This report is designed primarily to serve the needs of manage-
ment by providing an overall picture of the status of progress toward
the accomplishment of planned research. It is not a report of accomplish-
ment, but rather an "exception" report which identifies problems and
reasons for delay.
This Quarterly Report summarizes the present status of progress
toward achieving the milestones in each of the approved Research
Objective Accomplishment Plans (ROAPs) assigned to NERC-Corvallis and
its associated laboratories for the 2nd Quarter FY 75. The report is
divided into 4 parts. Part I summarizes the status of ROAPs, the
reasons for delays, manpower and dollar resources, and the technical
assistance provided to EPA, the Regions and other federal, state, and
private organizations. Part II is the Laboratory Director's assessment
of the problems, impact of delays and accomplishments. Part III is a
ROAP by ROAP report on the status of tasks toward meeting task milestones
and Part IV is a listing of the technical reports and papers published
during the quarter.

I. IMPACT OF DELAYS:
1BA021-21ARX
Deactivation of Task 006 will delay for an undetermined amount
of time an understanding of the effects of low dissolved oxygen and
low water temperatures on Arctic and Subarctic freshwater biota.
This data is necessary to establish realistic water quality stan-
dards in cold climate areas.

The short delays in Task 002 and 003 are not serious and will
not delay the completion of the R0AP.

Deactivation of Task 005 will delay the completion of the ROAP
for an undetermined amount of time unless some way can be found to
complete the needed research. This task was the number 2 priority
in Region X last year.

The additional two months delay in Task 006 is not critical but
eliminates any margin for possible slippage in the future.
II. ISSUES:
The resignation of two permanent personnel this past quarter,
who cannot be replaced under existing personnel restrictions, will
have a serious impact on current and future research. This issue
was the subject of a separate memorandum to the NERC Director.
III. ACCOMPLISHMENTS:
Laboratory personnel have prepared and presented four technical
papers for meetings and symposia held in Alaska. Three papers were
presented at the Environmental Standards for Northern Regions Sym-
posium in Anchorage. One paper was presented at the Annual Meeting
of the Alaska Water Management Association in Juneau.
IV. ADMINISTRATIVE MANAGEMENT PROBLEMS:
No problems that have not been previously reported.

NATIONAL ECOLOGICAL RESEARCH LARORATORY

I. Impact of Delays:

All tasks within 21ALS are on schedule. Tasks 33 and 41 within
21ALU will not be completed on schedule but this will create no serious
difficulties. Task 09 in 21ALR will be delayed until environmental
control facilities are acquired.

Task 02 in 21BCI is delayed because of lack of support services
in completing the report. This has resulted in a two month delay in
making information available to the Agency.

Both tasks 15 and 17 of 21BCL have been delayed because of late
development of list of substitute chemicals and because of delayed
grant/contract/IA6. Delay of task 15 may cause difficulty in integrating
microcosm information with chemical results; delay of task 17 will not
affect the milestone date.
II. Issues
The greatest problem remains the availability of research facil-
ities both laboratory and Greenhouse. Space has been identified in
the main NERC building and conversion into laboratory space is proceed-
ing. The microcosm studies have been delayed because of lack of
facilities. A permanent greenhouse is still in critical need.
Ill. Accomplishments
Most ROAP tasks are on schedule. The delays encountered will not
seriously affect the program except for those relating to lack of re-
search facilities.
IV. Admi nistrative/Management Problems
Administrative difficulties are being resolved and no serious
problems are anticipated.

NATIONAL MARINE WATER DUALITY LABORATORY
Quarterly Status Report. 2nd Quarter. FY'75
I. Impact of Delays
The six ROAP's at NMWQL contain a total of 120 active tasks.
Final reports on eight of those tasks are in the process of pub-
lication by EPA. Of the remaining active tasks, seven are behind
schedule, four being grants or contracts. In all cases the delays
are minor and not expected to materially impact achievement of
program objectives.

