•	New in the Library: Alvin Toftier's Power Shift
Alvin Toffler's newest book Power Shift: Knowledge. Wealth and
Violence in the 21st Century is now in the Headquarters Library
Management Collection (call # HN17.5T64171990). This is the
third in his trilogy that includes Future Shock (1971) and The
Third Wave (19841
•	Library Renovation
The Library is undergoing renovation in order to provide better
service to our patrons. The renovation involves an electrical
upgrade and new carpeting. Special collection areas such as
INFOTERRA, PIRU and the Hazardous Waste/Superfund
Collections, are expanding. The Patron Access and Reference
areas are being reorganized. During March new carpeting will
be installed throughout the Library. Announcements concerning
the availability of Library services during the recarpeting will appear
in the Library and on Email. Please do not hesitate to ask any
Library staff members for assistance. We will be glad to help you.

The EPA Online Library System (OLS) puts a wealth of environmental information
at your fingertips, and anyone who has a computer terminal with a modem can
access the system. The holdings of EPA's Network Libraries, throughout the nation,
are accessible using OLS. The system may be searched using numerous access

With increasing attention to and
demand for environmental information,
a major priority for EPA is to help
citizens become better informed in
order to protect and improve our
environment Within EPA, the Office of
Information Resources Management
(OIRM) has established the Public
Access Program to improve awareness
of, access to, and distribution of Agency
environmental information.
EPA provides access to Agency
information for the general public,
academia, special interest groups,
industry, the regulated community, staffs
of Federal, state and local government
agencies, and EPA staff. EPA has four
types of information: 1.) technical and
scientific, such as publications and
data collected and maintained for
research; 2.) legal, such as enforce-
ment and environmental decision rec-
ords, laws, regulations and legal files of
rulemaking actions; 3.) general/educa-
tional flyers, brochures and publications
for the consumers and schools; and
4.) administrative, such as budget infor-
mation. This information is distributed
by EPA public information centers, pro-
gram offices, clearinghouses, and the
Center for Environmental Research In-
formation (CERI) located in Cincinnati.
Telephone reference and referral infor-
mation is provided by public information
centers, the Office of Communications
and Public Affairs, EPA hotlines, clear-
inghouses and EPAIibraries. The public
is also welcome to visit EPA libraries
and dockets to conduct research and
gather information on environmental
topics, legislation, and Agency-related
topics. In addition, there are several
electronic methods by which the public
can access information, including on-
line databases, electronic bulletin
boards, magnetic tape, floppy disks,
and CD-ROM format which is available
in libraries.
EPA information and publications
are also available from non-EPA
sources. These include the National
Technical Information Service (NT1S)
and the U.S. Government Printing Office
(GPO). NT1S and GPO distribute EPA
documents in various formats includ-
ing hardcopy, microform, and disk for-
mat. Selected EPA documents are
also distributed by GPO to 1400 U.S
Government Depository Libraries
throughout the country.

QUESTION OF THE MONTH
QUESTION: What would be some of the environmental consequences if Iraq sets fire to
the Kuwaiti oilfields?
ANSWER: A recent article in New Scientist (January 12,1991, pp. 30-31) addresses this
timely question. Although there is some disagreement concerning the amount of smoke
that would be produced as the result of Iraq setting fire to the oilfields in the Gulf, there is
no question that the clouds would contain soot, giving the clouds greater heat absorption
characteristics than clouds containing dust, such as those caused by a volcanic explosion.
Given this characteristic however, the amount of smoke produced becomes very important.
Richard Turco of UCLA believes that "Gulf oil fires burning for one month
could release 3 million tons of smoke into the upper atmosphere..." (p. 30). John Cox,
consultant to a large state oil company in the Gulf estimates the output of smoke would be
lower, closer to 500,000 tons per month (p. 31). Basil Butler, a managing director of BP
(British Petroleum) and a former chief engineer for Kuwait Petroleum Corporation
disagrees. He cites a fire at the Burqan field in Kuwait in 1964 that burned for six weeks
but produced very little smoke (p. 31). Cox, however, recently said that "within 1500
kilometers of Kuwait, the pall of smoke could be as great as predicted by nuclear war
scenarios." However, the article states that "the effect of the fires... would be regional
rather than global, affecting the Middle East and the Indian subcontinent in particular."

The importance of the issue of soot (oil fires) versus dust (volcanic eruption)
is that clouds containing soot particles absorb more of the Sun's radiation than clouds
containing dust particles. This means even less of the Sun's heat gets to the earth, causing
greater cooling beneath the clouds. It also gives greater buoyancy to the clouds. This
greater buoyancy could cause the clouds to rise as high as 25 kilometers where the clouds
would stabilize. Turco says once they are this high, "only very deep convective processes
in the atmosphere, such as monsoon systems, if they got going, could remove the clouds."
• Even a small reduction of surface temperature during the summer months
could, however, "trigger serious climatic consequences... for the formation of the summer
Indian monsoon." (Cox, p. 31) Monsoons are caused by the temperature over the Indian
continent heating up faster in summer than the surrounding ocean mass. As the hot air
rises the cooler moisture-laden oceanic air is pulled in over the land mass bringing about
the monsoons. If the lowered temperature cancels or shortens the monsoon season, not
only could the clouds remain stabilized in the upper atmosphere, but a drought, caused by
the the lack of the monsoons, could affect hundreds of millions of people. Cox said "Even a
partial failure [of the monsoons] could cause more deaths than the total population of Iraq,
Kuwait and Saudi Arabia combined." (p. 31)
