STATUS REPORT OF PM10 SAMPLERS
The PM^q network design and siting requirements of 40 CFR 58 were
promulgated in the Federal Register on July 1, 1987. Section 58.34 requires
that the National Air Monitoring Stations (NAMS) for PMiq 136 operational 1
year after promulgation. Section 58.23 requires that the State and Local
Air Monitoring Stations (SLAMS) be operational depending on the area's
probability of nonattainment either 1 or 2 years after promulgation. Each
area within the approved SLAMS network which has a probability equal to or
greater than 20 percent must have at least one PMio sampler in operation
within 1 year of promulgation. The remaining PMio samplers will have until
2 years after promulgation to be fully operational.
In order to accelerate the collection of ambient PMio data, EPA in 1984
procured a total of 662 PMio samplers and distributed these in late 1984 and
early 1985 to the States according to prescribed criteria. In addition, EPA
included in their FY-86 and FY-87 grant allocations to the Regions $400K to
purchase other PMio monitoring equipment.
This report, which is the eleventh on the status of EPA and State
supplied PMio samplers, provides information on those samplers which were
operational as of June 30, 1987, as well as the projected start date for
future samplers.
1. National Operating Status
Table 1 shows the national summary by Region for the operating size
selective inlet (SSI) and dichotomous samplers (dichots) as of June 30,
1987. There were 887 samplers collecting data at 564 sites (809 SSI
samplers at 537 sites and 78 dichotomous samplers at 54 sites). The total

number of sites are less than the sum of SSI's and dichots because some
sites have both types of samplers. The 887 total represents a decrease of
nine samplers operating since the May report. The decrease is the result
of Region VIII discontinuing samplers in Group III areas in North Dakota,
South Dakota, and Wyoming. These samplers are in the process of being
relocated to Group II areas in Colorado and Montana. Also, previous status
reports have shown 11 samplers in Arizona which have now been identified as
short-term special study sites and have subsequently been deleted from this
report. These totals include 84 collocated SSI's and 9 collocated dichotomous
samplers.
Tables 2-11 show the status for each Region and State. Information
is presented on the location of the sampler by urbanized area, SAROAD number,
and the month and year the sampler started operating. In the sampling fre-
quency column, an entry of "1/1" denotes one 24-hour sample every day, "1/2"
one sample every 2 days, etc. Figure 1 shows that of the 564 sites, 74 per-
cent are operating on an every sixth day schedule, 15 percent on an every
other day schedule, 7 percent on an every day schedule, and 3 percent on an
every third day schedule. The PM^o area monitor group was determined from
the SIP area groupings. Group I is for >_ 95 percent nonattainment pro-
bability, Group II is for ^ 20 to < 95 percent nonattainment probability,
and Group III is for < 20 percent nonattainment probability. The required
number of NAMS sites in urbanized areas > 100,000 population was based on
the nonattainment probability and population size as cited in the PMjo regu-
lations. The minimum numbers of sites and sampling frequency for an area
are based,on the first year's monitoring plan. The PM^q probability of
nonattainment is based on analyses as of June 1987, using the National

Air Data Branch (NADB) 1984-1986 total suspended particulate (TSP)/PM]Lo data,
the latest version of the Probability Guideline and the new software for
EPA's UNIVAC computer.
Specific status information is noted for each Region below.
Region I - There are 28 of the 29 EPA samplers operating and the remaining
one should be operational during 1987. All four of the samplers purchased
with FY-86 funds are operating.
Region II - Thirty-five of the 36 EPA supplied samplers are operating and the
remaining one is unaccounted for in New York. Efforts are under way to locate
this sampler. Two of the samplers purchased with FY-86 funds are operational
and two are being used as spares in New York.
Region III -All 47 of the EPA supplied samplers are operating as well as one
sampler purchased with FY-86 funds.
Region IV - Sixty-three of the 67 EPA supplied samplers are operational. One
SSI and one dichot were discontinued in Charlston, S.C. and efforts are being
made to relocate them. The remaining two SSI samplers are being used in
Charleston, SC and West Palm Beach, FL as special purpose monitors. No start
date has been determined for the remaining two samplers.
Region V - There are 111 of the EPA supplied samplers in operation with another
four SSI samplers being used in Illinois as replacements while samplers are
in the lab for maintenance. Two dichots are scheduled to start in September.
There is an undetermined start date for the remaining ten dichot samplers.
Region VI - All of the 76 EPA supplied samplers are operational except for ten
dichot samplers which are being used in the Dallas Brown Cloud Characterization
Study.