II. Accomplishments:
A system of twelve marine microcosms has been developed in
which dominant organisms persist in the same densities as in the
bay. The systems allow for simulation of light quality, temperature,
salinity and water column turn over time.

Development of the metals/response matrix has revealed a
great disparity in the level of knowledge about the effects of
certain metals. As a result, a list of metals recommended for
intensified study has been drawn up.
A method has been developed for quantification of
Clostridium perfringens spores in recreationsl water samples.
Evaluation of the method is nearing completion.
The capability to quanitfy F coliphage was established.
This will be used in future field trials.
Elevated temperature and/or decreased salinity have been shown
to enhance cadmium uptake in most species tested.
III. Issues:
The continuing lack of definition of responsibility for
planning and management decisions is creating a chaotic situation.
This has become particularly acute during planning of the energy
program where the Energy Office has become yet another source of
direction. Lines of authority, where they have been defined, are
not being consistently observed.
IV. Administrative/Management Problems:
In the absence of an Agency appropriation, the ability to
move (reprogram) funds to meet altered objectives is limited.
This has prevented our fully funding one grant inherited from an
abolished program.

NATIONAL WATER QUALITY LABORATORY
Quarterly Status Report, 2nd Quarter FY '75
I. Impact of Delays:
Most of the delays are in final report preparation - many of them
grant or contract reports - and'while this will make the finished report
available at a later date, in each instance the information is already
in hand in interim reports or quarterly reports and the information has
been used in the update of the 304(a) Criteria. Therefore, these delays
are not keeping the information from the agencies which most need it.
II. Issues:
The most important issue affecting our research program is the
uncertainty about energy money and how it is to be integrated into the
research program, and the delay in receiving our budget. It is getting
to be virtually impossible to intelligently manage our research dollars
when we never know until very late in the fiscal year what our resources
are going to be. Our laboratory has very few ROAPs within the 75%
priority cut-off line and therefore we are not able to plan definitely
on our dollar resources, particularly for grants and contracts.
III. Accomplishments:
Through the intramural and extramural research program of the
last several years the laboratory has been able to provide to the
Office of Water Programs a substantial amount of new information which
has resulted in the revision of the 304(a) Criteria numbers in several
instances. In a like manner, the research program on the effects of
heat on aquatic organisms has been used effectively in developing the
Guidance Manual for 316(a) Applications for Exemption from Thermal
Effluent Standards.
The Shayler Run Report, representing about five years research
by the Newtown Fish Toxicology Field Station is essentially in final
form and should be sent to the publisher during the next quarter. The
results of this study are remarkably consistent and supportive of the
predictions that were made before the study was begun and lend strong
support that the techniques presently being used to recommend water
quality criteria are valid ones and result in the establishment of
standards that are indeed protective of entire natural aquatic systems,
even though the experimental work upon which the predictions were based
was gathered from single species studies of a few selected important
species. The field results also demonstrate that the system is very
resilient and is able to cope with the stress caused by the introduction
of copper by altered food webs and the emergence of more tolerant

species to provide support to the organisms at the top of the food
pyramid. While the actual* numbers derived from the project will not
be particularly useful in establishing standards, this study will place
a substantially better foundation under the use of bioassays for
predicting effects in natural ecosystems.

I. Impact of Delays:

Delay in decision regarding Headquarters' approval of our
experimental sludge dumping project may force us beyond the most
effective time for experimental sludge dumping. This could cause a
delay of up to one year if we have to wait until spring of 1976 for
experimental dumping. The best opportunity for impacting decisions
on operational ocean dumping programs will have been missed if we are
delayed beyond the summer of 1976.

Preliminary lake report production is behind schedule;
however, OWHP deadlines will be met for nutrient criteria assessment.
State and/or Regional requests for priority for specific lake reports
are being met.

Loss of position (Spencer Peterson) continues to impede
completion of Task 09 of ROAP 21 AJE.

Delays in 1BB392 will postpone target dated for the four

The backlog has increased substantially because of the
need to respond to specific requests. The problem of a fluctuating
backlog will continue to cause problems since the staff is geared
to a predetermined workload.

