TEAM (RRT):
THE REGIONAL RESPONSE TEAM IS A
COUNTERPART OF THE NRT:
THE RRT MEMBERSHIP INCLUDES REPRESENTATIVES
OF FEDERAL DEPARTMENTS AND AGENCIES
HAVING EMERGENCY RESPONSE AUTHORITIES
OR TRUSTEE RESPONSIBILITIES AND EACH STATE IN
THE REGION.
The Purpose of the RRT is:
Recommend Specific Response Actions.
Assist with Public Information Releases.
• Provide Direct Resources to OSCs.
• Provide a Regional Network of
Communications, Planning
and Coordination of
Regional Resources
in a Response/Removal

PACIFIC AND ATLANTIC STRIKE TEAMS:
THE U. S. COAST GUARD STRIKE TEAMS ARE
HIGHLY TRAINED OIL SPILL AND HAZARDOUS
SUBSTANCE RESPONSE PERSONNEL THAT ARE
IMMEDIATELY AVAILABLE TO THE OSC IN AN
EMERGENCY SITUATION.
Provide Hands-On Support to the OSC with:
• Experienced and Trained Advisors.
• Hands-on On-Scene Support.
• Specialized Equipment.
• Analytical Support.

THE ERT IS A SPECIAL INTER-REGIONAL
OFFICE SET UP BY EPA, COMPRISED OF
SPECIALISTS IN ENVIRONMENTAL SCIENCES
AND ENGINEERING AND IMMEDIATELY
AVAILABLE TO THE OSC IN AN EMERGENCY
SITUATION.
Provides Technical Expertise to the OSC for:
• Hazard Evaluation
• Risk Assessment
•	Multimedia Sampling and Analysis
• Site-safety
• Degree of Cleanup Required
•	Disposal of Contaminated Material
•	Advise on Treatment Technologies
• General Scientific Support.

AND THE U.S. ARMY CORP OF ENGINEERS

DIRECTLY WITH THE U.S. EPA-OSCs IN A
QUASI-CONTRACTOR ROLE THROUGH AN
INTERAGENCY AGREEMENT (IAG). THESE
OFFICE STAFFS WILL PROVIDE TECHNICAL
ASSISTANCE WITH EXPERTISE IN ENGINEERING
AND ANALYTICAL CAPABILITIES.

THE EMERGENCY RESPONSE BRANCH RELIES ON
LOCAL FIRST RESPONDERS - FIRE DEPARTMENTS,
SHERIFFS, POLICE DEPARTMENTS, HIGHWAY PATROL,
LOCAL AND STATE ENVIRONMENTAL HEALTH DEPARTMENTS
TO PROVIDE INITIAL RESPONSE TO AND STABILIZATION OF
INCIDENTS.
THE EMERGENCY RESPONSE BRANCH, AT THE REQUEST OF
THE STATE OR LOCAL AGENCY, MAY CONTINUE OR
TAKE OVER THE RESPONSE/REMOVAL TO
COMPLETE THE CLEANUP AND
RESTORATION.
THE EMERGENCY RESPONSE BRANCH OSCs FREQUENTLY ADVISE
FIRST RESPONDERS BY REMOTE COMMUNICATIONS ON:
•	Hazardous Substance Identification.
• Exposure Assessments.
• Health and Safety During the Response.
•	Minimization of Site Contamination.
•	Restoration, Cleanup and Disposal.