Region VII - Five dichots have been transferred to Region IX, and 30 of the
remaining 31 samplers procured by EPA are operating. One dichot is being
used for training and special purpose monitoring.
Region VIII - There are 85 of the EPA supplied 97 samplers operational.
Four of the dichots designated for Colorado are on loan to the American Iron
and Steel Institute (AISI). Utah is using two dichots for special studies.
Five SSI samplers are scheduled to start in September. The Region is in
the process of relocating some samplers from North Dakota, South Dakota, and
Wyoming to Colorado and Wyoming.
Region IX - A total of 83 samplers were supplied to Region IX, and five
dichots were transferred from Region VII, and two from Region X. Two SSI
samplers have been loaned to Region X and two dichots are on loan to the
Navajo Indian Tribe. Arizona has one SSI being used as a spare and nine
dichots are being used in a monitor evaluation study. There has been a
reduction in the overall number of samplers operating which is largely due to
11 samplers in Arizona being reclassified as special purpose monitors and
deleted from the report.
Region X - There are 62 of 64 EPA supplied SSI samplers operational and two
dichots have been loaned to Region IX. Four dichots are being used in Oregon
and Idaho for short-term special studies.
2. Operating Status of the August 1984 EPA Supplied Samplers
Table 12 shows that of the 662 samplers supplied to the States from the
August 1984 procurement, 592 samplers were on-line with another 47 being used
for support purposes for a total of 639 (97 percent). This compares to 642
samplers (97 percent) as of March 31, 1987. Four additional SSI samplers
and two dichotomous samplers are scheduled to become operational by

September 1987 for a total of 643 or 97 percent. No specific time period
has been specified for the startup of the remaining four SSI and 13 dichot
samplers. As previously noted, EPA included $400K in FY-86 grants to
purchase 57 additional SSI samplers during FY-86. The number has been
reduced to 51 because of cancellation of six for Virginia. As of June 30,
Table 13 shows 40 have been purchased and 11 have been put into operation
leaving a total of 41 samplers yet to be operational.
3. PMici Data Submittals
This report includes information on the amount of PMio data submitted
to the National Aerometric Data Bank (NADB) by the States and local agencies
operating PM^o samplers. The start date for each site as shown in Tables 2 -
11 was compared to the PMio data presently (June 30) on NADB for 1983 through
the first quarter 1987. The percent data completeness was calculated for
1983, 1984, 1985, each quarter of 1986, and the first quarter of 1987 and
the results are also shown for each site in Tables 2 - 11. The sampling
frequency included in the tables reflects the frequency reported on June
30, while the calculated data completeness is based on our best estimates
of the actual sampling frequency for the earlier time periods. The cal-
culated percent data completeness also considered different method and
project codes.
Table 14 shows a regional summary of the sites operating and reporting
at least some data to NADB from 1983 through 1987. For 1983 and 1984, 100
percent of the operating sites reported some data, and for 1985, 93 percent
of the 395 operating sites. In the first quarter of 1986, there were 85
percent of the 483 operating sites reporting data, 83 percent of 521 sites
in the second quarter, 73 percent of 551 sites in the third quarter, and 79

