Inventory of Treatability Study Vendors: To announce the availability of
a list of treatability study vendors which can be used to perform such
studies under the Superfund program. This list should also be useful for
RCRA when treatability studies need to be performed.

Subject: Promulgates the national emission standards for limiting
emissions of a hazardous air pollutant, benzene from
industrial solvent use, benzene waste operations, benzene
transfer operations, and the gasoline marketing system
based on EPA's determination that benzene emissions from
these source categories present a significant risk to
human health. The intended effect is to reduce emissions
to a safer level.

the Supcrfuund program. This document is undergoing additional
quality control and the final document will be available in early

this pre-publication printing, it is recommended that these
documents be made available through a central repository in the
Region. It is further requested that you distribute copies of
this memo to your staff so that they will be aware of this
document and its intended use.
The purpose of this document is to ensure that requests for
proposals (RFPs) for treatability studies are made available to
the broadest subset of contractors who can perform such studies.
This listing is not a pre-qualification of contractors and all

RFPs must be done in accordance with the Federal Acquisition
Regulations (FAR). While it is recognized that contractors
participating in the Superfund program (e.g., arcs, rem, TES) may
not be subject to the same FAR provisions, they should comply
with the intent of this memo and FAR Part 44.
Background
The Agency has initiated a number of activities to encourage
and facilitate the performance of treatability studies. In
support of this effort, ORD was requested to compile a list of
vendors who could perform treatability studies. The purpose of
this endeavor was to develop a listing of interested firms which
could be utilized as part of the procurement process to ensure
that the firms that could perform such studies were notified.
Although the FAR generally requires that a procurement be
synopsized in the Commerce Business Daily (CBD), all too often
such notices are missed by prospective responders. This listing
would be used in combination with the FAR requirements.
EPA published a notice in the August 31, 1989 CBD inviting
interested parties to submit information on capabilities to
conduct treatability studies. The Agency also notified firms
which were known to conduct treatability studies (e.g.,
participants in the Superfund Innovative Technology Evaluation
(SITE) program) of the CBD notice. The information received from
the firms was accepted as received and was not verified for
accuracy.
The information received was entered into a data-base and
organized into two volumes, volume I provides listings of
treatability study vendors organized by technology and
contaminant groups. Volume II contains an alphabetical listing
by vendor name, of all of the information provided by responding
firms. It should be noted that firms provided varying levels of
information. This is particularly evident in Volume II where
information on use of the technology at Superfund Sites is
missing tor .many of the vendors.
Th« pre-printed documents are currently undergoing review by
responding vendors to verify that the information incorporated in
this documnt is a* provided. The documents will be issued in
final for* during the third quarter of FY 1990. The documents
will b« reissued on a periodic basis to maintain the currency of
the information.
Implementation
The "Inventory of Treatability Study Vendors" pre-prints
attached should be maintained in a central repository for use by
RPMs and contractors. A limited number of pre-publication copies
will be available from the Superfund Docket, located in Room 2427

at the U.S. Environmental Protection Agency, Washington, D.C.
20460.
Volume I will be given broad distribution when it is issued
in final form in FY 90. The final form of Volume II will also be
issued at that time but will have limited distribution due to
it's size and the nature of the material contained in the volume.
Both documents will be available from the U.S. Environmental
Protection Agency's Center for Environmental Research information
(FTS 684-7562 or 513/569-7562) or purchased from the National
Technical Information Service (703/487-4650).
As indicated previously, the attached document should be
considered by both RPMs and contractors who are involved in a
procurement (i.e., issuing solicitations) for treatability study
support. Users of the "Inventory of Treatability Study Vendors"
should send a copy of the RFP to all vendors who are identified
as having potential to perform the treatability study planned in
accordance with the applicable FAS provisions. Use of this list
of vendors does not preclude notification of vendors not
appearing on tiie list.
This inventory provides a compilation of vendors who have
expressed an interest in performing treatability studies and does
not represent a pre-qualification of these firms. The Agency
recognizes that there are contractual issues, such a conflict of
interest and sub-contracting delays, which influence our ability
to perform treatability studies in a timely fashion and the
attached vendor inventory does not address those issues. A
workgroup has been formed to investigate ways to remove
impediments to contracting for treatability studies.
Treatability studies are a key component of the Superfund
program and I encourage you to move forward with treatability
studies. It is hoped that the subject document aids in the
performance of quality treatability studies.
