Environmental Protection Agency during the month of April

April 2 — EPA CONTINUES TO SUSPEND ENFORCEMENT OF LEAD IN GAS
PHASE-DOWN PENDING DECISION ON SUPREME COURT REVIEW — The "
Appeals Court ruled that EPA has authority to require the lead
phase-down. EPA expects a decision by late May-early June.

April 5 — VOLKSWAGEN VOLUNTARILY RECALLS 138,000 1974 AND
1976 RABBITS AND SCIROCCOS — EPA and DOT jointly accept Volks-
wagen proposal to recall its auto in order to improve the
reliability and safety of the emission control systems. (O'Neill)
April 5 — ADMINISTRATOR TRAIN ADVOCATES AVIATION NOISE
STRATEGY —Administrator outlines a national strategy for
coping with aviation noise. (O'Neill)

the luncheon guest of Administrator Train.
April 6 — EPA'S QUARLES SCORES PROPOSALS TO DELAY FIGHT AGAINST
WATER POLLUTION Addressing a Government Affairs Seminar,
Mr. Quarles said that "If Congress were to adopt the most far-
reaching proposals recommended by the National Commission on
Water Quality, it would undermine the entire national effort
to control water pollution. (Acly)
April 6 — EPA MAKES AVAILABLE ITS COMMENTS ON ENVIRONMENTAL
IMPACT STATEMENTS FOR FEBRUARY 16-29, 1976. (Casey)
April 13 — EPA SETS NOISE STANDARDS FOR NEW TRUCKS — Adminis-
trator Train says that medium and heavy trucks built after
January 1, 1978, will have to meet new Federal noise standards.

April 14 — EPA RECOMMENDS PROCEDURES FOR DISPOSAL OF PCB
CONTAINING WASTES — Carefully controlled incineration is
recommended as the best method for the disposal of industrial
wastes containing polychlorinated biphenyls (PCBs). (Sibbison)
April 14 — HAZARDOUS SPILLS CONFERENCE TO BEGIN APRIL 25 —
19 76 National Conference of Hazardous Material Spills, Sponsored
by the EPA and the Oil Spill Control Association of America

April 15 — FIRST CRIMINAL CONVICTION IMPOSED FOR VIOLATION OF
EPA RULES ON ASBESTOS CONTROL IN BUILDING DEMOLITION — Florida
wrecking company found guilty in the US District Court for
failure to meet EPA safety removal procedures for asbestos

April 16 — EPA AWARDS $164.7 MILLION IN GRANTS DURING JANUARY

April 21 — EPA REPORT SHOWS SIGNIFICANT REDUCTIONS IN AIR
POLLUTION EMISSIONS SINCE 19 70 — Administrator Train announces
that by the end of 1974, industry compliance with Federal,
State and local air pollution laws has resulted in significant
reduction of particulates and sulfur oxides since the Clean
Air Act was passed in 1970. (Ryan)

PRODUCTS AS THE HAZARD OF GREATEST SIGNIFICANCE FROM INACTIVE
URANIUM MILL TAILINGS PILES — EPA identifies radon-222, and
its daughter products as the most significant hazard to
people living in dwellings near uranium mill tailings piles
in eight Westers States. (Ryan)
April 29 -- PESTICIDE BUYERS VICTIMIZED BY PHONY TELEPHONE
SALES — Federal,'State and private organizations warn farmers
of phony telephone sales pitches that would involve more money
for less effective products. (O'Neill)
April 30 — EPA ANNOUNCES INITIAL RESULTS OF DRINKING WATER
ASBESTOS STUDY — EPA announced initial results of a two-year
drinking water survey which found measurable amounts of asbestos
fibers in some samples of treated and untreated water in Boston,
Philadelphia, Atlanta, San Francisco and Seattle. (Acly)
