SECTION 1 - INTRODUCTION
1.1 PURPOSE
The U.S. Environmental Protection Agency (EPA) was formed December
2, 1970, in response to the need to coordinate the Government's
role in setting environmental policy and standards. Initially the
Agency contained nearly 40 libraries serving Headquarters, 10
regional offices and the Environmental Research Centers and
Laboratories. In order to meet the tremendous responsibilities of
the environmental area, the Agency recognized the need for coor-
dinating resources within its libraries and set forth a plan of
action to do so. A significant portion of this plan centered
around the development of an automated EPA in-house library system
designed to "increase access to the resources of the EPA
libraries." Thus, the National Library System (NLS) was de-
veloped .
The National Library System has undergone many changes in the 12
years since its beginning in the summer of 1971. Two of the most
important changes are:
1. Consolidation of the 40 independent libraries into 28
libraries forming a network.
2. Publication of a monthly cumulative EPA Catalog of
Library Holdings which supersedes annual publication of
the EPA Book Catalog and semi-annual publication of data
merged from decentralized Document Control Systems (DCS).

While the system has grown tremendously since 1971 and is no
longer entirely an in-house system, the goal to "increase access
to the resources of the EPA libraries" remains unaltered. The
most recent attempt to realize this goal was made in June of 1979
when the EPA Library Network became an Online Computer Library
Center (OCLC) subscriber.
It is important to note here that the EPA Library System is auto-
mated only to the point that it has computer generated products.
It has never been, nor is it now, an on-line system. EPA library
holdings are most accurately reflected in the paper and micro-
fiche products generated from the automated system to which EPA
subscribes. For this reason, it should be understood that the EPA
Catalog of Library Holdings and other reports discussed herein,
must be used in conjunction with the OCLC Online System.
1.2 USER PROFILE
The National Library System is intended for use by the library
staff as well as users of library services. The staff of the
library uses the NLS to keep current records of the status of the
collections, to accumulate bibliographic information about the
collection, and to ascertain the resources of other libraries in
the EPA network. Users of the library depend on the NLS to
locate publications or groups of publications to support their
functions related to the mission of the Agency. Users locate
publications by subject, title, or author using the EPA Catalog
of Library Holdings.

SECTION 2 - SYSTEM SUMMARY
2.1 OVERVIEW
The National Library System (NLS) is a computerized reporting
system to support the network of EPA libraries nationwide. The
system is not an online search and retrieval system but rather a
group of programs which takes data from the OCLC system format
which has been placed on the EPA master bibliographic file, and
creates reports reflecting holdings for all EPA libraries. The
NLS works in conjunction with the OCLC-MARC subscription
bibliographic service, and allows each library in the network to
indicate its holdings of a particular publication in the EPA
Catalog of Library Holdings. Figure 1 is a system flowchart
showing the flow of data within the NLS.
The OCLC system is a large-scale data base of bibliographic
information on business, scientific, and technical publications.
The EPA subscribes to the service for the purpose of obtaining
bibliographic information to be used in the EPA National Library
System reports. The first library to log-on to the OCLC system
and utilize Partial Mode Cataloging techniques creates a record
that is copied to the OCLC-MARC tape after which it becomes the
Master Bibliographic Record (MBR) in the NLS. The MBR is the
"master" record for a publication in the NLS and contains as much
bibliographic information as EPA has deemed appropriate from the
OCLC record.

After a publication is cataloged and an MBR has been produced,
each successive library that logs-on to OCLC and "UPDATES" a cata-
log entry will create only a Library Holdings Record (LHR) in the
National Library System. Whenever a library accesses OCLC and
issues a command, the entire OCLC master record is spooled to be
written to a magnetic tape along with a code that indicates what
command was used and which library issued the command. The LHR is
created by the National Library System programs from information
taken from the OCLC master record. The LHR identifies a library as
having a copy or copies of a publication, which local collection
they have placed it in, the call number or local shelf number, an
open entry and/or any local comments or identifying information
about the publication. The LHR allows a local library to identify
itself as a holder of a publication within the EPA Catalog of
Library Holdings. A library may have more than one LHR for the
same publication if it has more than one copy of the publication.
A total of 90 LHR's can be created per MBR.
2.2 OPERATIONAL ENVIRONMENT
The National Library System software resides on the UNIVAC 1100
computer system at Research Triangle Park, North Carolina. NLS
interfaces with the OCLC subscription service via magnetic tapes,
which are created monthly and sent to the EPA. The OCLC service
is accessed through dial-access terminals using the Tymnet tele-
communications system and through dedicated OCLC terminals.