Research work on ocean outfalls is under continued stress
because of increasing demands for technical assistance—stemming
primarily from the announcement that EPA is considering approaching
Congress for an exemption from secondary treatment for ocean outfalls.
A second but significant pressure comes from the energy front. Increased
demands for research planning for energy are extracting energy from all
program areas. A proposal has been made to acquire one additional
permanent professional staff member to handle energy matters.

Problems in resolving LSB nutrient data have delayed
reporting on column studies on nutrient inactivation experiments
and first years' results on Cline's Pond nutrient inactivation
experiment.

Since the program is exclusively extramural, the
accomplishment of goals depends entirely upon receipt of suitable
grant applications. Experience indicates that considerable re-
programming is necessary each year to make the program fit the
grant projects awarded. More flexibility is needed in the planning
system.
Laboratory Services Branch
The use of the electronics technician in the laboratory
assisting in chemical analysis provided a lot of flack from people
at the working level. The Corvallis location (NERC-PNERL-NERL-WFTS)
needs an on-site day-to-day response of an electronics technician.
The contract-grant mechanism appears to be too unwieldy to offer an
effective response to the many variable users.
Problems of chemical analysis in certain water matrix
systems have been noted. The cause of the problem is under investigation.

One junior professional chemist has been recruited for a
temporary appointment to aid in research on biological impacts of
metallic pollutants.
Technical assistance was provided to Region IV and to a
private engineering firm regarding the design of ocean outfalls.
A report on the use of species diversity indices in
pollution research, and other topics relating to the condition and
stability of marine communities to water quality, was prepared for
the Office of Enforcement and General Counsel.

Stream sampling by the respective National Guard organizations
was initiated in Montana, Wyoming, Kansas, South Dakota, Idaho, Oregon,
Oklahoma, Nevada, Utah, California, New Mexico, and Arizona during the
past quarter. Program staff participated in on-site training during
the first round of sampling. The activation of the above listed 12 states
completed this phase of survey activities. All 48 contiguous states either
have completed survey stream sampling or currently have sampling programs
underway.
A total of 86 lake reports were prepared in final draft and
sent to the printer. In addition, 48 new preliminary draft lake reports
were prepared.
The Laboratory Services Branch received and analyzed 2956
stream samples, 428 sewage treatment plant effluent samples, 174 lake
samples for metals, 15 lake samples for quality control and 1,710 algal
assay samples during the oast quarter.
The Algal Assay Section processed 173 algal assay samples
this quarter.
Technical assistance was rendered to the Federal Power
Commission regarding Lake Murray, South Carolina.
Application for a sole-source, urgent priority contract to
Dr. Patrick Brezonik, University of Florida, for writing Florida lake
reports was completed and submitted to the NERC-Cincinnati Contracts
Management Division. The contractual agreement is being negotiated
by Contracts Management.

The "Marine Algal Assay Procedure: Bottle Test" is being
printed.
Spokane River basin assay samples are near completion. The
impact of zinc and other heavy metals upon algal productivity in the
Spokane River system is being evaluated.
Seven electronic data bases, plus a large number of
non-computerized literature sources have been searched in the first
phase of the literature survey on biological control and harvesting.
Nearly 1200 references pertaining to these areas have been located
and categorized to date.
A paper entitled "Limnology of Shagawa Lake Prior to
Reduction of Phosphorus Loading" has been submitted for publication
to Hydrobiologia.
A manuscript "Nutrient Inactivation as a Lake Restoration
Procedure - Laboratory Investigations" is in press in EPA's ecological
series.
A paper entitled "A Six-Year Water, Phosphorus and Nitrogen
Budget for Shagawa Lake, Minnesota" has been accepted for publication
in the Journal of Environmental Quality.
A paper "Utilization of Algal Assays to Assess the Effects
of Municipal, Industrial and Agricultural Wastewaters Upon Phytoplankton
Production in the Snake River System" has been accepted for publication
in Water, Air and Soil Pollution.
A manuscript on limnological comparison of eutrophic Shagawa
Lake and oligotrophic Burntside Lake has been completed.
An experiment conducted by William Lauer on the release of
phosphorus from zirconium treated and untreated sediments from Cline's
Pond was completed. The experiment utilized the column system developed
during the laboratory inactivation studies.
Routine data reduction associated with the Shagawa Lake
Project continued to run smoothly. Modeling programs will be written
and presented at the annual meeting of the American Institute of
Biological Sciences in August 1975.
Powers, Sanville and Stay are summarizing the 1974 literature on
"Aquatic Sediments" for the Journal of the Water Pollution Control Federation.

