HEADQUARTERS LIBRARY INSTALLS ELECTRONIC SECURITY SYSTEM
The Headquarters Library is installing a new security system to provide better
stewardship of our valuable resources. Loss of library materials is frustrating for
our clients and seriously erodes our limited book budget.
The 3M System consists of walkways with electromagnetic fields that detect materi-
als not properly desensitized. All library materials are treated (sensitized) for detec-
tion by the 3M equipment. The materials will be desensitized by library staff at the
Circulation Desk when they are checked out. The System produces a sound signal if
sensitized materials are carried through one of its walkways.
The System's weak magnetic field detects sensitized materials, but is unlikely to
damage audiovisual materials or floppy disks, and is not likely to affect heart pace-
makers or hearing aids.
A reduction in book losses will result in more books and materials available
for use, less frustration on the part of library clients and an improved library service.
You can assist by returning all library materials checked out prior to September
1989 so that they can be properly treated.

OVERVIEW
Under the dean Water Act of 1972 and subsequent
amendments, the Nation has made steady progress
toward its national water quality goals. To date, much of
the water cleanup has been focused on regulating the
disposal of sewage treatment wastes and industrial
process wastes which were causing major problems In
our surface waters. With the exception of toxics, these
pollution sources have been controlled to a large extent
in most areas. However, pollution from precipitation,
atmospheric deposition, drainage, and seepage and most
significantly from land runoff, remains a major impedi-
ment to full achievement of water quality goals.
Some pollution problems associated with contaminated
runoff havebeenprevented and remedied through State,
local, and federal efforts under the Clean Lakes Program,
the Rural Clean Water Program, the Nationwide Urban
Runoff Program, the Great Lakes Programs, and through
a number of other State and local programs. The gains
made In control of contaminated runoff in some water-
sheds however, have been offset by additional runoff In
other watersheds. The continued use of agricultural
chemicals, new residential and commercial develop-
ment, pastand present resource extraction activities, and
other environmental pressures must be dealt with If we
are to achieve significant water quality gains in the
control of contaminated runoff.
EPA, responding to provisions In the Water Quality Act
of 1987, has teken a number of steps to reduce the effect
of contaminated runoff on the nation's surface waters.
The agency is beginning to Implement regulations under
the NPDES permit program to control stormwater dis-
charges from munkpal separate storm sewer systems
and industrial facilities. In addition, the agency is work-
ing with States to implement nonpoint source (NTS)
control programs to address problems resulting from
contaminatedd runoff. The agency's efforts under the
Clean Water Act's Section 319 program are the focus of
this article.
THE WATER QUALITY ACT, SECTION 319
The Water Quality Act of 1987 (WQA) places special
emphasis on nonpolntsources by strengthening the basic
Declaration of Coals and Policy in Section 101(a) of the
Clean Water Act;

Implementing comprehensive programs. Involving both
point and nonpolnt sources, to Improve water quality.
With the enactment of section 319 of the WQA, new d L-
rection and significant federal financial asss[stance for
the Implementation©* State NPS programs has Wen au-
thorized. The WQA requires two major documents to
be completed by each State: an Assessment Report de-
scribing the State's NPS problems and a Management
Program explaining what the State plans to do in the
next four fiscal years to address its NPS problems. The
WQA authorizes financial assistance for developing
these reports and for implementing the States' NPS
Management Programs.
EPA'S RESPONSE TO SECTION 319
EPA Headquarters, under the direction of the Acting
Assistant Administrator for Water, initiated a NPS
Agenda Task Force to lay out plans for Headquarters
NPS activities for FVB9-93. The Task Force, created to
explore new, creative approaches to implementing the
NPS provisions of the Water Quality Act of 1987, devel-
oped an agenda that focuses on the State NPS Manage-
ment Programs as the cornerstone of the national NPS
program. Nonpoint Sources: Agenda for the Future
includes discussion of the following agenda for chan-
neling Its resources and energies into assisting and sup-
porting States and local governments:

In December, 1987 the EPA transmitted to the States its
Nonpoint Source Guidance which Included criteria for
approval of the State Assessment Reports and State
Management Programs. EPA Regions then developed
further guidance based upon theNonpointSourceCuid-
ance and section 319, and have worked with states to
assure understanding of the Assessment Report and
Management Program approval criteria.
THE STATES' RESPONSE TO SECTION 319
As of September 2$,1989,56 state assessments have bees re-
ceived and 52 approved by EPA Headquarters. OftheS5 man*

NONPOINT SOURCE INFORMATION CENTER
Beginning October2,1989, theNPS Information Center,man-
aged by the Office of Water Regulations and Standards, As-