SECTION 3 ~ SYSTEM OPERATION
3.1 OCLC ~ NATIONAL LIBRARY SYSTEM INTERFACE
3.1.1 OCLC Bibliographic Service
The National Library System (NLS) uses the OCLC service to obtain
bibliographic information. Users within the EPA library network
can sign-on to the OCLC system, obtain bibliographic information
pertaining to a publication and have it transferred back to the
NLS for inclusion in the set of library indexes collectively
known as the EPA Catalog of Library Holdings. The following
paragraphs describe the access to OCLC and its relationship to
the NLS.
3.1.2 OCLC-MARC Tape Subscription Service
All bibliographic information contained in the EPA Catalog of
Library Holdings comes to the NLS by way of the OCLC-MARC magnet-
ic tapes. The user logs-on to the OCLC system and uses the
"UPDATE" command to catalog a publication to appear in the NLS
reports. The publication is stored in OCLC by the OCLC number
which is a unique key identifier assigned to each OCLC record
when it is originally cataloged. This nuifiber remains the key in
the NLS and is called the System Identification Number (SID).
3.1.3 Preparing to Attach Holdings Records
When preparing to attach holdings, the library should first check
the NLS microfiche reports to see if the publication is currently
on the NLS. If so, that OCLC number should be used to locate the
proper record in the OCLC system. If the publication is not

currently on the NLSf the library can log-on to OCLC and see if it
is in OCLC. If it is located in OCLC, the library can use the
"UPDATE" command to create an LHR in the NLS. If the publication
is not on NLS or OCLC, "original cataloging" must be done on OCLC
to produce an MBR and an LHR.
3.1.4 EPA Original Cataloging
There are two types of "cataloging" which are performed through
the OCLC system. "Original" cataloging can be done when a publi-
cation is not currently on the OCLC system.
Only certain libraries can access OCLC to create an original
catalog entry for a newly acquired publication. The OCLC master
record which is passed to NLS as a result of this action is the
basis for the creation of the Master Bibliographic Record (MBR)
and a Library Holdings Record (LHR) in NLS. Those libraries that
do not have original cataloging capability should send coding
sheets for books to Cincinnati and coding sheets for reports to
Research Triangle Park (RTP).
3.1.5 EPA Partial Cataloging
"Partial" cataloging is done if a record for the publication al-
ready exists on the OCLC system. A Library can use the OCLC "UPDATE"
command to "attach its holdings" in OCLC and in the NLS.
3.1.6 Library Holdings Record and Master Bibliographic Record
Libraries control their own holdings list through the use of the
OCLC ¦UPDATE" and "CANCEL" commands and the EPA "LOCAL" DELETE
commands. When a user logs-on to OCLC, locates the publication's
bibliographic record, and issues the "UPDATE" command, a copy of

the OCLC record is written to the OCLC-MARC tape along with the
code indicating which command was issued. This action is the
basis for the creation of a Library Holdings Record (LHR). If
the library has more than one copy of a publication it may create
a LHR for each copy, indicating in which collection each copy resi-
des. The first OCLC record for a publication to enter the NLS be-
comes the basis for creation of a-Master Bibliographic Record (MBJR)
3.1.7 Authorized Collection Codes
The library enters its local holdings information into OCLC tags
049 and on 099, 090, or 050 at the time it "UPDATES" its holdings
record. The first item of information that may be changed in tag
049 is the one character collection code. The library code is a
3-character unique alphabetic identifier assigned to each library.
Table 1 is a complete list of library codes and the respective
library locations. Table 2 is a complete list of authorized col-
lection codes. The library indicates which local collection the
publication is being placed in with the one-character collection
code. When a library logs on to OCLC, a collection code of "M"
is assigned by the system as a default on OCLC tag 049. OCLC
allows libraries to change the default collection code "M" to a
"D" or an "R" by typing a "D" or an "R" over the "M". *Some
libraries are authorized by OCLC to use other collection codes.
A library can specify another collection code authorized by OCLC
if authorized by the Chief of Library Systems Staff (see Table 2).

The library enters the desired code into tag 049 immediately
following the library code and default collection code. The code
must be preceded by an at sign (@) and must be enclosed in
brackets. Codes currently authorized for all libraries may be
entered into the NLS via OCLC using the following method:
049 EJBM[@J]
The acceptable collection codes and their meanings are given in
Table 2. Note the alphabetic codes given in parentheses following
the explanations. These codes are computer generated from the
collection code entered in tag 049, and are included on all EPA
Catalog of Library Holdings indexes.
3.1.8 Open Entry Field (OCLC Tag 049)
Another part of the Library Holdings Record is the open entry or
comments field taken from tag 049 of the OCLC record. This field
is for the local library to enter any identifying information
about the publication, such as publication date, volume number,
copy number, or any meaningful information of up to 40 charac-
ters. This entry is placed immediately following the library/
collection code entry and must be enclosed in brackets. When a
library "PRODUCES" cards, open entry data must be entered in
eight (8) character groups with each group enclosed in brackets.

