EPA TO AMEND	The U.S. Environmental Protection Agency has proposed
MOTORCYCLR NOISE
REGULATIONS	to amend the testing requirements of the final motorcycle
and motorcycle exhaust systems noise regulations which were
announced today.
The proposed amendments would require manufacturers to take
one additional step in their testing program over and above
what is now required of them as a result of the final
regulations announced today. Specifically, under the
proposed amendment, manufacturers would be required to
remove all easily removable components from their exhaust
systems before conducting the tests necessary to show
compliance with applicable standards. The Aqency believes
that this amendment will enhance the effectiveness of the
regulation since the control of motorcycle noise is
dependent on exhaust systems retaining their noise
suppression performance beyond the time of sale. These
amendments are expected to encourage manufacturers to
design exhaust systems in ways which will reduce the
incidence of tampering by consumers.
The official docket for this proposed rulemaking will
remain open for submission of written comments until
4:30 p.m., March 31, 1981. Written comments to the docket
should be mailed to the following address:
Director, S-tandards and Regulations Division
