Introduct ion
The objective of this report is to provide for
informational purposes a summary of the monitoring-related
portions of Agency FY 1974 program plans, as submitted in
April, 1973, by each Headquarters and Regional Office.
These plans provide information on expected program outputs,
only. All outputs that directly involve or are believed to
require significant monitoring support have been identified
and tabulated. Generally, the outputs are the issuance of
a standard, the number of permits granted, the number of
enforcement actions, or the analysis of monitoring data in
State-developed reports. In each case significent monitoring
is involved during some aspect of each output. The amount
and type of monitoring effort required for each output can
be estimated and, accordingly, these outputs are an important
source of information helpful in identifying FY 1974 Agency
monitoring goals and activities.
The Agency's program planning system keys on high
priority Agency outputs; hence, only selected program areas
are required to identify outputs. These outputs contain
only the essential data necessary for determining progress.
Each of these outputs, for administrative purposes, is
grouped into one of the following areas: (a) abatement
and control, (b) enforcement, or (c) research and development.
These are called appropriation categories. These categories
are further subdivided into budget activities, which identify
the medium or pollutant. These include air, water, pesticides,
radiation, and noise. The breakdown within each budget
activity is a decision module. This grouping combines all
related activities performed under a particular budget
activity.
Monitorina-Related Program Plans
Activities considered by the Office of Monitoring Systems
to be of a monitoring-related nature can be grouped into the
following areas:

•	long-term ambient monitoring
•	source monitoring
•	enforcement (case-preparation) monitoring
•	short-term special purpose monitoring
(other than enforcement monitoring)
•	monitoring in support of research
•	other environmental data acquisition
efforts of a continuing nature
•	research in support of monitoring activities
•	environmental data quality assurance activities
A brief description of specific ongoing EPA activities in
these monitoring-related areas is given in a separate
document prepared by the Office of Monitoring Systems,
entitled "Environmental Protection Agency's Environmental
Monitoring Programs" and is not repeated here.
Fiscal Year 1974 program plans covering these categories
of activities are summarized in the charts that follow.
Each planned program output is identified by the decision
module under which it has been placed. The office/laboratory
responsible for achieving each output is also identified.
Where both Headquarters and the Regions perform similar
activities, the outputs are listed horizontally. In cases
where no outputs are listed, Headquarters and/or the Regions
either have no ongoing activity of that nature or have not
provided outputs in their program plans.
Table I identifies all the monitoring-related decision
modules that have been summarized in the charts. To conserve
space, many Agency acronyms are used. Table II is a
glossary of these.
Information on any revisions made in the program plans
since their initial submittal in April, 1973, would be
available from the Program Reporting Division, Office of
Resources Management.