3.1.9 Call Number Field (OCLC Tags 099, 090, 050)
The call number included in the LHR is taken from OCLC tags 099,
090 or 050, in that order of precedence. That is to say that if

tag 099 exists, its contents are used as the call number. If tag
099 does not exist and tag 090 does, then tag 090 is used as the
call number. If neither 099 nor 090 exist, then tag 050 is used.
If none of these tags exist the system places eight (8) asterisks
(*) in the LHR for the call number. If none of these tags exist
and if the library wants to assign an LC-like call number, it
must be entered in tag 090; if it assigns a local free text call
number, the number must be entered in tag 099.
OCLC tag 099 is used for non-standard local library call number
or accession number. Tag 090 is used for a local call number if
it has the same form as a Library of Congress number. Tag 050 is
the Official Library of Congress call number.
3.1.10 Deleting Holdings Records
When the library wishes to delete its record of holding a publi-
cation from the OCLC database and from the EPA Catalog of Library
Holdings, it deletes the related LHR using the OCLC "CANCEL" com-
mand. (The "CANCEL" causes a local delete command, discussed in
3.1.11, to be generated in NLS, to delete that record.) The use
of EPA "local" delete commands (see Table 3) allows the library
to delete and replace one LHR or a group of LHRs with another
LHR(s).
3.1.11 Changing Holdings Records
If the library decides that information in an LHR should be
changed, it can enter in OCLC tag 049 one of the three "local"
delete commands.

Two steps must be taken to replace one LHR with another LHR. (1)
Call up the record by OCLC number, enter "local" delete command
immediately preceding the library/collection code and use OCLC
"UPDATE" command. (2) Call up the OCLC record again, re-enter
LHR and use OCLC "UPDATE" command.
Table 3 gives the format of "local" delete commands and the func-
tions performed by those commands. Note that all local commands
must be enclosed in brackets. EXAMPLES:

3.2 NLS SOFTWARE
There are three main programs in the National Library System.
They are written in COBOL and reside on the UNIVAC computer system
located at Research Triangle Park, North Carolina. The programs
are accessable and are executed remotely from computer terminals.
The names of the programs and their functions are listed below.
3.2.1 PRE-EDIT
The PRE-EDIT program reads the OCLC-MARC master tapes and creates
a disk file of the records, with a control key attached which, is
used by the next program, EDIT1. A sample record as received
from OCLC is shown in Appendix E. The OCLC-MARC tapes contain
records of EPA transactions performed in a given month. The
control key attached to each record consists of, and the file is
sorted by, the OCLC number, institution/library code, OCLC tran-
saction code, and the input sequence number. The-PRE-EDIT
program also produces informational and error reports.
3.2.2 EDIT1
The EDIT1 program reads the output from the PRE-EDIT program and
scans each transaction record for the occurrence of OCLC "CANCEL"
and EPA "local" delete commands in OCLC tag 049. EDIT1 performs
the actions indicated by the transactions records and maps the
OCLC tag structure to the EPA tag structure creating the EPA
formatted master file consisting of the Master Bibliographic
Records and Library Holdings Records. An example of the EPA for-
matted record is shown in Appendix F.

During the process of converting the OCLC-MARC tapes to EPA
National Library System format, the EDIT1 program produces a
listing of informational and error messages. The library must
review this listing each month to ensure the accuracy and
integrity of the EPA master file since it highlights potential
problems or inconsistencies in the transactions against the
master file for that month. A complete list of EDIT1
Informational and Error Messages can be found in Appendix B.
Appendix C is a sample of the EDIT1 informational and error
report.
3.2.3 MERGEMST
The MERGEMST program matches the incoming EPA formatted master
records from EDIT1 with the current master file, creating a new
master file. The program adds new holdings records, deletes
records, and replaces old records with new ones on the master
file. It matches the two files using the System Identification
Number (SID) , which consists of the OCLC number and the record
status word.
The MERGEMST program also produces an informational and error
report. The report is sorted by library code and System
Identification Number. It indicates all actions taken concerning
a libraries holdings records. An explanation of the information
and error messages produced can be found in Appendix B.
Appendix D is a sample of the MERGEMST informational and error
report.

