t ACS VIDEO COURSES AVAILABLE
EPA's Scientific and Technical Careers Advisory Committee has purchased two American Chemical
Society (ACS) video courses: "Molecular Reactivity", is a five-part course using integrated
thermodynamic-kinetic approaches to study molecular processes; and "Chemical Toxicology", an
eight-part course focusing on biologically reactive intermediates and their production. Call Janice

•	MEDLINE ON CD-ROM
The Headquarters Library now has the MEDLINE database in CD-ROM format. It contains a
3-year cumulation of MEDLINE citations from 1985 through 1988. Contact Sheila Richard, 382-5922,
for a demonstration of this new information technology.

Management Collection
Increasing attention to management science, research and theory has
resulted in a significant increase in sources of management information.
Our second centerfold provides brief descriptions of the management
resources available at the Headquarters Library. For information on any

• EXECUTIVE BOOK SUMMARIES
Executive Book Summaries (EBS) are abbreviated versions of selected
recently published management books. They cover a broad range of
subjects from management trends to management theory. They provide
a solution for managers who have little time to read large books.

MANAGEMENT COLLECTION AND DATABASE
The Special Management Collection was assembled by the EPA
Headquarters Library staff during the summer of 1987 at the request of
top management staff. The Collection contains books, journals,
audiotapes and videotapes published between 1980 and 1988.
Headquarters Library staff developed a database on dBaselll to provide
subject access to the Collection. A subject list of titles in the Collection,
Guide to the Headquarters Library's Management Collection, has been
produced to help EPA staff identify books and tapes in specific subject
areas. Among the subjects covered in the Collection are: Career
development, Communications, Decision-Making, Excellence, Leader-
ship, Motivation and Time Management.
The Management Collection is shelved apart from the Main library
collection in the front of the library. Titles in the Collection may be
borrowed by EPA staff in Headquarters and Regional Offices.
t BOOKS
The Headquarters Library has purchased over 400 books on selected
management topics during the last 18 months. Library staff reviewed
each title for its relevance to EPA's mission and the reputation of the
author and publisher.

Current issues of Headquarters Library management journals are
shelved with the Management Collection. The following titles are among

• VIDEOTAPES
Since the development of the Management Collection in 1987 Headquar-
ters Library staff have become aware of an increased interest in
management information in formats other than books. The Library now
owns approximately one dozen videotapes in VHS format. The
videotapes are available for seminars, workshops, and staff meetings as
well as individual loan. Included on the Library's list of videos are the
following titles:

o AUDIOTAPES
The Headquarters Library is developing a collection of management
audiotapes. The audiotapes are available for 2-week periods. Managers
can make effective use of commuting time by listening to management
tapes on the way to and from the office. Some of the most popular
audiotapes are:

"WHAT'S NEW IN MANAGEMENT"
The Headquarters Library produces a quarterly publication that lists
books, journal articles, videotapes and conferences for specific manage-
ment - related topics. The publication is currently distributed to SF.S and
other interested EPA managers. Copies of "What's New in Management"
are available at the Headquarters Library.
MANAGEMENT BIBLIOGRAPHIES
In an effort to provide additional information on specific management
-related topics, the Headquarters Library produces bibliographies
containing abstracts of recent journal articles. Following are examples
of the subject - specific bibliographies developed by Headquarters

ONLINE ACCESS TO MANAGEMENT DATABASES
Headquarters Library staff can access a variety of databases to retrieve
full-text articles or special information from sources around the world.
Database searches can quickly retrieve information from a wide variety
of sources, for any kind of analysis or report preparation. The
Headquarters Library can retrieve management - related information
from databases such as Management Contents, ABI/Inform and Public-
Affairs Information Service.

HEADQUARTERS LIBRARY INSTALLS ELECTRONIC SECURITY SYSTEM
The Headquarters Library is installing a new security system to provide better
stewardship of our valuable resources. Loss of library materials is frustrating for
our clients and seriously erodes our limited book budget.
The 3M System consists of walkways with electromagnetic fields that detect materi-
als not properly desensitized. All library materials are treated (sensitized) for detec-
tion by the 3M equipment. The materials will be desensitized by library staff at the
Circulation Desk when they are checked out. The System produces a sound signal if
sensitized materials are carried through one of its walkways.
The System's weak magnetic field detects sensitized materials, but is unlikely to
damage audiovisual materials or floppy disks, and is not likely to affect heart pace-
makers or hearing aids.
A reduction in book losses will result in more books and materials available
for use, less frustration on the part of library clients and an improved library service.
You can assist by returning all library materials checked out prior to September
1989 so that they can be properly treated.

the middle pages of this issue.

