ALAN KIRK SWORN IN AS EPA'S ASSISTANT ADMINISTRATOR FOR ENFORCE-
MENT AND GENERAL COUNSEL FOR AGENCY
Alan G. Kirk II has been sworn into office as the Assistant
Administrator for Enforcement and General Counsel of the U.S.
Environmental Protection Agency. He is charged with the plann-
ing and operations of the overall EPA enforcement program and
also is principal legal advisor to the Administrator and the
Agency.
Mr. Kirk had been acting Assistant Administrator since
April 30, 1973, and was nominated for that office by President
Nixon on December 6, 1973. He joined EPA shortly after the
Agency was formed and served for over two years as Deputy General
Counsel, being responsible for the organization, staffing and
operation of the Office of General Counsel.
Prior to coming to EPA, Mr. Kirk served in the Department
of the Interior from May 1969 to December 1970. He held the
position of Associate Solicitor and later Assistant to the
Secreatary of the Interior, Walter Hickel.
From 1956 to 1958, Mir. Kirk was an associate in the Phi la- f

Dean of the School of Law, University of Pennsylvania, from
19 58 to 1962. From 1962 to 1969, he was General Counsel and
an officer of William H. Rorer, Inc., a pharmaceutical manu-
facturer in suburban Philadelphia.
Born in Rosemont, Pennsylvania on December 15, 1926, Mr.
Kirk graduated exam laude from Princeton University in 19 50 and
from the School of Law, University of Pennsylvania in 19 56.
During World War II he served as a Merchant Marine Officer and
was an artillery officer in the Korean conflict.
Mr. Kirk is married to the former Joan Carr of Carmel,
California. They have four children, ages 17 to 5 years old,
and live in McLean, Virginia.