3.3 SYSTEM INDEXES
There are three principal indexes produced by the National
Library System. The Title, Author, and Subject Indexes are
collectively referred to as the EPA Catalog of Library Holdings
which is generated monthly on microfiche. A Shelf List is
generated as requested by individual libraries. A Verification
Listing is generated each month for each library that has created
MBRs and/or LHRs. These five indexes are sorted by the computer
using the following standard ASCII sort sequences:

For ease of use, lower case characters are sorted as though in
upper case, so each title, subject and author is listed in strict
order, character by character, from left to right. However, due
to printer limitations, diacritic and other special characters
may convert to unanticipated print characters as shown in
Appendix G-2.
The content of each report is discussed in this subsection.
Table 4 lists the OCLC tags, corresponding EPA tags, their defi-
nitions and in which reports they appear.
3.3.1 Title Index
This index is arranged in alphabetical order by title. It
is a complete listing of all publications available in the
EPA library network, and contains the most complete
bibliographic citation of the three indexes. This

index includes the entire Master Bibliographic Record, as
well as all EPA libraries holding the publication. The
holding information is taken from the Library Holdings
Record.
An entry for a publication on the Title Index includes the
title, followed by a line or a series of lines of
bibliographic information from the Master Bibliographic
Record. As much bibliographic information as EPA has deemed
appropriate from the OCLC system will be included in this
entry. Most items of information will be preceded by an
identifying abbreviation and a colon {:), such as "PUBR:"
for the publisher information. Other fields of data will be
separated with two backslash symbols ( ), and multiple
entries of the same field will be separated with one
backslash. The fields and the relating prefixes can be
found in Table 4.
Those tags shown on Table 4 with a "TX" in column 1 will be
printed in the Title Index as a cross reference to the main
title. Each "See" reference refers to the specific OCLC
number under the main title entry.
Appendix G-l is a sample of the Title Index.

3.3.2 Author Index
This index is arranged in alphabetical order by the
author's last name. It includes personal as well as cor-
porate authors. The only bibliographic information given
for a publication in this report is the title and year of
publication. Underneath this entry is the local library
information from the Library Holdings Record including
library code, special collection code, computer generated
translation of the collection code, local call number, and
open entry or comments data.
Appendix G-2 and G-3 are samples of the Author Index.
Appendix G-2 is a sample of the index with special charac-
ters in the name and Appendix G-3 is a sample with no spe-
cial characters in the name.
3.3.3 Subject Index
This index is arranged in alphabetical order by subject
terms and by the first eight characters of the title. The
information included from the Master Bibliographic Record
are subject term, title, and year of publication. As in
the other indexes, the holdings information is printed
underneath the bibliographic information.
Appendix G-4 is a sample of the Subject Index.

3.3.4 Shelf List Report
This index is arranged by call number or local shelf
number within library/collection code. It is run on an as
required basis and is primarily used in library inventory.
It is designed so that all publications within the same
collection in the same library are reported together on
the same group of pages. The library and collection code
is printed in the report heading for easy identification.
The page numbers also re-initialize whenever a new library
collection code is being reported to aid in separation and
distr ibution.
This report contains the essential items of information
needed to inventory a collection and is arranged the same
as the Title Index.
Appendix G-5 is a sample of the Shelf List.
3.3.5 Verification Listing
The Verification Listing is produced for each library
having a transaction on the monthly OCLC MARC tapes for
the purpose of examining new input records for possible
errors during entry. This listing is only a preliminary
one and does not necessarily reflect what will be printed
in the EPA Catalog of Library Holdings. It only reflects
the information from the OCLC master tapes. The listing
is organized by EPA library code and publication title so
that all data for a particular library will be together.

It is in essentially the same format as the Title Index
Report, with MBR bibliographic information listed first
followed by the libraries' holdings information from the
LHR(s).
Appendix G-6 is a sample of the Verification Listing.
3.3.6 OCLC Output Tape Generation Report
The OCLC Output Tape Generation Report is provided by OCLC
and distributed to all libraries which are included on
that report. The report summarizes the number of transac-
tions submitted to OCLC for a given month, by library
code, and gives the earliest and latest dates which OCLC
was accessed by the library. Also, at the end of the

library should check the Verification Listing and the monthly
microfiche to determine whether a deletion should be done before
a correction is applied. If a change is then required to the
master file, a local delete and OCLC "UPDATE" command should be
used to delete the bad record and the OCLC "UPDATE" command
should be used to create a new one.