OVERVIEW
Under (he dean Water Act of 1972 and subsequent
amendments, the Nation has made steady progress
toward its national water quality goals. To date, much of
the water cleanup has been focused on regulating the
disposal of sewage treatment wastes and Industrial
process wastes which were causing major problems in
our surface waters. With the exception of toxics, these
pollution sources have teen controlled to a large extent
in most areas. However, pollution from precipitation,
atmospheric deposition, drainage, and seepage and most
significantly from land runoff, remains a major impedi-
ment to full achievement of water quality goals.
Some pollution problems associated with contaminated
runoff have beenpreven ted and remedied through State,
local, and federal efforts under the dean Lakes Program,
the Rural Clean Water Program, the Nationwide Urban
Runoff Program, theCreat Lakes Programs, and through
a number of other State and local programs. The gains
made in control of contaminated runoff in some water-
sheds however, have been offset by additional runoff In
other watersheds. The continued use of agricultural
chemicals, new residential and commercial develop-
ment, pastand presentresource extraction activities, and
other environmental pressures must be dealt with if we
are to achieve significant water quality gains in the
control of contaminated runoff.
EPA, responding to provisions in the Water Quality Act
of 1987, has taken a number of steps to reduce the effect
of contaminated runoff on the nation's surface waters.
The agency is beginning to implement regulations under
the NPDES permit program to control storm water dis-
charges from municpal separate storm sewer systems
and industrial facilities. In addition, the agency Is work-
ing with States to implement nonpolnt source (NFS)
control programs to address problems resulting from
contaminatedd runoff. The agency's efforts under the
Clean Water Act's Section 319 program are the focus of
this article.
THE WATER QUALITY ACT, SECTION 319
The Water Quality Act of 1987 (WQA) places spedal
emphasis on nonpolnt sources by strengthening the basic
Declaration of Goals and Policy in Section 101(a) of the
Clean Water Act:

This goal focuses on the importance of developing and
implementing comprehensive programs, Involving both
point and nonpolnt sources, (o improve water quality.
With the enactment of section 319 of the WQA, new di-
rection and significant federal financial asss (stance for
the implementation of State NPS programs has befen au-
thorized. The WQA requires two major documents to
be completed by each State: an Assessment Report de-
scribing the State's NPS problems and a Management
Program explaining what the State plans to do In the
next four fiscal years to address its NPS problems. The
WQA authorizes financial assistance for developing
these reports and for Implementing the States' NPS
Management Programs.
EPA'S RESPONSE TO SECTION 319
EPA Headquarters, under the direction of the Acting
Assistant Administrator for Water, initiated a NPS
Agenda Task Force to lay out plans for Headquarters
NPS activities for FY89-M. The Task Force, created to
explore new, creative approaches to Implementing the
NPS provisions of the Water Quality Act of 1987, devel-
oped an agenda that focuses on the State NPS Manage-
ment Programs as the cornerstone of the national NPS
program. Nonpolnt Sources: Agenda for the Future
Includes discussion of the following agenda for chan-

In December, 1987 the EPA transmitted to the States its
Nonpoint Source Guidance which Included criteria for
approval of the State Assessment Reports and State
Management Programs. EPA Regions then developed
further guidance based upon the NonpolntSourceGuld-
ance and section 319, and have worked with states to
assure understanding of the Assessment Report and
Management Program approval criteria.

QUESTION OF THE MONTH
QUESTION:
Did acid rain contribute to the extinction of dinosaurs?
ANSWER:
There have been many theories attempting to explain the demise
of the dinosaurs 65 million years ago. Two of these theories,
the impact theory and the volcanic theory, suggest that acid
rain could have caused many species to become extinct. The
impact theory maintains that an asteroid or comet, or possibly
a series of such phenomena, hit the earth causing widespread
disruption and damage. The volcanic theory claims that a long
period of extensive volcanic activity is responsible. In either
case, acid rain would have been released causing asphyxiation
of dinosaurs, defoliation of trees, burning of soil,
destruction of rocks, and possible increased acidity of the
oceans.
Ronald G. Prinn, an atmospheric chemist at MIT, has studied the
consequences that such an impact could have. He theorizes that
a comet or asteroid would heat the atmosphere as it passed
through causing nitrogen and oxygen in the air to form nitric
oxide (NO) . When the NO concentration exceeds 1 part per
million, NO reacts to form N02 and other oxides. The oxides
combine to form nitric oxide resulting in acid rain. Prinn
believes that the amount of damage to the environment due to
acid rain within one year of a comet impact would be similar to
that resulting from normal weathering over 100,000 to l million
years.
Charles B. Officer at Dartmouth College has a different
explanation for how acid rain could have been produced. He
asserts that volcanic activity around the time the extinction
was about 100 times as intense as it is today. Gases released
from the eruptions would result in acid rain, global cooling,
reduced pH of oceans, and increased ultraviolet light
pentrating the earth.