ROBERT S. KERR ENVIRONMENTAL RESEARCH LABORATORY
Quarterly Status Report, 2nd Quarter, FY 1975
I. Impact of Delays
1BA024-07AEG, Task 014 was a grant to East Central Oklahoma
State University to prepare a state-of-the-art on nitrogeneous com-
pounds in ground water. The principle investigator completed a
draft of the report just prior to changing employment. This draft
was judged unsatisfactory by our staff and returned to the University
which has agreed to rewrite it at no additional cost to the Government.
The delay in this task is regarded as minor in its relation to ongoing
tasks.
1BB036-21AZP, Task 023. A report has been prepared by Grantee,
submitted for review, and returned to Grantee. Our review was delayed
approximately four months due to diversion of staff to provide offshore
oil production studies.
Task 030. Work has been delayed by Grantee due
to not receiving pilot plant equipment from EPA contractors and Grantee
plus modification, shakedown and repair necessary as components were
received by Louisiana Science Foundation. RSKERL staff has recently
met with Louisiana Science Foundation and this contractor (Gulf South
Research Institute) to review plans for the series of investigations of
pilot plant studies included in the grant. Revised work plans will be
submitted in January 1975 plus an integrated network timetable by
February 10, 1975. Impacts could be serious in regards to BAT and
goals of zero discharge.
Tasks 031, 032 are in the final report stage. Time
lag is not regarded as critical.
Task 035 was for the construction of the biotreatment
system by Envirex for use in fulfilling Task 030. Contractor was very
late in fulfilling delivery of system. Close out of the contract is being
held up until pilot plant mechanical difficulties are resolved. Delay
serious due to impact of Task 030 above.
Task 037 was to allow time for American Oil Company
to evaluate cold weather effects on filters. A final draft of the report is
expected in January. No serious impacts are expected as a result of
this delay.

IBB039-21AYS, Task 003 is an interagency agreement with the Bureau
of Reclamation to develop an analytical model to predict mineral quality of
irrigation return flows. Field work has been completed and reports are
being drafted and expected to be in this office by March 1975. No serious
impacts expected.
Task 004. Desert Research Institute final draft is
overdue by six months. Recent correspondence to Grantee has resulted
in promise to produce report by end of February 1975. Delay not con-
sidered serious.
Task 005. Grantee Utah State University has
submitted draft of report. It is delayed because NERC-Corvallis has
not returned the report with their comments.
1BB039-21BEQ, Task 009 involving design criteria in Southeast for
lagoon and plant soil filter; grantee has been notified report is overdue.
It is expected to be in RSKERL by March 1975. Delay not considered
to have serious impact.
Task 010. Grant with L. P. Schram Feedlot, Inc.
will be complete by June 1975. Delay is not considered serious.
Task 011. Grantee is Kansas State University which
has completed field work. Grantee has not prepared final report in
suitable format. Grantee has been notified of intent to take such action
as available unless report is received in January.
Task 015. Inhouse effort on state-of-the-art of
converting animal waste into usable products delayed due to illness of
professional staff member and lack of suitable assignees from mining
program to contribute to work effort. Task delay does not seriously
impact other efforts.
1BB045-21ASH, Tasks 14, 15, 17, 18, and 29 delays information to
satisfy recent PL 92-500 requirements to consider soil treatment system
in construction grant program. Actions as appropriate have been taken
at this time.
II. Issues
In the last quarterly report for FY 1974, attention was called to
impacts of personnel shifts on program accomplishments at this Laboratory.
These impacts are already noticeable on research outputs and consist of
the following:

(a) The carryover work plus increased loads for program element
IBB 045 for FY 1975 will not allow reduction from 12 man years of effort
(FY 1974) to 10 man years (approved FY 1975) without serious impacts
on these activities. In addition, the present year appropriation budget
includes further fiscal increases in soil treatment not considered in
our present plans. In order to maintain continuity in the program and
allow time for an answer to NERC-Corvallis' appeal to ORD, Washington,
D.C. , for reconsideration of this matter, this Laboratory has maintained
work effort equivalent to 12 man years. Immediate results are costs in
excess of present budget in this program element.
(b) At the end of FY 1975, four permanent employees of the mining
program had to be absorbed into our other work programs. Two of the
four had disciplines usable in the 1BB039 (Irrigation Return Flow and
Animal Feedlot) program. One has been assigned responsibility in the
common services laboratory and one is detailed to assist the ground water
program. As was reported earlier, necessity of taking this action has
resulted in an effective increase of two man years to program element
IBB039 instead of the planned four. This is resulting in a reduction
of program accomplishment.
(c) Program element 1BB036 has lost two man years of effort due
to non-resolution of the manpower needs of program element IBB045
(See "a" above). Technical assistance requests plus this manpower
shortage has delayed accomplishments of work program tasks.
Ill. Accomplishments
Information is being supplied to the American Petroleum Institute
thru the General Counsel's Office in preparatory action for legal
proceedings.
Dr. Curtis C. Harlin, Jr. , visited seven operating land treatment
facilities in Australia to collect information on operations.
The Muskegon Research Project Review Committee met in Chicago
and reviewed current status of all components of the project. Additional
needed research at the site was agreed upon and listed in a rough
priority.
Three publications of research activities were made during the
quarter. For titles, see attachment to ROAP Status Report.
A contract proposal concerning ground water studies at industrial
dumps was reviewed for the Office of Water and Hazardous Materials.
Polish and Spanish scientists visited the Laboratory during the
quarter for discussion of programs of joint interest.

I. Impact of Delays:
1BA023. Delays in 22AEC and 04AEM have no impact, since the infor-
mation being assembled into final reports is already available to users.
1BA027. Delays in 07ABL 10 and 16ACG 05 will prevent consideration
of some parameters in the preparation of effluent guidelines, but probably
will not delay the completion of any affected guidelines. Delays in
16ADN will delay the potential improvement of existing pollutant analysis
capabilities.
1BB036. Delays in 21AZR and 21AZT have no impact except for
21AZR 07, where the scope revision will delay ROAP milestones 78A and 79B,
but will improve the technical quality of the ROAP output, and will prevent
the inclusion of new technology in the fluorine BPT effluent guidelines.
1BB039. Delay in 21AYP 08 is slowing the work of other researchers,
but the delays in Tasks 11, 13, 21, and 26 have no impact now. Delay in
21AYP 53 hinders PAM functions. Delays in 21AYU and 21BE0 have no adverse
impact.
II. Issues:
Two manyears are programmed in 1BA027 for Technical Assistance in
FY75. The Analytical Chemistry Branch has already spent nearly two
manyears for technical assistance, mostly for the study by Region VI of
the New Orleans water supply. The National Reconnaissance Survey of
drinking water systems will require even more effort. Probably four
manyears will be devoted by this Branch to technical assistance in FY75.
The research that will be penalized by this diversion of effort is mainly
developing and applying analytical methods to isolate and identify
pollutants in industrial effluents (07ABL).
Some of the effluent guidelines being promulgated by EPA are being
challenged by the affected industries. For example, litigation has been
started in several Federal courts concerning the effluent guidelines for the
fertilizer manufacturing point source category. These challenges will
likely place increasing demands on laboratory researchers to testify
on the technical aspects of the guidelines, further diverting them from
their research.
Industries interested in conducting EPA-supported pollution control
research will likely not want to accept cost-sharing grants because of
their current and anticipated economic situation. Performing this
research by contract will be more costly and will likely result in an
effective decrease in the effort that can be sustained in the next few
years.

