The International Directory is a catalog of environmental information sources which are selected and registered by government- designated INFOTERRA national focal points. Each of the 5,600 sources listed has agreed to respond to requests for information in a range of 1,000 environmental topics. These reports are also available throughout the EPA Library network. • NEW LIBRARY STAFF The Headquarters Library added two new Reference Librarians this month, Ms. Beth Ann Kyle and Ms. Athena Stone. Ms. Kyle will be working with the Hazardous Waste Collection and Database. She recently earned her M.L.S. from the University of Maryland and has been working in the library on a part-time basis since October. Ms. Stone will be working with issues in the Water area. Until recently Ms. Stone worked in the Reference Section of the William G. This book retraces in chronological order the records of air pollution, perceptions and attempts at understanding it, and its control, in London. It begins in ancient and preindustrial Britain and continues through to London's Great smog in 1952, a near disaster, that led to the Clean Air Act of 1956. 11 ------- JUNE 1988 QUESTION OF THE MONTH QUESTION: How would the proposed revision of FIFRA affect the regulations governing the export of pesticides which are banned or severely restricted in the United States? ANSWER: The Federal Insecticide, Fungicide, and Rodenticide Act, 1972 (FIFRA) and subsequent revisions created a system of registration and classification of pesticides and regulates their manufacture, labeling, distribution, and use. Essentially the current system requires that exporters, before shipping a domestically-banned pesticide overseas, obtain a statement from the foreign purchaser acknowledging that the pesticide cannot be sold or used in the United States. The exporter then forwards the statement to the U.S. Environmental Protection Agency (EPA). The EPA notifies the government of the importing country of the first export of an unregistered pesticide in any given year. The label on the product must indicate that it is not registered in the U.S. In addition, whenever EPA takes a major regulatory action, such as a cancellation or suspension of a pesticide's registration, the agency notifies all countries. The current U.S. policy is called "prior notification". On June 6, 1988, an overhaul of FIFRA (S 1516) was reported out of the Agriculture, Nutrition, and Forestry Committee and placed on the Senate calendar. This proposed revision opens debate on a policy change to that of "prior informed consent". If this policy change occurred, it would prevent export of domestically banned or restricted pesticides without the permission of the importing country's government. The European Economic Community (EEC) hotly debated these two policies last December and adopted the U.S. position of "prior notification". Defending prior informed consent", Stanley Clinton Davis, Commissioner for Environmental Policy of the EEC stated, "It is morally repugnant, that we should allow uncontrolled export of products we regard as unacceptable within our own frontiers." The proposed revisions would also expand the scope of the notification procedure to include any restricted-use pesticide.
