Attached is a "Taxonomy of Federal Funding to Region VIII States", developed by a
task force of my staff. This taxonomy was developed to assist Region VIII Directors
of Departments of Family and Children Services in the design and implementation of
Family Preservation and Family Support joint-planning in their states.
This tool will help identify the personnel in the state responsible for certain key Federal
funding streams.
"In isolation, family support and family preservation services cannot effectively address
the needs of children and families. Therefore, consultation and coordination should
include the active involvement of major actors across the entire spectrum of the service
delivery system for children and their families including: state and local agencies
administering Federal and federally assisted programs, such as maternal and child
health and the Early and Periodic, Screening, Diagnosis, and Treatment program...etc."
(page 13 in the ACYF Program Instruction (PI) 94-01, dated 1-18-"94).
The identification of these major federal funding streams will assist them as they
address major systems change.

INTRODUCTION -
This taxonomy has been prepared as a planning tool to assist you as you design and implement the FAMILY
PRESERVATION AND FAMILY SUPPORT joint planning process in your state. We hope this tool will help you identify
the personnel in your state responsible for certain key Federal funding streams. As you redesign a child welfare service
system that is comprehensive, stable, accessible, and supportive you are challenged to recognize that: ..."In isolation,
family support and family preservation services cannot effectively address the needs of children and families.
Therefore, consultation and coordination should include the active involvement of major actors across the entire
spectrum of the service delivery system for children and their families including:... State and local agencies administering
Federal and federally assisted programs, such as maternal and child health and the Early and Periodic, Screening,
Diagnosis, and Treatment program...etc." (page 13 in the ACYF Program Instruction ((PI) 94-01, dated 1-18-'94)
This document has been prepared by a task force made up of staff in the Denver Regional Office of the
Administration for Children and Families. It is created as a first draft product that we plan to make available regularly
in an updated format. It is also our intent that future versions of the taxonomy will be made available in an accessible
computer-based format.
The major federal funding streams we identified to your state that may
assist you address systems change are provided through the following Federal Departments:

Funding that is made directly from Washington DC and\or the Center for Disease Control to the states via special
projects and for limited time may not be identified as the Regional Office is not involved. However, we will continue
to work with the Central Office to identify and include these in future versions of the taxonomy.
Some funding indirectly assists families as in programs administered by the Administration on Aging. For
example, services to the elderly grandparent in the family home may provide indirect support to the extended family
through assistance with parenting children and household management. When this indirect assistance to families is
applicable, we have noted this indirect relationship with a (Roman Numeral II), adjacent to the program number and
title. An (*) is used to note idiosyncrasies in funding where those are apparent.
We hope this document will be useful as you initiate and implement comprehensive child welfare joint planning
in your state. It is offered as a demonstration of commitment to our partnership effort to strengthen the State child
welfare services systems that support and strengthen vulnerable families and children. We would appreciate feedback
