payer before January 1, 1975.

Unit program. Another $150,000 has been appropriated
solely for the purpose of making an independent economic
feasibility study by the Board of the proposed development
of the Mountain Home Division of the Southwest Idaho Water
Development project. This study shall examine in depth,
not only the joint venture proposal as now offered by the
Board, but also the feasibility of the joining of other
participants or of the State's developing all of the features
of the project. This study shall provide the determinants
for a conclusion by the legislature as to all of the benefits
of the proposed project and who the recipients will be.

ment works. The Idaho State Board of Health may make pay-
ments of 25 percent of the estimated reasonable cost of the

such action will result in a federal grant of not less than
50 percent of the estimated reasonable cost of the project.

H 3788 To create the Environmental Protection Act and the Environ-
mental Protection Agency which will establish a unified State-
wide program, supplemented by private remedies, to restore,
protect and enhance the quality of the environment, and to
assure that adverse effects upon the environment are fully con-
sidered and borne by those who cause them. The Illinois Air
Pollution Control Board and the State Sanitary Water Board are
abolished and replaced with three new agencies: an Environ-
mental Protection Agency for research, investigation and enforce-
ment as well as negotiation for interstate compacts and other
governmental arrangements; a Pollution Control Board, charged
with establishing, promulgating and implementing control standards
and rules and regulations; and an Illinois Institute for Environ-
mental Quality to advise the agency and the Board in the formula-
tion of regulations and the development of enforcement strategies.
Citizens, under the Act, have the right to bring private actions
upon written notice against polluters before the Board*, increase
the penalties for violations; permit the Agency to seal equipment
found to be creating pollution without a court order in cases of
emergency, and appropriate $9 million for the environmental pro-
tection program. The agency shall issue and serve upon the person
complained against a written notice, together with a formal com-

the Commonwealth of Virginia to enter into and become a
party to the Potomac River Basin Compact. The Compact
shall become erfective tnirty days after its enactment
by the legislatures of Maryland, Pennsylvania, Virginia
and West Virginia, and by the Congress on behalf of the
United States and the District of Columbia.

such waters in an amount sufficient to cause damage to
aquatic life and authorizing action by the State Water
Control Board against the person causing or permitting
such discharges.

H 1094 To create the Cheaspeake Water Authority with power'
operate and manage a water system, water mains and otl.sr
related facilities within its governing area. The
authority has the power to provide by resolution for
the issuance of revenue bonds to pay all or any part
of the cost incurred in meeting its functions. The
Authority has been authorized to fix, revise and charge
for the use of the services it furnishes and contact
with other persons or corporations desiring the use of
such services. Effective June 26, 1970.

S 52-XX An Act repealing and amending various laws relating to State
Government for the purpose of creating a single department
to be known as the Department of Social and Health Services.
To provide that the Department and the State Board of Health
shall consult with the Water Pollution Control Commission
and the State Air Pollution Control Board in order that to
the fullest extent possible, agencies concerned with the
preservation of life and health and agencies concerned with
protection of the environment may integrate their efforts
and endorse policies in common.

A U-16	To alter statutes providing for State assistance to municipali-
ties for the cost of water pollution abatement facilities. The
principle change is to permit the State to advance moneys in
anticipation of Federal reimbursement to meet the State's water
quality standards. To appropriate $33;^-00,000 to the Department
of Natural Resources to acquire, construct, develop, enlarge or
improve water pollution abatement facilities. To coordinate and
implement a comprehensive long-range plan to acquire, maintain
and develop a comprehensive system of State and local outdoor
recreational facilities.

outlying waters of the State unless the toilet wastes are
retained for shore disposal by means of facilities con-
structed and operated in accordance with rules adopted by