percent of the 580 sites in the fourth quarter. During the first quarter
of 1987, 20 percent of the 597 operating sites reported data to NADB. It
is important to note that 25 States which have operated PMiq samplers at
95 sites for some time during 1983 first quarter 1987 have not reported
any data to NADB (See Table 15 for States and number of sites).
For the sites that have reported data to NADB, the data completeness
is very good. Table 16 presents the data completeness by Region for 1983
through the first quarter of 1987. The range for 1983 - 1985 was 83 to 88
percent. For the four quarters of 1986, the percentages were 82, 82, 84,
and 83, respectively. The data completeness-for the first quarter of 1987
was 74 percent.
4. National Coverage of PMm Samplers According to
Nonattainment Probabilities
Updates of urbanized area/county PM^q nonattainment probabilities were
calculated and expressed as high, medium, or low probabilities using the
1984-1986 TSP and PMm data base. Tables 2 - 11, which include the locatior
of present or future PM^g sites, were then used to determine if PM^q moni-
toring is or will be conducted in these areas and at what sampling frequency
The sampling frequency is important in order to provide for more accurate
SIP design values and more correct attainment/nonattainment determinations.
Table 17 summarizes these coverages by area to show where future PMiq
samplers are needed. Table 17 also shows the number of areas that have the
required every day sampling for the high probability areas and every other
day for the medium probability areas. The summary shows that for all areas
(excluding the fugitive dust counties) 90 percent of the high probability
counties are covered and 72 percent of the medium probability counties.

However, only 20 of the 49 areas (41 percent) in the high nonattainment
probability category and 33 of the 85 areas (39' percent) in the medium non-
attainment probability category have the proposed higher sampling frequency
at a minimum of one site in the area. An examination of only the fugitive
dust counties show the coverages for the high and medium probability
counties are 88 and 68 percent, respectively. For these counties, 5 of the
17 counties (29 percent) in the high probability category and 3 of the 19
counties (16 percent) in the medium probability category are operating at
the proposed sampling frequency.
Table 17 (which shows the Regional coverage by areas) may be used with
Table 1 (which shows the distribution by Region) to determine if potential
redistribution of existing samplers is possible to cover the higher proba-
bility areas. As an example, Table 17 shows that, excluding the 17 fugitive
dust counties in the high probability category, only one area each in Region
I, VIII, and X and two areas in Region IX do not have a PM^o sampler in
the area. Action should be taken to ensure through redistribution or new
acquisition that this high probability area is covered. In the medium
probability category, excluding the 19 fugitive dust counties, a total of
24 of the 85 areas do not have PMio samplers. Within this category, priority
for placing samplers should be given to those areas having a probability
>_50 percent.
5. PMm Problems with Data or Siting Criteria
A number of problems were found while reviewing PM^g data and the
site description files. The most frequent problems included: data coding
errors of interim parameter codes, duplicate data, and SAROAD site file
omissions or coding errors. The interim parameter code 81101 which was

used for reporting PM^o data to SAROAD prior to June 1985 is still being
used. In June 1985, permanent PM^o codes were given to the Regions along
with a request to convert the interim codes. Unless the data are converted
to the new codes, future software will not include the data as PMiq.
Table 18 identified 137 sites in 32 States where there is some problem
with the data or SAROAD site file. Assistance from the Regions is needed in
order to correct these problems.
6. Summary and Conclusions
As of June 30, 1987, there are a total of 887 PMjg samplers operating
at 564 sites. This is a commendable number since the regulatory requirements
were just promulgated on July 1. Also, 97 percent of the 662 EPA supplied
samplers are operational and, during July-September 1987, an additional six
samplers are scheduled to become operational for a total of 643.
Although the number operating is steadily increasing, data submittals
from these operating samplers need to be significantly improved. There are
now 100 percent of the operating samplers in 1984 and 1985 which have
reported data to NADB. For the 4 quarters of 1986, only 85, 83, 73, and 79
percent, respectively, of the operating samplers have reported data. Only
20 percent of the operating samplers have reported data for the first
quarter of 1987. No data have been received from 75 sites that are
operating in 25 States. However, for those sites that are reporting data
to NADB, the data completeness was 83 to 88 percent for 1983-1985. For the
4 quarters of 1986, the data completeness was 82, 82, 84, and 83 percent,
respectively.
Since the PM^o nonattainment probabilities have been calculated based
on the 1984-1986 TSP and PM^g data base, five Group I areas (excluding two

fugitive dust counties) have been identified as having no PM^o sampler
coverage. The first priority is to provide coverage in these areas.
Second priority should be given to establishing samplers in areas
(excluding fugitive dust areas) having probabilities between 50 and 95
percent.
Action is also needed by the Regions/States to convert the interim
PMio parameter codes on SAROAD to the permanent codes as well as correct
data coding errors as identified in the report.
