ECKARDT C. BECK NAMED EPA'S DEPUTY ASSISTANT ADMINISTRATOR FOR
WATER PLANNING AND STANDARDS
Russell E. Train, Environmental Protection Agency Adminis-
trator, announced today that Eckardt C. Beck, 32, has been
named Deputy Assistant Administrator for Water Planning and
Standards at EPA.
"Chris Beck's experience as a planner and administrator
and his excellent background in the environmental field make
him highly qualified for this job," Train said. "He has the
assets that EPA needs to manage the critical programs of Water
Planning and Standards."
Beck will be responsible for the overall EPA program
strategy for water pollution abatement including the direction
of four divisions: effluent guidelines, monitoring and data
support, water planning and criteria and standards.
Since October 197 3, Beck has been Deputy Commissioner of
the Connecticut Department of Environmental Programs, direct-
ing the activities of the State's air, water, radiation,
pesticides, noise and solid waste management programs.
He initially set up and organized the energy agency for
the State of Connecticut and served as the Governor's chief
advisor on energy policy from December 1973 to August 1974.

Beck began his professional career in 1969 as Air Pollu-
tion Control Officer with the City of Stamford, Connecticut.
In 1972 he joined the Connecticut Department of Environmental
Programs as Director of the Air Compliance Unit.
A graduate of Emerson College in Boston, Massachusetts,
Beck was an Assistant Graduate Professor there during 1968- .
1969 while working toward his masters in communications. He
received a masters degree in public administration in 1972
from New York University, where he is a candidate for a doc-
torate in the same field. He also attended Yale University's ¦
Graduate School of Epidemology and Public Health arid holds a :
Certificate in Air Pollution Administration from the University
of Southern California.
A native of Oceanside, New York, Beck and his wife,
Barbara, have two children, Rachael, 2 years, and Daniel, 2
months.
Beck replaces Lillian D. vRegelson who accepted an Inter-
governmental Personnel Act assignment in December as Senior
Staff Scientist in the Office of Sponsored Research Programs
at George Washington University.
