FOREWORD
With the growing concern over environmental issues, many New England citizens find themselves seeking ways to
contribute to a cleaner environment. For these citizens one of the first ideas that comes to mind is to initiate a
community recycling program to help alleviate local solid waste problems and energy and mineral shortages.
This directory, in addition to answering the question "What communities have recycling programs?" is intended to
assist interested civic groups and municipal leaders with the development of a community recycling program.
To accomplish this intent we have first described the important aspects to consider when implementing a recycling
program. This description is followed by a listing of the New England state solid waste management programs and a
listing of communities in New England known to have recycling programs. Your state solid waste program and most
local recycling program leaders are willing and able to offer valuable information on how to start and operate a
recycling program. Because of the importance of locating buyers for recycled materials, we have also included a listing
of companies in New England that reportedly will purchase materials from recycling programs.
Most of the information for the listing in this directory was acquired from responses to a questionnaire that was sent to
municipal and environmental groups in New England. In many cases our questionnaire did not reach the person most
knowledgeable about an existing recycling program; consequently, our information is not as complete as we had
initially hoped. If you are aware of any recycling program or market for recycled materials that is not listed in this
directory, or if you find that any listed program has significantly changed its operation, please fill out the questionnaire
in the back of this directory and return it to:

HOW TO ORGANIZE A RECYCLING PROGRAM
Recycling is not a new idea, it has been practiced in one
form or another throughout history. Today, it is
practiced by industries, charitable organizations, service
groups, and private individuals.
A community recycling center, in addition to collecting
and recycling valuable resources, also serves as a tool for
environmental education. Greater recycling efforts will
occur as public awareness increases.
Community recycling centers usually handle glass, beer
bottles, newsprint, metals, and cardboard. Four operat-
ing methods to handle these materials have proven
successful. A recycler may combine several of these
approaches to increase collection of materials and to
best serve the community.
Scheduled Collection Center
Presently, the most common method of operation is the
scheduled collection center. This requires a permanent
location in a populated, easily observed area, with
facilities large enough to store materials. Established
operating hours (clearly posted on signs) and easy access
for the public must be maintained. A well-run, scheduled
collection center promotes contact and communication
with its patrons.
The staff should accept only well-prepared materials.
Cleanup problems at the center can be reduced by
providing unattended containers for after hour drop-
offs.
Unattended Collection Centers
These centers provide the public with 24-hour service.
Many single-item drops operate this way. A drop-off site
requires a permanent location in a populated, visible
area. Sturdy collection containers designed for ease of
transport, loading and unloading, and prevention of
pilferage are necessary.
On-site signs should state what materials are acceptable
and how they should be prepared.
Monthly Project
Many motivated groups with limited time but a firm
commitment to community service have used this
method successfully. Once a month materials are col-
lected, prepared, and marketed all in the same day. A
monthly project must be well planned and organized.
The collection day and materials to be saved must be
made known to the public. Signs can accomplish this
advance notice.
A monthly project can work with an established
recycling center, which usually has transportation, bal-
ing, and storage facilities, and may be willing to pick up
all well-prepared materials. Price arrangements for col-
lected materials must be made on an individual basis
with each recycling center.
Pick-Up-Service
Door-to-door pick-up service is the accepted approach to
garbage collection; however, it has not been widely used
in recycling. However, EPA has provided assistance to
two (2) Massachusetts communities, Somerville and
Marblehead, which have successfully used the pick-up
method in their recycling programs. Additional informa-
tion on these programs may be obtained by ordering
publication #5 on the order form in the back of this
Directory.
There are two types of pick-up service:
1.The	"response-to-call," which sends a collection
vehicle to pick up recycled materials. This type is
inefficient due to fuel costs; and
2.	The "scheduled pickup," similar to a garbage
service, can collect all prepared materials from a
household.
Effective"educational campaigns directed at your patrons
will stimulate proper material preparation before pickup.
After collection, segregated, recyclable material can be
marketed. Remaining refuse must be disposed of proper-
ly.
ACTIVITIES CHECKLIST
This checklist is designed to help you systematically plan
a recycling center or project:
1.	Establish the need for a community recycling
center.
2.	Contact interested community groups and in-
dividuals. Tell them of your plans and ask for their
help.
3.	Form a committee of interested community
people willing to help with the necessary legwork.
Markets
Before starting your recycling operation:
1.	Secure markets for collected materials; and
2.	Examine the operation costs involved.