The freeze on personnel actions imposed by the AARD effective
2 Jan 75 will delay the EOD of two professional staff being recruited
for the Industrial Pollution Branch, prevent prompt replacement of at
least two technicians planning to leave, and delay several approved
promotions. The need and desirability of the freeze is recognized but
because these delays will adversely affect SERL's programs and staff
morale, the planned management actions should be completed as quickly
as prudence dictates and the freeze should then be promptly ended.
III. Accomplshments:
1BA023-03ACQ 09. A model was developed for simulating the growth
of bacteria and concurrent degradation of organic materials in the
Aquatic Ecosystem Simulator (AEcoS). Aeration coefficients, valid
for any system, were estimated for the various dispersion rates. Using
background data from previous kinetics experiments, simulation runs
have been made. The model was calibrated to predict the growth of
bacteria and utilization of glucose throughout the length of the 64-foot
long AEcoS channel. Concentrations obtained in an AEcoS experiment
closely matched those predicted by the model.
1BA023-04AEM 05. Atrazine reacts in the presence of nitrate at
low pH's to form an N-nitroso derivative. The major derivative has been
characterized on the basis of spectral data, and a liquid chromatographic
method has been developed to analyze for it. The kinetics of formation
have been determined; at pH 2 the nitrosoatrazine forms over 100 times
faster than does the nitroso derivative of dimethyl amine and over 1000
times faster than the nitroso derivative of carbary1. The nitroso-
atrazine is stable at room temperature in the absence of light both in
the solid state and in diluted water solution. However, in water it is
rapidly degraded by light to 2-amino-4-chloro-6-isopropylamino-s-
triazine (desethylatrazine) and atrazine; its half-life in water
exposed to sunlight is less than five minutes.
1LA428-21BLC 02. The effect of arsenic as arsenate on nitrification
(NH4 -»¦ NO? -> NO3), a part of the nitrogen cycle, was found to depend upon
the inoculum size. Arsenate at concentrations higher than 100 mg/1
decreased the rate of oxidation of ammonia to nitrite by the bacteria
Nitrosomonas, but did not stop it. Arsenate concentrations less than
10 mg/1 have no significant effect on the oxidation of ammonia. The
rate of oxidation of nitrite by Nitrobacter was decreased by arsenate
at concentrations less than 10 mg/1 and inhibited by arsenate at con-
centrations greater than 100 mg/1.
1BA027-07ABL 06. Raw and treated effluents from a textile
plant have been analyzed under a grant to Murray State University, Murray,
Kentucky. Twenty-eight compounds were tentatively identified in the
raw effluent, including three chlorinated aromatics, three phenols,

