INTRODUCTION
Proposed electric power generating facilities, proposed oil shale devel-
opment sites, and proposed coal conversion facilities are located in the
Western Energy Resource Development Area. There has been an increased inter-
est in this area because of the nation's energy demands and the accelerating
cost and eventual depletion of imported crude oil. The impact of energy
development on the environment must be documented, and this can be achieved
only by measuring baseline values and evaluating any change due to subsequent
developments.
The first step in analyzing ambient air is the establishment of a sam-
pling network. This report describes the forty sampling sites chosen by the
U.S. Environmental Protection Agency for the fine particulate monitoring
study. The location of these sites is shown in Figure 1.
Each site, as well as alternates, has been visited to ensure that it
meets the site criteria as outlined in the next section. Possible local
sources, local climatological conditions, and power requirements were also
considered. A station operator, secured for each site, is responsible for
changing the filtering media. The preweighed filters are provided by the
Air Quality Group, University of California, Davis. The network was activ-
ated in the Fall, 1979.
SITE CRITERIA
Site selection was based on the following criteria:
GENERAL SITE CRITERIA
The site should be:
1.	Remote and regionally representative (for a distance of about
100 kilometers).
a.	Avoid valleys in favor of ridges.
b.	Avoid local sources (towns and industry).
2.	Located with existing pollutant and meteorological monitoring
equipment where possible, and when this does not compromise
the first criterion.
3.	Easily accessible throughout the year and maintained by quali-
fied persons.

4.	Reasonably secure (from vandalism, wildlife, etc.)
5.	Able to supply 110-volt, 60-cycle power at not less than 600
watts. If required, an extension cord up to 15 meters (15
feet) long and consisting of 16/3 weatherproof cable may be
used.
SPECIFIC SITE CRITERIA
1.	The intake of the sampler is 2 to 15 meters above the ground.
(The intake of the sampler is about 0.5 meters above its base.)
a.	Where there is no existing platform to use, the unit is loc-
ated on a plywood platform suspended from a square array of
steel fence posts driven into the ground.
b.	When the roof of a building is a site, the intake is about
2 meters above the roof, which contains no furnace or incin-
erator flue.
2.	The distance from the site to buildings, trees, or other obstruc-
tions is at least twice the height of the obstruction above the
sampler.
3.	No sampler is located near parking lots, places where vehicles
may be warmed up, paved roads where traffic loads are greater than
30 vehicles per hour, and dirt roads that are likely to create a
great deal of dust.

map, set of photographs and description of each site follows.
