MCNAMARA'S HIGHLIGHTS
• PUBLIC INFORMATION CENTER (PIC)
EPA's Public Information Center (PIC) operated by the Information Services Branch of the
Information Management and Services Division, is the primary point of communication between
EPA and the public. Its goal is to stimulate public support for Federal, State, and local environmental
efforts in line with EPA's mission and objectives. PIC accomplishes its goal by providing a number
of different services:
o Responds to over 3,000 non-technical inquiries regarding EPA program activities and
environmental concerns.
o Handles more than 100 EPA visitors a month, providing them with EPA publications and
brochures.
o Assists EPA staff with compiling informational packets to distribute at conferences or
seminars and contributes to EPA's national educational youth program.
o Acts as a referral center for technical inquiries and those inquiries that do not fall under
EPA jurisdiction.
o Accepts publications from EPA program offices that are of interest to the general public.

Mary Hoffman, Chief Reference Librarian, has just completed a Guide to the Headquarters Library's
Management Collection. It is organized alphabetically by keywords.
The library staff has compiled a bibliography on "Resistance to Change". This is one in a series of
quarterly bibliographies on specific management topics. The bibliography contains citations of
journal articles on:
-- Change in general.
- Effects of new technology on employees.
-- Techniques for managerial leadership during times of change.

the crisis, the author analyzes the political and economic

opposition to the WPPSS nuclear venture between 1976 and 1981.
The analysis clarifies the influence of antinuclear protest in
bringing about the WPPSS crisis, which is still in litigation
over disputed financial and management liability claims. Ihe
author also offers insights into the implications of the 1980
Pacific Northwest Electric Power Planning & Conservation Act and
the role of the new Northwest Power Planning.

Question: Is there an existing U.S. foreign policy on environmental
issues affecting third world countries at present?
Answer: There is no U.S. foreign policy on environmental issues
in third world countries. A number of organizations and
interest groups both locally and abroad have issued calls
for specific measures to be implemented in order to
alleviate the seriously growing problem of hazardous waste
contamination. Sane of these are presented here in summarized
version:
o According to "World Resources 1987," a 384 - page report
released on April 26, 1987 by the World Resources
Institute for Environment & Development, the problem
of hazardous waste is "out of control" in developing
as well as industrial countries. Hie study blamed the
spreading problem on the lack of effective regulation
of toxic waste dumping.

o National Audubon Society Peter A.A. Berle declared
that the world's principal exporters of chemicals
pesticides & other toxic hazards should agree on a code
of conduct to protect public health & the environment,
especially in third world countries. He issued a call
for an international agreement governing export of toxic
substances at a conference held in Paris in April, 1987
that was sponsored by the Movement Universe 1 de la
Responsibilite Scientifique.

for a global convention to cut the risk of accidents
during the expanding international transport of dangerous
wastes.
In a report following a two-day conference in Basle,
Switzerland, the O0CD noted that present controls an
cross-border movements of hazardous wastes were not
always adequate. Demands for stricter rules and an

issue should be drafted before the end of 1987, the
report urged.
