EPA ANNOUNCES NEW
MEMBERS APPOINTED
TO NATIONAL
DRINKING WATER
ADVISORY COUNCIL

The Environmental Protection Agency has appointed
four new members to the National Drinking Water
Advisory Council, replacing members whose three-year
terms have expired. The Council gives expert advice
to EPA on matters relating to drinking water safety.
A fifth member, Dr. Robert Neal, a renowned toxicolo-
gist, has been reappointed for a second term on the
Council.
The new Council members are:
—Frederick H. Elwell, Director and Chief Engineer
of the Manchester (New Hampshire) Water Works, which
serves 110,000 people and is the largest water
utility in the State. He assumed his present position
in 1975, after eight years with the utility. The
Manchester system is participating with EPA in
research in the use of Granular Activated Carbon
treatment. He is a Past President of both the New
Hampshire and New England Water Works Associations,
and has published several articles in water works
journals.
—Ira M. Markwood, Manager of the Public Water
Supplies Division, State of Illinois Environmental
Protection Agency. He assumed this position in 1974,
after a lengthy career with the State and in consulting
engineering. He has also published a number of
articles in the field of water treatment. Markwood
is a member of the American Institute of Chemical
Engineers and the American Water Works Association,
as well as Chairman of the Water Supply Committee
for the Conference of State Sanitary Engineers.

—Dr. Evelyn Murphy, Chairman of the National Advisory Committee
on Oceans and Atmosphere and Senior Lecturer in Urban Studies
at MIT in Cambridge, Massachusetts. Before assuming these positions,
she served as Secretary of the Office of Environmental Affairs
for the Commonwealth of Massachusetts. In that capacity she
managed 5,000 employees in programs covering agricultural inspec-
tions, environmental impact statement review, fish and wildlife,
ocean affairs, park and ocean facilities, water supply and water
pollution control. She holds a Ph.D. in economics from Duke University
and headed a consulting management and planning firm in the Boston
area.
—Leon L. Williams, Councilman for the Fourth District of San Diego,
California, since 1969. In that capacity, he established in the
city the Southeast Environmental Task Force for neighborhood improve-
ment and sponsored successful legislation to develop long-term water
conservation policies, including the installation of water-saving
devices in new residential construction. He is a member of the
Energy and Environment Steering Committee of the National League of
Cities.
The reappointed member—Dr. Robert Neal—is Director of the Center
for Environmental Toxicology at the Vanderbilt University School of
Medicine. He has served on the National Academy of Sciences' Safe
Drinking Water Committee and is a member of the Federal Insecticide,
Fungicide, and Rodenticide Act Scientific Advisory Panel. Dr. Neal
is a recognized expert on chemical carcinogenicity and toxicology
and has published numerous articles on these and related fields in
scholarly journals.
Congress created the 15-member Council when it passed the 1974
Safe Drinking Water Act. The body's purpose is to provide expert
advice to EPA on drinking water matters and make recommendations
to the Agendy on activities and policies needed to meet the Act's
requirements. To ensure that different concerns are represented
on the Council, members are chosen from relevant State and local
agencies, private organizations interested in the water supply field,
and the general public.
