraditional sources.
Fugitive Dust Policy
Until EPA promulgates a new fugitive dust policy it is continuing
the 1-977 policy. Areas that qualify as rural fugitive dust areas should
be placed in Group III; however, the State should document that the area
has the following characteristics of a rural fugitive dust area:
(1) Lack of major industrial development and absence of significant
industrial particulate emissions, and
(2) Low urbanized population (i.e., eastern States <200,000 or western
States <50,000).

Other factors besides these characteristics which are included in
the 1977 policy statement that should be considered are the sources of
PM^q influencing the air quality of the rural fugitive dust area. Large
point sources and metropolitan areas within 50 kilometers of the area should
be considered. Most emissions in the area should be from such sources of
fugitive dust as agricultural tilling, unpaved roads, and wind-blown dust.
If PMxo violations are believed to be primarily due to such manmade
pollutants as wood smoke, the area should not be considered a rural
fugitive dust area.
Schedule
I am requesting that the Regional Office try to reach an agreement
with the State on the area groupings by March 1, 1987. During March the
PMiq Advisory Task Force will hold meetings (or conference calls) to review
changes in area groupings to assure consistency across the nation. Please be
prepared to justify each change from the initial grouping based upon
probability calculations by presenting evidence such as economic slowdown,
existing control measures Still being Implemented, significant sources
which must still comply with existing regulations, PMio/TSP ratios which
are different from the nationaLaverage, and fugitive dust considerations.
We will provide you with additional copies of the final probability
guideline in a separate mailing for distribution to the States. If you
