EPA Honors Outstanding Employees
On December 5, 1985, EPA
held its 15th anniversary
celebration together with its
annual awards assembly.
At the assembly, Adminis-
trator Lee Thomas spoke of
his pride in the personal
achievements of those hon-
ored. He said, "Our creative
and committed employees,
like those we honor today,
have worked very hard to im-
prove the quality of life of all
Americans. We can be proud
of our accomplishments. In
one sense, we all share in to-
day's awards."

The Tennessee Valley Authority (TVA) will begin
publication of The Forum for Applied Research and Public
Policy, a quarterly journal designed to explore policy issues
in energy, natural resources, and economic development
Since the TVA was established to be, in part, a laboratof
the nation and a source of innovative ideas, the Forum
help TVA fulfill that responsibility. Articles are needed that
apply scientific and scholarly inquiry to questions of public

Standards held its 6th annual super ball tournament at Duke
University golf course. The winning team (from left to right),
Gil Wood, John Crenshaw, Bill Neuffer, Ted Creekmore, and
Gene Smith, shot a new tournament record of 61 (11 under
par).

In Memoriam
Linda Marie Billings
Linda Marie Billings, 45, was fatally stabbed
November 29 as she was leaving her office in Crystal
City. She was the director of the Farm Safety Program in
the Office of Pesticide Programs at EPA.
A 16-year-old male was arrested shortly after the
attack on Billings and has been charged as a juvenile
with capital murder and robbery. Arlington County
prosecutors are seeking to have him tried as an adult.
Billings died at the National Orthopedic and
Rehabilitation Hospital.
Billings lived in the Cabin John section of Bethesda.
She grew up in the San Francisco area and, after
graduating from the University of California at Berkeley,
she took graduate courses at San Francisco State College.
In 1968, she went to work for the Sierra Club in
California, and in 1971 she transferred to its Washington
office as a lobbyist. Billings joined EPA in 1978. Most
of her work here dealt with toxic substances. As director
of the Farm Safety Program her concerns included the
welfare of farm laborers.
She was a member of the Cabin John Citizens
Association, the Sierra Club, and the board of directors
of the Urban Environmental Conference. Survivors
include her mother, Virginia Etchieson of Richmond,
Calif.; one brother, Charles Billings, also of Richmond,
and two sisters, Charlene Barbacci of Stockholm and
Laurie Wooldridge of San Bruno, Calif. ~
