An Information Service for EPA HQ Staff from the Headquarters Library
Take a Look at Two New Books!
Do you find yourself wishing for the paperless office? Feeling
hemmed in by all those copies? The Library has a report that may be
of interest. Reducing Office Waste is a special report produced by INFORM, Inc. It examines
the garbage crisis, pointing out that office paper waste is a good candidate for source
reduction, as it is a large part of the waste stream and offices can institute relatively high
controls over its use and disposal. The report focuses on strategies for reducing office paper
waste, with an emphasis on changing photocopying practices, such as two-sided copying.

A related report, Forty Wavs to Make Government Purchasing Green outlines initiatives
that illustrate the government's power as a consumer. Federal, state and local government
purchasing amounts to nearly 18% of the Gross National Product (GNP) and can promote the
development of new and better products. The initiatives are grouped into three categories:
Solid Waste Reduction, Energy Efficiency and Pollution Prevention. Each entry includes
information on government agencies which have instituted these programs.

Management
In the world of human resources
management videos, the spotlight seems to
shine most frequently on people like John
Cleese and Tom Peters.
We've featured some of Mr. Cleese's
contributions in an earlier issue. This time
we'll focus on Tom "Excellence" Peters. The
following titles are all to be found in the
Headquarters Library video collection.
In Search of Excellence: The Film (88
minutes). The book upon which this
documentary is based sold 5 million copies.
Watch the film and see the story of 8 "excellent'
organizations come to life, including Disney,
Apple, Dana Corp. and North American Tool &
Die.
A Passion for Excellence (63 minutes). Peters
and Nancy Austin delve more deeply into the
quest for excellent organizations, looking in places
where "it can't be done," including a chicken farm,
a car dealership, and the City of Baltimore, (with

The Leadership Alliance (64 minutes). Here,
Peters explores the role of leadership in excellent
organizations. Visits to Johnsonville Foods,
Harley-Davidson, and the Julia B. Thayer High
School convince the viewer that leadership is an
"alliance" between managers and workers, (with

Excellence In the Public Sector (48 minutes).
The quality revolution is not limited to the private
sector. Peters explores the Forest Service, the
City of Phoenix, the Navy Depot of Alameda and
New York's Department of Juvenile Justice to find
out how public sector organizations are adding
"excellence" to their repertoire.
Speed Is Life: Get Fast or Go Broke (68
minutes). Peters expands on the importance of
speed to successful, excellent organizations.

Union Pacific Railroad have all improved quality
by recognizing speed as a competitive advantage,

Business and the Environment: Lean, Clean
and Green (47 minutes). From excellence to
speed to green: The environmental revolution hits
the business world. Peters relates how
"greenness" is the quality watchword of the '90's.

10 Vital Rules for Giving Incredible Speeches
and Why They're irrelevant (32 minutes). Tom
Peters is a very successful public speaker. In this
tape, he divulges some of his rules for
speechmaking. "Breaking the rules isn't a criminal
offense," he says, summarizing his views. "Each
person has to develop his or her own brand of
effective speaking and perfect it with practice."

Bureau of National Affairs publishes this
newsletter that reviews developments in both
air and water pollution laws, regulations, and
trends in government and industry, keeping
an especially close eye on EPA actions

Ambio: A Journal of the Human
Environment. Focusing not only on
environmental issues dealing with air pollution
but with a variety of pollution issues around
the globe, this journal, published by the Royal
Swedish Academy of Sciences, studies the
effects of our air wastes such as the ozone
holes over the polar ice caps. (Eight times a

Indoor Pollution Law Report. An
increasing concern among environmentalists
is that of indoor pollution and indoor air
sickness. This journal covers issues such as
preventative measures, technologies,
regulations and litigation alternatives for all

Journal of the Air & Waste Management
Association delves into the world of air
quality with articles detailing problems
worldwide and technical papers detailing
experimentation to try to thwart the emission
and/or effects of air pollution. Problems
dealing with hazardous waste are also

Truly, if the great bard were to visit the
Headquarters Library, he would come away
with a new knowledge of the air pollution
