As Lee Thomas put it so eloquently during the 16th annual EPA Honor Awards Ceremony January 8, for more than a decade and a half "the people of EPA have exemplified the very best in public service". In- deed they have. And on this special occasion, back- ed by the distinctive sound of the EPA Band and Chor- us, 122 staffers were given the encomia due them for exceptional service to the Agency and to the public. Opening remarks were de- livered by the ever-affable Jim Barnes, followed by the Administrator, who re- minded us of the essential role of EPA in American society today and con- gratulated the awardees on the justifiably favorable im- pression they have made on the people of this country. In a surprise gesture at the end of the ceremony, the Administrator cited Barnes for his unswerving dedication to the develop- ment of human resources and announced his inten- tion to establish a per- manent, annual A. James Barnes Award for Ex- emplary Leadership in Hu- man Resource Management. In all, 50 people were recognized for solo accom- plishment, plus 13 groups comprising 72 individuals. Distinguished Career Awards went to Robert L. Dixon, Director, Office of Health Research, Office of Research and Development, in recognition of outstand- ing service and dedicated scientific leadership for enhancement of the quality of science; Warren H. Gil- bertson, Auditor, Office of Administration, Office of Administration and Re- sources Management, acknowledging forty five years of outstanding public service in contract manage- ment and auditing; Allan Hirsch, Director, Office of Federal Activities, Office of External Affairs, for an out- standing career as scientist and manager exemplifying the highest ideals of public service; Robert B. In addition, the Office of Civil Rights held a showing of the movie "King" starring Paul Winfield as Martin Luther King, Jr. The four-hour film was shown in two parts in the EPA Training Center Auditorium.