Financing
Prior to opening your center:
1.	Acquire tools and equipment (purchased or do-
nated), barrels or large containers for separation of
materials, and equipment for moving them.
2.	Acquire funds for promotional materials. Promo-
tion can be accomplished by ads in shoppers
guides, community bulletins, door-to-door notices,
or TV and radio spots. One or all of these are
needed to inform patrons of your services.
3.	Operational funds can be obtained from several
sources: hold a benefit social event; obtain a
federal tax exempt, nonprofit status so that
donations of money and equipment are tax de-
ductible; or get a community group to support
you.
4.	Plan for the use of earned income. Some centers
support community charities. Others use profits to
support additional recycling centers.
5.	Safety
Safety is an important consideration. Contact the
Department of Labor for the General Safety and
Health Standards.
An Operating Site
1.	Find a permanent site with storage space for stock-
piling materials. Preferably, this site should be do-
nated, centrally located, easily accessible, with some
covered area to keep customers, paper products, and
workers dry. For a monthly project, a well-known
site, such as a school or shopping center, is good.
2.	Realtors or business groups may know of a vacant
building available for a recycling center. A detailed
outline of the materials you will accept and how the
center will operate is essential when approaching
these groups. They will also require financial informa-
tion.
3.	Consider leases, zoning, and insurance coverage when
selecting your operation site.
Transportation
1.	Consider how transportation will be acquired. Alter-
natives include rental, purchase, cooperative agree-
ments with other regional recyclers, or donated
services, such as the national guard or other service
groups.
2.	Transportation design should consider such things as
the lift gate or ramp system needed to get full barrels
of glass and cans into a truck bed, a covered truck
bed for hauling paper products, and roll-on/roll-off
boxes and shipping containers.
3. Transportation costs ure an important consideration
in determining your site location's suitability.
Staff
1.	Your staff may bo a volunteer, paid, or a combination
staff. The best sources of manpower may come from
municipal employees, service clubs, or student or
civic groups. One person can spark a recycling
program, but no one < an operate it alone.
2.	Skills needed include: a staff coordinator, public
relations/educator, bookkeeper, and truck driver;
however, one person may possess many of these
skills.
Operating Schedule
1.	Operate on a trial basis once or twice a week to see
how it goes. This will give you an opportunity to
work out any problems in your operation and to
gauge public response.
2.	Set regular hours in the early evening, on weekdays,
and on one weekend day.
Publicity/Education
1,	The key to success is to educate the public about the
advantages of recycling as an alternative to solid
waste disposal. To do this effectively, develop a slide
show of your operation. Schools and community
groups are always looking for good speakers. You
might consider publishing a newsletter.
2.	Make your project known; design a promotional flier.
Invite the media to the "grand opening" of your
center. Write radio spots which local radio stations
may air as a free public service^ Ask local T.V.
stations to help you design a public service spot.
RECYCLABLE MATERIALS PREPARATION
Glass
Separate the glass by color. (You will receive about 60
percent clear, 25 percent green, and 15 percent brown
glass.) All metal lids must be removed. Then, the glass
can be crushed for efficient storage and transportation.
There are several methods used to process uncrushed
glass into cullet. Mechanical glass crushers are available;
however, hand-breaking may be just as effective.
Use strong metal containers, such as drop boxes,
20-gallon drums, and 55-gallon drums, to hold the
crushed glass (cullet). A hand truck or barrel dolly
should be used to handle full containers.
Newspapers
Newspapers are the easiest material to prepare for
marketing. Remove any magazines, phone books, or

bound books, and bundle the paper with twine. Keep
twine and scissors available for your patrons, so they can
bundle their own newsprint.
Newspapers must be kept dry and protected from
possible fire hazards. Paper brokers may supply a
semi-trailer or dumpster for your paper collection. If
you are doing your own hauling, the paper will need to
be stored in a covered building until a haul can be made.
Cardboard
Avoid contaminants such as wax-coated or tar-lined
materials. Kraft paper and chipboard can be recycled
with the cardboard material, but check with your broker
first. Cardboard boxes should be broken down flat and
hauled loose, in bundles, or in bales. A laundry cart or
bin is good for loose material. Strapping devices or twine
can be used for loosely bundling the material. Some
brokers require delivery of cardboard in compressed
bales. Balers are available commercially or sometimes on
a loan or rental basis through your broker.
High-Grade Papers
A high degree of quality control insures that all
contaminants are removed from high-grade paper before
it is marketed. This requires hand sorting of material
after it is collected. You can get a higher price for white
ledger when it is separated from colored ledger.
High grades are transported in a variety of ways. Check
with your broker for delivery instructions.
Metals
A community recycling center will sometimes accept
aluminum, bi-metal, and "tin" cans, which are common
metals found in every household.
To receive the highest market price, you should sort
these materials. Your buyer may require you to sort
the aluminum into two types, keeping the "can"
material separate from other types. "Tin" cans must be
paper-free and flattened for efficient shipping. Bi-metal
cans, which are not always marketable, present difficul-
ties for the recycler and must be kept separate from
aluminum cans.
Sorted metal material can be stored and transported to
market in 55-gallon drums, wooden bins, laundry carts,
steel boxes, or bales. Your method will depend upon
financial resources and the amount of material you are
collecting.
Other Materials
Other materials such as car batteries, crankcase oil,
plastics, copper wiring, appliances, and rags are also
recyclable. Preparation requirements for these materials
vary. It is best to check with your buyer about
preparation before accepting these materials; you may
not have the facilities to handle them.
LEGAL CONSIDERATIONS
Local
Your city may require a business license for operation
within the city limits. Contact your city hall for details.
If you plan to establish a recycling site, check for zoning
ordinances with your city or county planning depart-
ments.
Be sure your site is in compliance with local codes,
which often detail everything from fire safety require-
ments to sign restrictions. Most cities also have nuisance
abatement ordinances, which detail what is classified as a
nuisance under the law. Contact your local health
department.
Federal, state, and local regulations often appear com-
plex and confusing. If you are in doubt about complying
with a certain regulation, check with the officials or
agency concerned before complaints are received con-
cerning your operation. A well planned and designed
recycling collection center will receive support (not
discouragement) from governmental agencies.
