INTRODUCTION
RCRA CORRECTIVE ACTION PRIORITIZATION SYSTEM (CAPS)
The Hazardous and Solid Waste Amendments of 1984 authorize the U.S. Environmental
Protection Agency (EPA) to initiate corrective action whenever hazardous wastes or constituents
from a RCRA facility may be threatening human health or the environment. To initiate timely
action at the highest priority sites, EPA Region 6 requested PRC Environmental Management,
Inc. (PRC), to develop a computer-based Corrective Action Prioritization System. This
prioritization system uses the methodologies detailed in the accompanying guidance document to
evaluate and prioritize RCRA facilities.
Because the RCRA CAPS program is menu-driven, little or no training is necessary to
begin using the program. However, this user's manual serves as a reference for routine
procedures such as data input, data modification, system maintenance, and report generation.
Chapter 1 describes the procedures for operating the program. Chapter 2 discusses procedures
for entering data into the system.
There are five appendices to this manual. Appendix A contains sample data entry
worksheets. Appendix B is the data dictionary. Appendix C contains a listing of files used by
the system. Appendix D provides samples of the different reports that can be generated by
RCRA CAPS. Appendix E contains the source code for the program files.

ABOUT THIS USER'S MANUAL
CONVENTIONS
These functions and symbols have special meanings and are used throughout this user's
manual.
Menu title and options are boldfaced.

INSTALLING THE SOFTWARE
RCRA CAPS
SOFTWARE The RCRA CAPS software has been compiled for speedy operation by
using the royalty-free Clipper personal computer (PC) software. However,
Clipper is not needed to run the software. The software consists of one
diskette. Before installing RCRA CAPS, make a backup copy of the
diskette. Store the original diskette securely, and use the backup diskette
for installation.
SYSTEM
REQUIREMENTS Use of the software requires an IBM-compatible computer running DOS
3.1 or higher, with at least 512K of RAM. For printing reports, the
software supports most printers, including laserjet and dot-matrix printers.
A SETUP PRINTER option allows the selection of specific printers.
However, some reports will require a wide-carriage, dot-matrix or laserjet
printer.
To ensure that there is adequate disk space to operate the program, about 5
megabytes of disk space will be required for current and future use.
SOFTWARE
INSTALLATION The install program creates a sub-directory on the computer's hard drive
and copies the program files into that directory. The RCRA CAPS
program will always exist in C:\CAPS. To start the install program, insert
the diskette into the A> drive.
Type A:\INSTALL. then press .
When all files from the diskette are installed, the system returns to DOS.

1.1 GETTING STARTED
This section assumes that the RCRA CAPS program has been installed.
1.1.1 ACCESSING THE RCRA CAPS
To access RCRA CAPS at the Program Selection Menu, press to exit to DOS.

1.1.2 ENTERING THE PASSWORD
RCRA CAPS cannot be accessed without a password. The default password for the
system is a blank. After installing the program, the system can be accessed by typing any
password at least four characters long. The system will store this as the system password with an
access level of "4." See Section 1.6, Password Maintenance, for detailed instructions on selecting
or changing ..the password or the access levels of .a password. There are five access levels that a
password can have and there can be several passwords for various uses. The access levels are as
follows:
0 - No access to the system
1 - Access to the Reports Menu only
2 - Access to the Edit and Report Menu

4 - Complete access to all menus
Type the password, then press .

1.2.1 MAIN MENU OPTIONS
The Main Menu lists four RCRA CAPS options. Sections 1.3 through 1.4 describe these
options and provide instructions for their use.
ENTER/EDIT NEW FACILITY - allows modification of the facility files
by adding information for a facility not previously in the system,
modifying existing facility information, or deleting all information for a
facility

• PRINT REPORTS - generates and prints the RCRA CAPS reports
• SYSTEM UTILITIES - allows reindexing and packing of database files,
editing or printing the system database files, access to the password
maintenance table, and specifying a printer
• QUIT, RETURN TO DOS - exits RCRA CAPS and returns to DOS
1.3 EDITING/ADDING FACILITY INFORMATION
The ENTER/EDIT NEW FACILITY option can be used to add, change, or delete data
associated with a facility. This option accesses databases used for storing facility, Solid Waste
Management Unit (SWMU), and scoring information. After all necessary information for a
facility and its SWMUs has been entered, the score for the facility may be generated.
1.3.1 SELECTING THE EDITING/ADDING FACILITY OPTION
To add, delete, or modify information for a facility, select the ENTER/EDIT NEW
FACILITY option from the Main Menu. This can be done by using the or keys to highlight this option.
Before adding, deleting, or changing data for any facility, enter the name and
organization of the individual editing the data (scoring the facility), and the date.

necessary. The date entered must be valid, or the system will not progress to the next screen.

