QUESTION OF THE MONTH
QUESTION: Why is it important to preserve rain forests?
ANSWER:
Forests, a valuable natural resource in numerous countries, are threatened by ineffective
forest policies and weak incentives for sustainable management. Destruction of rain for-
ests is endangering the world environment, and many tree species are becoming extinct,
especially in developing countries.
One side of the battle defends a logging and fuelwood trade worth $6 billion, which is
especially important to cash-poor developing countries. On the other side, environmental-
ists and scientists are increasingly concerned that the loss of forest cover is contributing to
serious environmental problems: soil erosion, species extinctions, loss of soil productivity,
and a buildup of atmospheric carbon dioxide. Since it takes seven to ten years or more to
grow a stand of harvestable trees, the debate is whether the economic gains justify the
environmental losses. Some think that the economic benefits of deforestation outweigh the
harmful consequences, but misuse of forest resources worldwide costs billions annually,
and among the nations hardest hit are the developing countries.
The U.S. has begun to take a leading role in battling deforestation in the tropics. Environ-
mentalists are lobbying the President to demonstrate his international leadership on this
issue by making a commitment to protect U.S. forests. The House recently voted to reduce
taxpayer subsidies for logging in the Tongass National Forest in southeastern Alaska, to
create additional wilderness areas and improve environmental protection.
The issue of forest preservation and improved management practices has become a world-
wide concern. Several countries participated in a discussion of global environmental
issues at the recent economic summit held in Geneva, Switzerland. In July 1989, the Inter-
national Tropical Timber Organization approved plans for an experiment in preserving
hardwood trees, especially in developing countries. The World Bank is studying forest
preservation in the Philippines and Indonesia, estimating that if deforestation continues at
current rates, it will empty Asia's forests within the next century. A United Nations Envi-
ronment Programme proposal for developing countries includes initiatives supporting the
protection and rational development of the world's tropical forests.
