Raw Wastewater Pumping Station Direct Operation, Maintenance and
Repair (OMR) Costs as of September 1979
The third quarter of 1979 OMR Index at 25 ft dynamic head (TDH) increased
2.4 percent between June and September and 8.7 percent from September 1978.
Gravity Sewer Direct Operation, Maintenance and Repair (OMR) Costs
as of September 1979
The OMR Index for gravity sewers for September 1979 increased 1.6 percent
over the second quarter estimate. This represents a 7.8 percent increase from
Septmber 1978.
Observations
The G.N.P. inflator now running at 8.5% parallels the current combined
sewer/pumping station OMR inflation rate. The G.N.P. deflator indexes the
prices of goods and services produced in the U.S. excluding imports. The C.P.I,
now 13% at an annualized rate is close to the present rate for municipal waste-
water treatment plant OMR. In previous periods the overall C.P.I, generally
lagged the specialized OMR index for plants.
Data from the U. S. Department of Commerce, Bureau of the Census concerning
public employment (City Employment in 1978, GD-78 No. 2) as shown in Tables I
and II indicates that sewer system operation and maintenance requires between
2.0 and 2.6% of total municipal employment. The higher percentage value is for
all cities in the annual survey while the lower value, 2.0%, is only for cities
over 50,000 population. Table III derived from the Compendimum of Public
Employment, 1977 Census of Government shows even a more pronounced effect of
city size on the relative manpower earmarked for sewerage. Apparently, in
smaller communities the employment for sewerage function is double the fraction
of overall employment for very large cities. Table IV, however, shows the
reverse effect for county-wide employment with the sewerage ratio/share going
down with population. The unsewered areas of counties would have a dilutant
effect on the percentage of public employment for sewerage. Table V compares
Census data for sewerage staff for various size communities with two EPA sources
of data. The estimates from MCD-39, Analysis of Operations and Maintenance for
Municipal Wastewater Treatment Systems are not in line with the census survey.
Data from the other source, however, generally agree with the census level for
each size city.

DISCUSSION
The indexes computed for September 1979 that can trend directly or
indirectly costs for operation, maintenance and repair (OMR) of municipal
wastewater treatment plants exhibited somewhat consistent rates of change
between the second quarter of 1979 and the third quarter of 1979. The
rates of change among these indexes for the past three quarters are as follows:

The increase for the OMR index in the last quarter was due primarily to
an increase in power cost of 3.0%, maintenance 2.8% and chemcials 4.6%,
resulting in an annualized rate of 12.8%.
As a guide to regional differences in OMR labor costs, Table I compares
municipal pay levels by state as reported for sewerage employees in Compendium
of Public Employment, 1977 Census of Government. Likewise, Table II gives
regional variation in producer price indexes for electrical power as of
September 1979.
