United States Environmental Protection Agency Press Office (A-107) Washington DC 20460 HrEPA Environments News FOR RELEASE WEDNESDAY, MAY 14, 1980 Sibbison (202) 755-0344 EPA SUPPORTS INGLEWOOD AIR NOISE PROGRAM Barbara Blum, Deputy Administrator of the U.S. Environmental Protection Agency, today endorsed a plan by the city of Inglewood, California to establish one of the most extensive airplane noise reduction programs in the nation. As now contemplated, Blum said, the program would call for offering relocation opportunities to quieter neighborhoods to the approximately 4,000 people of the North Lockhaven area in Inglewood who live directly under the flight paths of jet aircraft. The airplanes are landing or taking off at Los Angeles International Airport. Present plans, said Blum, anticipate an expenditure of $200 million for the relocation-redevelopment project to be provided by industry, private organizations, federal and local governments. She said EPA will provide a $25,000 grant to help plan the project. EPA's endorsement of the project represents part of the agency's initiative under President Carter'? urban noise program, announced last yegr. EPA will work with other federal agencies under the auspices of the interagency urban noise committee, headed by EPA Administrator Douglas M. Costle, to facilitate this project. "Noise levels in the North Lockhaven area make the normal processes of daily living all but impossible to pursue," said Blum. "What was once a pleasant place to live in has degenerated into a fear-ridden community with a high crime rate.
