INTRODUCTION

The U.S. Environmental Protection Agency (EPA), Surveillance & Analysis
Division, conducted water quality investigations of the Punta Gorda Isles
(PGI) canal system during July 26-29, 1976. These investigations were
requested by the EPA Region IV, Enforcement Division for the purpose of moni-
toring existing water quality conditions and to document any violations of
applicable water quality standards.

STUDY FINDINGS

1.	The salinity patterns measured in the Punta Gorda Isles (PGI) canal
system were much different than those detected in Charlotte Harbor.
Salinities in the canal system averaged 2 PPT less than those of the
background stations for depths from 1 foot to 15 feet. These salinity
differences indicate a lack of exchange between the canals and the
ambient waters.

2.	Dissolved oxygen (DO) standards i.e., mean of 5.0, minimum of 4.0, were
violated at all canal stations.

3.	Mean DO concentrations in the ten canal stations fell below 5.0 ppm

at depths exceeding 2.6 feet and fell below 4.0 ppm at depths exceeding
3.8 feet (canal depths exceeding 14 feet were recorded).

4.	Mean DO concentrations in the six Charlotte Harbor Stations fell below
5.0 ppm at depths exceeding 6.6 feet and fell below 4.0 ppm at 8.6 feet
(mean values at 10 feet exceeded 4.0 ppm).

5.	Total phosphorus concentrations in the PGI canal system and in Charlotte
Harbor were relatively equal.

6.	Total Kjeldahl nitrogen (TKN) concentrations detected in PGI canals
and in Charlotte Harbor were nearly identical. However, the ammonia

component of the TKN concentration was much higher in the canal system.

Thus, it is apparent	that the canals were acting as detritus traps.

The organic nitrogen	contained in the detritus was apparently being

converted to ammonia	with a concomitant consumption of dissolved oxygen

STUDY METHODS

Various samples were collected for chemical analyses over diel cycles
Ln the canal system and in near-shore waters. Particular emphasis was
placed on oxygen depletion and salinity stratification. From these data,
:omparisons were made between studied canals, near-shore waters, and water
juality standards.

Jater Quality

Water quality samples were taken twice during one 24-hour period from
aid-channel and mid-depth. If stratification occurred, then an additional
sample was taken from the second stratum. Sixteen stations (depicted on
figure 1) were used during the study.

All chemical samples were preserved and returned for TOC, DOC, TKN,
md T-P analysis at the Athens laboratory. Chain-of-custody was maintained
)n all samples.

Vertical profiles (1-foot increments) of dissolved oxygen, salinity,
ind temperature (DST) were conducted four times per 24 hours for two con-
secutive days at all stations except Stations 13-16, where only one profile
fas obtained at each station.

Bathymetric traces and a tidal recording were also conducted in the
study area.

RESULTS

All chemical and physical data are given in the appendix.

Salinity

Average salinity concentrations for canals and background (Peace River)
stations were somewhat parallel, with both exhibiting stratification (Figure
2). However, even though parallel, average concentrations in the Peace
River were consistently higher than those of the canal system illustrating
the stronger influence of freshwater runoff on canal waters than on the
Peace River. This influence is enchanced in the canal system by the poor
vertical mixing, as well as the relative absence of exchange between the
Peace River and PGI canals, resulting in entrapment and layering of the
fresh water over the salt water with little opportunity for mixing between
the two. Mixing is, however, evident in the Peace River as revealed by the
overall higher salinities resulting from vertical mixing, thus moderating th«
influence of fresh water originating in the upstream Peace River watershed.

In conclusion, stratification is more pronounced in the canal system
than in the Peace River. Salt concentrations in the canal system ranged
from a surface average of 16.7 ppt to an average bottom concentration of
22.5 ppt, a difference of 6.8 ppt surface to bottom as compared with the
range in the Peace River of 4.0 ppt (19.4 to 23.4 ppt) (Figure 2). These
differences point clearly to a lack, of exchange between the canals and
river.

nissolved Oxygen

Relative to any potential enforcement action, dissolved oxygen was
the most pertinent and revealing parameter sampled. Mean dissolved oxygen
concentrations for background (Peace River-Charlotte Harbor) stations were
considerably higher than the mean for canal stations and remained above
assigned standards with one exception. The mean concentration for the 9-
foot background depth was 3.4 mg/1. Mean DO concentrations in the canals
violated the assigned standard of 4 mg/1 at 4 feet and all subsequent
depths (Figure 3).

The average DO range for background stations were substantially less
than for canal stations. Background average maximum and minimum concentra-
tions were 6.5 mg/1 and 3.4 mg/1, respectively—a range of 3.1 mg/1. The
average maximum concentration of 5.8 mg/1 and average minimum concentration
of 0.5 mg/1 for canal stations resulted in a range of 5.3 mg/1 (Figure 3).
Isolated maximum and minimum DO concentrations for individual depths exhibited
a broader separation at canal stations than at background stations.

The above information compares favorably with previous data collected by
EPA in the PGI canal system in August of 1974. Average concentrations at
that time violated the assigned standard between the 4 and 5-foot depth and
exhibited a range of 6.6 mg/1 (6.6-0 mg/1).

Mean DO concentration profiles for canal Stations 2 through 5 revealed
standards violations earlier than the 4-foot depth, with the average for
Stations 3, 4 and 5 being constantly below 4 mg/1 from near the surface to
the bottom. Ranges for all other canal stations were quite divergent, varying

as much as 8 mg/1 as found at Station 6. Profiles of each station are shown
on Figures 4 through 11.

Station 8, 10, 11, 12 were located at the dead end of various canals
and at great distances (6,250 to 11,000 feet) from the canal mouth. Obser-
vation of profiles from these stations reveal pronounced DO stratification
as indicated by the abrupt decline in concentration at the 3 to 6-foot
level. Dissolved oxygen suppression at the other canal stations was severe
but did not occur as abruptly as at the dead end stations. Hydrographic
and dye-tracer studies conducted by EPA in other similar canals located in
Alligator Creek near PGI, at Cape Coral and at Marco Island, Florida, have
revealed vertical mixing and exchange to be most inhibited at excessively
deep, dead end stations. This finding, if applied to the PGI canals, would
account for the pronounced chemical (DO) stratification and associated
abrupt decline in DO concentrations.

Nutrients

Nutrient sampling consisted of analysis for total Kjeldahl nitrogen
(TKN), ammonia (NH^), nitrite-nitrate (M^-NO^), total phosphorus (Total P),
total organic carbon (TOC), and limited analysis for dissolved organic
carbon (DOC).

TKN values were nearly equivalent in canal and background stations
averaging 0.65 and 0.62 mg/1 respectively. However, the components of TKN,
which are ammonia and organic nitrogen, were disproportionate between the
canals and the background. Ammonia nitrogen was 350 percent greater in
the canals. Although no clearly defined gradient is evident with progression

Nitrite-nitrate values were similar in canal and background
ranging from near detection limits to 0.08 mg/l with a mean of 0.01 mg/l.
Hean Total P values were, likewise, equivalent, averaging 0.64 mg/l at
canals and Peace River stations.

The average total organic carbon concentration was lower for the
;anals than for background stations as evident by respective means of 13.1
md 15.7 mg/l. The mean dissolved organic carbon concentration for canal
;tations was 12.2,mg/l.
