KF3959.B67 1987 7 ------- FOCUS ON -- Recycling Recycling is the process of separating, collecting, processing, marketing and reusing material from the waste stream. The recycled material is used to make new products which may or may not be similar to the original. This morning's newspaper is recycled for another morning's news or other paper products, and cans and bottles are turned into other aluminum, steel or glass products. During the 1970's, recycling was promoted primarily to conserve useful resources. While it continues to serve this function, the role of recycling has expanded. Rising disposal costs, the closure of landfills and public opposition to the siting of new landfills and incinerators have made the reduction of the volume of garbage an urgent priority for municipalities. Well-run recycling programs are estimated to recover on average 20% to 25% of the total waste stream. The United States is often referred to as the "throw-away society." In 1986 Americans generated about 158 million tons of residential and commmercial waste, but only some 11% - 17 million tons, was eventually recycled. NATIONAL AND AGENCY EFFORTS Recycling is becoming a preferred stflid waste management tool endorsed not only by the public but by the EPA and Congress: a EPA has called for a national goa^of recycling and reduction of one-fourth of our wastes within four years. a Office of Solid Waste is initiating a comprehensive public outreach program on recycling intended to promote and provide guidance for the development of recycling programs. a Municipal Solid Waste Task Force is assessing the status of the municipal waste problem and will make recommendations for improvements, including encouraging and enhancing recycling. a Agency Recycling Work Group is revising the EPA Recycling Program intending to increase participation and target additional collection items here at the Agency. a EPA is publishing procurement guidelines to encourage federal agencies to purchase products made with a certain percentage of recycled materials such as paper, retread tires and re-refined oil. a President Reagan proclaimed June 1988 as National Recycling Month. a Members of Congress have introduced several recycling or waste reduction bills. The Program can be a great success with your cooperation by diverting even greater amounts of waste from the garbage can to your offic^ recycle box. Each staff member is encouraged to participate in the program. During August and September several recycling activities will be initiated to promote the new recycling program. What exactly can I recycle and where do I go to do it? ANSWER: There are many things that can be recycled: o Paper - newspaper and corrugated cardboard, o Yard wastes - recycled by composting. o Glass - often separated by color: clear, green and brown, o Aluminum - beverage cans and foil. o Other metals - tin cans, auto bodies and major appliances, o Used motor oil - truck, tractor and automobile, o Plastics - Soda and milk containers, o Batteries - Car and household. In the United States there are several kind of collection programs run by local governments, nonprofit organizations or private enterprise. Such programs may include: o Household separation/curbside collection. Individual households are encouraged or required to sort reusable materials. Such programs involve scheduled pickups of separated, reuseable products from the curbside. o Drop-off centers. Consumers separate newspapers, bottles, cans or other materials at home and deliver them to designated collection sites. This is the most common form of recycling in the country. o Centralized recovery. Unsorted trash is collected and taken back to central facilities usually landfills.
