INTRODUCTION
Background
In New Jersey the filling of wetlands has been accelerating since
the mid-1800's. Wetlands created by reservoir impoundment,
beaver activity, and pond construction were minimal gains
compared to the conversion for highways, agriculture, industrial,
commercial, and residential development.
New Jersey has lost at least 20% of its wetlands since the mid-
1900's. From 1948 to 1978 the Passaic River Basin lost nearly
half of its wetlands. Twelve counties have lost more than 25% of
their original complement of wetlands. Passaic, Hunterdon,
Mercer, Monmouth, and Sussex have lost more than half. The USDA
Soil Conservation Service data for hydric soils in the state show
losses of 20%, not including Essex and Hudson counties which are
heavily developed. The greatest cause of wetland conversion used
to be agriculture, it is now urban and suburban development.
Purpose
The identification of a priority wetlands list for New Jersey is
part of EPA's commitment to develop a comprehensive policy
framework to establish a technically sound and consistent basis
for EPA positions on proposed dredged or fill material discharges
into waters of the United States, including wetlands. EPA has
significant statutory authority under Section 404 of the Clean
Water Act to assure that dredge and fill discharges into
federally regulated waters of the U.S., including wetlands, do not
result in significant adverse environmental impacts. An
important step in EPA's effort is to focus regional resources on
the identification and protection of the most important wetlands
in the region.
In general, the list for New Jersey recognizes those areas
identified by various federal, state and private contributors
which are considered to be the most important and vulnerable
wetlands in the state. This is not a comprehensive inventory;
rather it is a listing of areas currently known to EPA to be
important and/or under particular threat. It is our intention
that this list be updated periodically as discussed below.
The priority designation applies to all federally regulated
waters of the U.S., including wetlands, within the areas
identified. However, it must be noted that failure to include
any particular area on the list in no way implies that it
will/should receive less than full protection under the Section
4 04 regulatory program.

Application under New Jersey Law
In New Jersey, the Legislature has decided to incorporate this
special class of wetlands into the Freshwater Wetlands Protection
Act and Rules to insure that the State program complies and is
consistent with the Federal program. The New Jersey Freshwater
Wetlands Act prohibits the use of certain general permits within
areas on this list. This list replaces the former listing which
has been used by the New Jersey Department of Environmental
Protection (NJDEP) as an Interim Final list.
Questions regarding the use of the Priority Wetland list in the
New Jersey Freshwater Wetlands Act, the designation of any
particular parcel as part of a Priority Wetland, or how specific
proposals may be effected by this listing should be directed to
the NJDEP Bureau of Freshwater Wetlands at (609) 984-0852.
Document Construction
In developing this list, the characteristics of wetland systems
throughout the state were evaluated using criteria which included
the following:
1. Unique habitat for fauna of flora;
2. Unusual or regionally rare wetland types;
3. Ecologically important and under threat of development;
4. Important to surface water systems;
5. Critical to protect water supplies; and
6. Valuable for and provide flood storage capacity.
Listing of priority areas is done is two ways - by general
category and by specific geographic area. General categories
include generic areas of concern, such as a particular type of
wetland (e.g., calcareous fen) or the particular physical
situation of a wetland (e.g., overlying an EPA designated sole-
source aquifer), tSpecific geographic areas include particular
wetland areas with a defined geographic boundary (e.g., Great
Piece Meadows) or a particular wetland system with defined
boundaries (e.g., wetlands of the Passiac River Basin).
Please note that the text generally describes the listed area,
and the attached maps are for illustrative purposes only.
Interpretation of the specific boundaries on any particular
parcel should be gained, by EPA's agreement with New Jersey, from
the NJDEP office listed above.

Updating
EPA intends to update the list periodically to take into account
new information that may become available regarding the listed
areas as well as other wetland areas which may be candidates for
inclusion. Although EPA has no formal review process for
updating this list, we intend to develop appropriate procedures
for such revisions later this year.

Resource Values: - Fish and wildlife habitat

Threats to Resource: - These sites are all rare in New Jersey and
therefore are intrinsically vulnerable and
valuable
Comments: These wetlands have been identified through the Natural
Heritage Program as being rare in New Jersey. The
checklist includes a salt marsh complex, brackish
intertidal mudflat community, brackish tidal marsh,
inland noncalcareous pond shore communities, inland
graminoid marsh, pine barrens shrub swamp, robust
emergent marsh, northern NJ shrub swamp, coastal plain
chamaecyparis swamp, outer coastal plain swamp, and red
maple hardwood swamp.

Located approximately at Spring Valley Road and Brae
Boulevard.
Resource Value: Unique habitat, specimen si zed-trees. Features
an exemplary red maple-swamp azalea community of considerable age
for New Jersey. Rare plants. Habitat for State threatened and
endangered bird species.
Known/Potential
Threats to Resource: Commercial and residential development
totally surrounds the wetland and has already infringed on all
borders. Aerial extent of resource has decreased and can be
expected to decrease further. Threat to resource is increasing
due to the development of a fast-growing high quality office
center in this immediate area.

Resource Value: Diverse array of palustrine and estuarine
wetlands. Provides significant habitat for
waterfowl, including the only NJ breeding
population of American Coots, and raptors (e.g.
northern harriers, short-eared owls). Features
floodwater storage for the Hackensack River and
several tidal and non-tidal streams.
Known/Potential
Threats to Resource: Intense development pressure from
surrounding communities and land
speculators.
Comments: This Priority listing includes all wetlands within the
Hackensack Meadowlands.

Resource Value: -Water Supply: these wetlands, of glacial origin,
help to maintain water quality and ground water
supply in a region almost totally dependent upon
local ground water supplies. In addition, they
help to preserve surface water quality in the
Rockaway River which flows into the New Jersey
City Reservoir at Boonton.
-Rare and Endangered Species: various state and
federally listed species have been documented
from these wetlands, including the bald eagle,
bog turtle, wood turtle, great blue heron,
osprey, and native brook trout. Rare plants
such as orchid species and gentians are also
found in these glacial wetlands and occasional
bogs.
-Habitat diversity: Palustrine forested, scrub-
shrub, emergent wetlands as well as open water
and riverine habitats provide valuable habitat
for various game (e.g. otter, beaver, deer) and
nongame species.
-Flood control: because of their proximity to the
Rockaway River and its major tributaries, the
wetlands serve to control and store floodwaters.

relaxed grant conditions permits portions of
the wetlands to be developed for parking

funded interceptor sewer.