1.3.2 SELECTING THE FILE OPTIONS
As shown on the screen, the three possible types of data modifications are editing, adding,
or deleting facility data. It is also possible to return to the Main Menu.
1.3.2.1 Editing Facility Information
Choose this option to generate a score for a facility or to change part or all of the data
previously entered for a facility. Use the arrow keys to highlight the EDIT FACILITY FILE
option, and press .
Identification numbers and the corresponding facility name will be listed on the screen in
order by ID number as shown on the next page. If there are data for several facilities, the list
may extend beyond the bottom of the screen. The , , , and
keys may be used to scroll through the list.

Also, to view a specific facility (or a group of facilities with similar ID numbers), the ID
number may be typed. As each letter or number of the ID is pressed, the cursor moves to the
first ID number which matches. For instance, as it is pressed, the cursor will be positioned at the
first ID number beginning with N. As more keys are pressed, the cursor will move each time a
more complete match is found, until the complete ID number has been entered. If no matches
are found, the cursor will remain in its original position.

1.3.2.2 Selecting the Facility to Modify
To edit the data associated with a specific facility, either scroll through the list until the
Facility ID number is highlighted, or enter all or part of the Facility ID number (which moves
the cursor and highlights the facility ID), then press . To return to the Main Menu,
press . After a facility ID number is selected, a data entry screen will appear, containing
the data for the facility. A message will also appear on the screen asking for verification of the
desired facility.

Edit SWMUs: Press this key to enter specific information for the SWMUs
at a facility. This information must be entered before a
facility is scored.
Score Facility: This key initiates the scoring routine which processes all the
information that has been entered for a facility and its
SWMUs and generates a score. Use this function only after
general facility information and SWMU information have
been entered.
Exit Save: This function saves the data that has been entered and
returns the screen to the Main Menu.
The fields will be highlighted, and the information may be changed. Some function keys
will be inoperative while the edit mode is active. For example, Edit SWMUs and
Score Facility cannot be accessed while in this edit mode.
Two Facility General Information screens, and the Facility Scoring Information screen,
can be edited at this time. The and keys can be used to move from one screen
to another. The Facility Scoring Information screen is shown below.

1.3.4 MOVING THE CURSOR
The cursor is the flashing line indicating the current position on the screen. The cursor
can be moved in two ways. One way is to move the cursor from one field to the next by pressing

keys. Data may be entered into the highlighted areas on the screen (data fields). Data may be
changed by typing over existing data, adding to existing data by using the key, or deleting
data by using the or key.

information may be edited by pressing . A list of SWMUs for which information has been
entered will appear on the screen.

To return to the Main Menu after editing, press the key to exit and save or press
the key to exit without saving changes. If the edit mode is active (the fields are
highlighted), press the key before trying to exit. After exiting the edit screen, the list of
facilities is displayed on the screen. At this point, select another facility to edit or exit to the
Main Menu by pressing the key.
1.3*6 ADDING NEW FACILITY DATA
To add information for a facility, choose the ADD FACILITY FILE option from the File
Options Menu. This option should be chosen if no data have been previously entered for a
facility. Use the or key to highlight the ADD FACILITY FILE
option, and press .
A data entry screen will appear, and general facility information may be entered by
pressing the key.

An information line at the bottom of the screen displays the function keys associated with
the screen. See pages 8 and 9 for further explanation of the function keys.
The following data fields must have information entered before proceeding to the next
field:
• Facility ID Number
• Facility Name
• County
• State
After the information has been added on the first screen, the second and third screens can
be accessed by pressing the key.
On the Facility General Information Screen II, there is a data field for cohiments in which
general notes for the facility may be added. This is a memo field which can be accessed by
pressing when the cursor is positioned in that field. Several editing keys (shown at the
right of the screen) are available for changing text. Selecting from this screen will return
you to the Facility General Information Screen II.

When the general facility information has been added on screens I and II, press
to access the Facility Scoring Information screen. Press to add data.
The Facility Scoring Information screen gathers scoring information that is relevant to the
facility as a whole. The data fields for Mean Annual Temperature, Precipitation-Net,
Precipitation-Annual, and Aquifer-Sole Source will usually have default values displayed. These
values are retrieved from the system's weather database file based on the county and state where
the facility is located. The values may be typed over with more appropriate values, or they may
be accepted by moving to the next field without changing their value.

