•	VIDEOTAPE OF OARM PRESENTATION: "WHAT IF WE COULD
START OVER?"
Dale Robertson, Chief of the Forest Service, spoke to OARM managers
and interns on June 17, 1988 at EPA. He presented highlights of the
Forest Service pilot program, "What If We Could Start Over?" This
innovative program discusses the decision-making authority of
individual managers. A videotape of Dale Robertson's presentation is

•	CLEARINGHOUSE PATHFINDER
The Headquarters Library is developing a Pathfinder to EPA
Clearinghouses. Contact Sheila Richard at 382-5922 to be sure your
clearinghouse is included.
•	EPA REPORTS
The Library is interested in facilitating access to EPA publications on
paper. Currently it receives most EPA technical reports on microfiche
and only selected ones in paper. Make sure your office routinely
distributes 2 copies of new reports to the Library. The Library will
catalog the reports and make them available to EPA staff and outside
users.

QUESTION OF THE MONTH
QUESTION: What are the health effects of ozone?
ANSWER:
Ozone can be either helpful and harmful in the environment. In the
lower, breathable part of the atmosphere, ozone is unhealthy to both
humans and animals; in the stratosphere ozone absorbs the harmful
ultraviolet rays of sunlight.
A growing body of scientific data indicates that manmade ozone in the
lower atmosphere not only affects people with impaired respiratory
systems, such as asthmatics, but also many people with healthy lungs.
It can cause shortness of breath and coughing during exercise, and
more serious effects in the young, old and infirm. These effects are
felt by people in urban areas and by their rural neighbors downwind
from the metropolitan areas.
The continuing depletion of the upper ozone layer is a serious
concern. Unfortunately, harmful ozone in the lower air can not move up
to replenish the deteriorating ozone layer in the high reaches of the
atmosphere. The recently documented dissipation of the ozone layer
over the North and South poles has prompted governments and industries
to limit the use and production of chlorofluorocarbons,•the main
culprit identified in ozone depletion. Risks from ozone depletion
include increases in skin cancers and cataracts.