twelve other aromatics, and three chlorinated aliphatics. Nine of these
are carriers for dyeing polyester fabrics. At least six of these com-
pounds were also found in the treated effluents.
1BA027-16ADN 19. The sensitivity of the GC-Fourier transform
infrared system has been increased so that identifiable spectra may
now be obtained on the fly for 400 ng samples. This sensitivity was
made possible by the use of a gold-coated light pipe 49 cm long and
2.5 mm in diameter that was fabricated in-house. With the standard
Digilab IR cell, the detection limit was on the order of a few micrograms.
Sensitivity is expected to be doubled by future planned improvements.
Excellent spectra have been obtained with the present system for a known
component originally present in the New Orleans drinking water at 0.1 ppb.
1BA027-16ADN 20. The techniques of low resolution chemical ioniza-
tion mass spectrometry and high resolution mass spectrometry were used
to identify a compound in New Orleans drinking water that could not be
identified by low resolution electron impact ionization mass spectrometry.
(Its spectrum was not in the data base and low resolution spectrometry
was not sufficiently definitive.) Chemical Ionization mass spectra
indicated that the unknown material had a molecular weight of 269. A
high resolution mass spectrum supplied molecular formulas for the ions.
The molecular formula for the mass 269 ion was found to be that of a
herbicide manufactured in St. Louis.
1BA027-Technical Assistance. Analysis of the New Orleans area
water supply samples was completed in January for Region VI. A total of
63 compounds were identified by the ACB; of these, 46 were confirmed.
Concentrations in the finished water ranged from 0.004 yg/1 (endren) to
5.0 pg/1 (atrazine). A preliminary report, "Draft Analytical Report New
Orleans Area Water Supply Study," available from Region VI, U.S. Environ-
mental Protection Agency, Dallas, Texas, contains results obtained
through October 21. A final report will be available later.
1BB036-21AZR 08. A demonstration project has been completed for
the treatment of waste brines from the manufacture of phenols, chloro-
phenols, and chlorinated pesticides. Treatment consists of carbon
adsorption for the heavy ends (phenols and chlorophenols) and UV chlorin-
ation for the light ends (short chain acids). Lab-scale tests were
successful for acetic, glycolic, 2-chloropropionic, chloroacetic, and
lactic acids. The process was also run successfully at full scale for
acetic acid. All components of the process - carbon, brine, heavy
organics, the caustic for carbon regeneration, and chlorinated gaseous
organics - may be recovered for reuse. This no-discharge process is both
technically feasible and economically attractive. Total costs for a
200 gallon/minute-scale brine treatment facility are $1.59 per 1000 gallons,
not accounting for credits for recycled materials.

1BB039-21AYP. Eighteen technical papers summarizing the progress
of the research on pesticide attenuation, transport, movement, and
runoff and the modeling of these processes were presented at the American
Society of Agronomy (ASA) National Meeting in Chicago, November 10-15,
1974. This all-day session, the first comprehensive public presentation
of our coordinated research efforts on this subject, was comprised of
reports from SERL, ARS, NASA, two contractors, and three university
grantees.
1BB039-21AYP 63. The first draft of the user manual "Control of
Non-Point Pollution From Agricultural Sources," being developed for EPA by
ARS has been submitted for review. The draft includes guidelines for
developing measures for controlling pollution from runoff of plant nutrients,
pesticides, and animal wastes. Flow charts or decision trees are provided
to guide the user through a series of technical questions or decisions
resulting in a list of specific controls appropriate for the prevailing
soil, climate, and cropping patterns. The Land Resource Area Maps generated
by the USDA-Soil Conservation Service (156 areas in the continental U.S.)
define the largest land area to which controls can be directed, farm-size
fields being the smallest.
1BB039-21AYU-05. A demonstration project for the drying and utili-
zation of poultry wastes is nearing completion at Michigan State University.
The waste management system developed uses poultry house ventilation
to pre-dry wastes automatically conveyed from under the birds to an
adjacent fuel-oil dryer. The wastes are dried and sterilized by the
high heat unit and mixed with commercial poultry, dairy, or sheep
ration to be recycled through the appropriate animals. The dried poultry
waste (anaphage) has a 30% crude protein content and has been shown in
sheep to have the same nutritional availability as soybean meal. No heavy
metal concentration buildup has been detected after more than thirty
cycles. No decrease in egg production has been noted after a full year
of recycle to chickens. The system appears to be economically attrac-
tive as a supplemental protein source and also solves a major waste
management problem.

17 remarks T§sk 026: Person who will assume responsibility for data processing, programming, and run-
ning Pesticide Transport and Runoff Model came on board in early December and is in the midst of
being oriented and familiarized with our data handling system. Problems with data formats and delay
in receiving valid data sets is an additional factor causing a delay in completing processing of
the 1974 data.
Task 053 - Staff involved in this were able to devote only part of the required time due to the need
to meet data processing deadlines to modeler and for development of in-house and sub-models. Sub-
stantial progress has been made this quarter on completing the first draft of the report.