After adding facility information, you can either return to the Main Menu or add
information for SWMU units.
To return .to the Main Menu after adding data, .press .the key to exit and save or
press the key to exit without saving. If the edit mode is still active (fields are
highlighted), the key must be pressed before exiting.

1.3.7.1 Adding a New SWMU Unit
To add a SWMU unit for a facility, press the key. The screen will display a
message asking whether you want to add a new unit. An jN response will return the screen to the
list of units. To add information for the SWMU, type Y. A box will appear on the screen with a
message, asking for the name of the unit to be added. Type the name of the unit, then press
. Pressing will return the screen to the SWMU list. The screen that requests a
unit name be entered to add a unit to the database is shown below.

1.3.8.1 Entering Chemicals
Five chemicals relevant for the SWMU may now be entered. After a chemical name is
entered, a box will appear with toxicity/mobility values (from the toxicity database) for this
chemical. These values may either be typed over, or be accepted by pressing . If
values for the chemical are not available in the system's toxicity database, the fields will be blank
and you should enter values. If no values are entered, a complete score for the facility cannot be
generated.

1.3.8.2 Deleting a SWMU Unit
To delete a SWMU unit for a facility, first access the SWMU unit information by
following the instructions provided in Section 1.3.5 for Editing SWMU Data, then press .
Use the or key to highlight the SWMU unit name on the list of
SWMUs. Then press the 'key to delete the .SWMU unit that is highlighted.
The name of a SWMU unit that has been deleted will appear on the list of units, with a
"DEL" message, until the database files have been packed. The unit can be undeleted by pressing
the key again. This key toggles between deleted and undeleted.

changes or additions, or press the key to exit without saving the additions or changes that
were made. Return to the Main Menu by highlighting that option and pressing , or
you may press the key. Exit to DOS by highlighting the QUIT, RETURN TO DOS option
from the Main Menu, or you may choose another option, such as PRINT REPORTS.
1.4 SCORING A FACILITY
A score for a facility should b generated only after all information has been added,
including general information, facility scoring information, and SWMU scoring information.
Scoring may be done immediately after adding the data or after editing data by pressing .
The function key, used to generate scores, is only available from within the editing
screens. A scoring summary appears on the screen after the score has been generated as shown

1.5.5 RANKING REPORTS
A report listing the facilities in order of descending score can be obtained by choosing the
fourth option, "Ranking Reports." There are five scores related to a facility. A score is
generated for each of the four pathways: (1) Ground-water migration, (2) surface water
migration, (3) air migration, and (4) on-site soil exposure. An overall RCRA CAPS score for the
facility is also generated. A list of facilities in descending order for any of the five scores may
be obtained by choosing the corresponding option.
The ranking report can include (1) a group of facilities based on some general
information, (2) all facilities, or (3) a specific group of facilities to include in the reports,
depending on the menu selected.

To add a password, type the password to be added. The password length must be at least
four characters long. If the password was entered correctly, you will be prompted to re-enter the
password for verification. If the same password is not entered twice, the original message
appears on the screen and the password must be re-entered. If the password was entered
correctly, a message will appear on the screen:

The password is automatically assigned an access level of "1." To change the access level
of the new password, follow the directions below for changing a password's access level.
1.6.5.2 To Change a Password
To change a password, type the password to be changed. You will be asked to re-enter
the password to verify that this is the correct spelling. If the same password was entered a
second time, an ".OK." will appear in the password field. The name or access level of the
password can be changed or deleted by choosing the option at the bottom of the screen.
1.6.5.3 Changing the Access Level of a Password
Once a password has been added, change the Access Level of a password by selecting the
SET ACCESS LEVEL option from the Password Maintenance Table. Use the arrow keys to
position the cursor in the Access Level field and type a number from "0" through "4". Although
it does not appear on the screen, an "0" Access Level may be used to deny access to the system
completely. This is comparable to deleting a password.
1.6.5.4 To Delete a Password
To delete a password, type the password to be deleted. Select the DELETE option from
the Password Maintenance Table.

worksheets (Appendix A). The sources of information used to complete these worksheets include
the Part A and Part B permit applications, RCRA Facility Assessment (RFA) report, and
Preliminary Assessment (PA) report. Designated personnel are responsible for accurately
transferring information from these sources to the coding forms.
Procedures for completing the worksheets are presented in the "RCRA CAPS - Guidance
Document" and should be read carefully before entering data into RCRA CAPS.
