Will Government
be Reinvented?
With the Clinton
administration's ascent to
power comes a deluge of
predictions of how government will and should
change in the next four years. Many of these
predictions are based on the book
Reinventing Government by David Osborne
and Ted Gaebler.
The ideas espoused by Osborne, and
praised by President Clinton, call for a change
from bloated bureaucracies to
"entrepreneurial government." This new type
of government would use market oriented
approaches and competition to increase
efficiency, decentralize and focus on steering
rather than rowing, and change the
relationship between the federal and state
governments.
Following are citations to articles and

National Wetlands Newsletter. The
Environmental Law Institute, a nationally
recognized center for research and education
on environmental issues distributes this
newsletter dealing with the current
developments in law, science and
management of wetlands, floodplains and
coastal water resources, (bimonthly;
Holdings: 1979 — present)
Science and Government Report. A much
valued reference for those involved in the
sciences within the federal government, this
independent bulletin of science policy details
the latest news relating to science in all
branches of government, (bimonthly;
Holdings: 1982 — present)
State Environment Report. This periodical
journeys into the world of environmental
protection at the state level in their legislative
and executive branches. It also takes a look
at how EPA regulations affect state and local
environmental issues across the nation,
(weekly; Holdings: 1990 — present)
Environment Report. Published by Trends,
Inc., this newsletter also examines
environmental issues but takes a closer look
at publications that have been recently
released dealing with specific hot
environmental topics and how to get them,
(bimonthly; Holdings: current three years)
Inside EPA's Environmental Policy Alert.
This report tracks environmental legislation,
regulations and litigation, focusing particularly
on the EPA in issues like air pollution,
hazardous waste, toxics and pesticides,

Environmental Protection Agency.
Environmental Issues: From the 102nd to
the 103rd Congress, and Environmental
Protection Legislation in the 103rd Congress.
EPA employees may copy these reports in
the Legislative Library.
The House of Representative's
Energy and Commerce Committee is getting
ready to go to press with the latest version of
their Compilation of Selected Acts Within the
Jurisdiction of the Committee on Energy and
Commerce — Environmental Law. The
volume includes: Clean Air, Solid Waste
Disposal, Pollution Prevention, Toxic
Substances Control, Noise, Safe Drinking
Water, and Superfund Acts. Copies will be
available for EPA employees sometime in the
next few weeks in the Legislative Library on a
first come first serve basis. People outside
the Agency can purchase copies from the
Government Printing Office (GPO).
The GPO is in the process of printing
the new pictorial directory for the 103rd
Congress. Please contact the Legislative
Library if you feel you or your office should
receive copies. A limited number have been
ordered for the Agency and Regions.
