QUESTION: Why is there an international ban on ivory?
ANSWER:
Since ancient times ivory has been used for everything from sword handles to jewelry to
medicine. Illegal poaching has caused the East and Central African elephant population to
drop from 866,000 in 1979 to 404,000 in 1989. For this reason U.S. officials, along with gov-
ernments around the world have proposed a total ban on the importation and trade of
ivory produ cts. Severe drought has also affected the situation.
Questions exist, however, over the best method to ensure the survival of the elephant.
Kenyan President Daniel arap Moi advocates a total ban on the international trade in ivory
and strict prosecution of violators. Through strict enforcement of the ban, trade in ivory
will cease and the existing population of elephants will increase. The United States and
member nations of the European Economic Community have enacted legislation prohibit-
ing imports. Also, Kenya and Tanzania have requested that the African elephant be added
to the Convention on International Trade in Endangered Species of Wild Flora and Fauna
(CITES) list which will result in a ban on all elephant products.
Officials in Zimbabwe, Botswana, Malawi, Namibia, and South Africa support the policy of
"conservation through utilization". Local population profits from the ivory trade by selling
elephant hunting permits, and the ivory and hides derived from managed culling of ele-
phant herds. Continued profits from the ivory trade provide local residents with an eco-
nomic motivation for protecting the elephant. These countries refuse to comply with the
ban and have developed their own ivory marketing and control system. Proponents of this
type of regulated wildlife management claim that the population of Zimbabwe's herds
grew from 30,000 to 43,000, while the Kenyan elephant population has fallen from 65,000 to
19,000 in the last decade.
Environmentalists are split over which approach is most beneficial to the elephants, with
some questioning the success of Zimbabwe's conservation scheme. Officials from the Envi-
ronmental Investigation Agency (EIA) claim that Zimbabwe incorrectly estimated popula-
tion growth by failing to account for migratory herds. As the worldwide ban continues,
prices fall and poachers need a legal ivory trade to "launder" their illegal ivory. Also, EIA
contends that South Africa and Zimbabwe continue to serve as the major trading center for
both legal and illegal ivory.
Further study is needed to determine if Zimbabwe's wildlife management plans will actu-
ally result in population increase or is total ban is the only option available to save the
African elephant from extinction in the wild.
