THE INFORMATION BROKER EPA Headquarters Library (PM 211 A) WSM Room 2904 382 5922 MCNAMARA'S HIGHLIGHTS • PUBLIC INFORMATION CENTER (PIC) EPA's Public Information Center (PIC) operated by the Information Services Branch of the Information Management and Services Division, is the primary point of communication between EPA and the public. Its goal is to stimulate public support for Federal, State, and local environmental efforts in line with EPA's mission and objectives. PIC accomplishes its goal by providing a number of different services: o Responds to over 3,000 non-technical inquiries regarding EPA program activities and environmental concerns. o Handles more than 100 EPA visitors a month, providing them with EPA publications and brochures. o Assists EPA staff with compiling informational packets to distribute at conferences or seminars and contributes to EPA's national educational youth program. o Acts as a referral center for technical inquiries and those inquiries that do not fall under EPA jurisdiction. o Accepts publications from EPA program offices that are of interest to the general public. In early 1982, The Washington Public Power Supply System (WPPSS) terminated two nuclear projects, triggering an episode of mass ratepayer insurgency throughout the state. In this survey of the crisis, the author analyzes the political and economic conditions that precipitated the protest and examines citizen opposition to the WPPSS nuclear venture between 1976 and 1981. The analysis clarifies the influence of antinuclear protest in bringing about the WPPSS crisis, which is still in litigation over disputed financial and management liability claims.
