			Luke C. Hester (202) 260-1383
EPA Administrator William K. Reilly today announced that he
will create the U.S. Environmental Training Institute (USETI) to
help fulfill the promise of the U.S.-Asia Environmental Partnership
announced by President Bush in Singapore last Saturday.
The U.S..-Asia Partnership is intended to bring together the
business communities, government agencies and non-governmental
organizations in both the United States and Asia to address
collaboratively environmental problems that constrain growth and to
improve the environment in the Asia-Pacific region.
The Institute is part of a broad Environmental Fellowship and
Training Program announced by the President.
The USETI will facilitate the transfer overseas of American
environmental expertise, expanding eventually to Latin America and
Eastern Europe. It will promote government and private sector
technology transfer, environmental training for key foreign
decision makers, access to experts in the U.S. public and private
sectors and opportunities for U.S. companies to showcase pollution
control technology.
Administrator Reilly said, "The •' Environmental Training
Institute offers an excellent opportunity to showcase American
solutions to environmental problems and U.S. competitiveness in the
burgeoning foreign market for environmental goods and services, and
to advance the dual goals of a healthy environment and continued
economic growth worldwide."
The Institute will be operated as an independent joint venture
corporation with the private sector. The Board of Directors of
USETI will, be made up of representatives of business, communities
and non-government organizations. Government officials will serve
on a Board of Advisors. Start-up funds are being provided by the
private sector.
