1.	INTRODUCTION
This publication contains a list of federal procurement
invitations and contract awards for noise research and development
services for the 1976 fiscal year. This is the first issue on a
quarterly basis for Noise R&D and will contain information excerpted
from issues of the U.S. Department of Commerce's Commerce
Business Daily.
An executive summary is provided. The information in
Noise R&D has been broken into months and by research categories
for the reader's convenience. These categories include the research
categories used by EPA in the Report on Status and Progress of
Noise Research and Control Programs in the Federal Government.
Each announcement from the CBD has been assigned a
reference number. A cumulative index of reference numbers to
procurements and awards, and a cumulative bar graph of contract
value by research categories and federal agencies, are presented
for the current fiscal year and the prior 1975 and 1974 fiscal years.
Announcements of contract awards and procurement
invitations are extracted from CBD if they relate to noise, acoustics,
or sound. If the relevance of an item is questionable, but a possible
application to the noise program can be explained, then the announce-
ment will be included under miscellaneous.
Announcements on the Navy's underwater research,
sonar or warfare, are generally excluded, but if it can be ascertained
they are relevant to other listed research categories, they may be
included.

2.	SUMMARY (January 1976)
Department of Defense
DOD awarded three noise-related contracts totaling
$241, 601 for the largest total award of any department or agency
this month. This is 149% of the $161,928 total awards for January
of 1975. The total DOD contract awards thus far in fiscal year
1976 are 61% of fiscal year 1975 awards. See Figures (3-2) and
(3-4).
The largest of the three DOD awards was for $110,939
which was awarded by Wright-Patterson AFB to the University of
Dayton, Dayton, OH, for operational acoustic research with human
subjects. See CBD clip (139).
The second award for $94, 137 was given by the Office
of Naval Research, Arlington, VA, to Bolt, Beranek and Newman,
Inc., Cambridge, MA, for further research on noise-control
technology. See CBD clip (137).
The third award for $36, 525 was also given by the Office
of Naval Research, Arlington, VA, this time to the Seattle University,
Seattle, WA, for further research on acoustic biochemistry. See
CBD clip (150).
A number of proposed procurements were issued by DOD
through the Air Force and the Navy as follows:
The Naval Regional Procurement Office, Philadelphia,
PA, issued a RFP to Consolidated Kinetics Corp., Columbus, OH,
for a sounding deadening enclosure. See CBD clip (140).

The Naval Regional Procurement Office, Long Beach,
CA, will negotiate a contract with Marconi Instruments Ltd. of
England as a sole source of supply for automatic white noise test
sets. See CBD clip (144).
The Rome Air Development Center, Griffiss Air Force
Base, NY, is negotiating with Megatek Corp., San Diego, CA, to
fabricate a statistical noise analyzer. See CBD clip (146).
The Air Force is soliciting four firms, Stanray Corp. ,
Chicago, IL; E. C. DeYoung, Inc., Ontario, CA; Industrial
Acoustics Co., Bronx, NY; and Environmental Elements Corp,
Baltimore, MD to design and fabricate three demountable noise
suppressor systems. See CBD clip (149).
The Directorate of R&D procurement, Wright-Patterson
AFB, OH, will be negotiating with IIT Research Institute concerning
continuation of a contract dealing with noise vs. tracking. See CBD
clip (151).
The Base Supply Office of McEntire ANG Base, Eastover,
SC, will open bids 4 March '76 for construction of a power check
pad with noise suppressor. See CBD clip (153).
Environmental Protection Agency
EPA awarded a contract for $86, 700 to Wyle Laboratories,
El Segundo, CA, for development of noise control technology. There
were no awards by EPA for January of 1975. The total EPA contract
awards thus far in fiscal year 1976 are 196% of fiscal year 1975
awards. See Figures (3-2), (3-4) and CBD clip (136).

Department of Transportation
DOT awarded a contract for $68,058 to Transit Development
Corp., Washington, D.C., for industry advisory board support for
in-service testing and evaluation of noise programs. This is 115%
of the $58, 728 total awards for January of 1975. The total DOT contract
awards thus far in fiscal year 1976 are 159% of fiscal year 1975 awards.

DOT also issued a RFP due 26 March 1976 for a study
applying acoustical scale modeling to traffic propagation at complex
urban/suburban freeways. See CBD clip (152).
National Aeronautics and Space Administration
The Lewis Research Center, Cleveland, OH, will issue
non-competitive RFP's to General Electric Co., Cincinnati, OH and
United Technologies Corp., East Hartford, CT, for supersonic
cruise aircraft research. See CBD clips (131) and (132).
The Langley Research Center, Hampton, VA, plans
negotiations with Hersh Acoustical Engineering, Chatsworth, CA,
on a sole source basis for investigation of the effects of grazing
flow on the steady state and acoustic impedance of porous faced
liners. See CBD clip (133).
The Lewis Research Center, Cleveland, OH, will issue
RFP's to five firms to develop a direct method to demonstrate
the model structure of sound generated by fan stage. The firms
are: Pratt and Whitney Aircraft, General Electric Co. , AVCO/
Lycoming Division, Garrett Corp. /Airesearch and Teledyne/CA.

The Lewis Research Center is also issuing a non-
competitive RFP to General Electric Co. , Cincinnati, OH, for a
follow-onprogram to an existing contract for a theory of acoustic
transmission through turbines. See CBD clip (135).
NASA's Ames Research Center is issuing a Limited
source procurement to The Boeing Commercial Airplane Co.,
Seattle, WA, and to Lockheed-Georgia Co. of Marietta, GA, for
large-scale wind tunnel testing of the quiet short-haul research
aircraft (QSRA) configuration. See CBD clip (145).
General Services Administration
GSA's Region 3 has issued several noise-related
procurements for the Washington, D. C. area.
Bids will open for acoustical ceilings for Arlington
Area Buildings in Arlington, Alexandria and Fairfax, VA. See
CBD clip (141).
An RFP for acoustical ceilings and associated work
has been issued for West Area Buildings, Group 1, in Washington,
D.C. See CBD clip (142).
GSA has also announced a procurement for acoustical
ceilings and associated work in South Area Buildings, Washington,
D.C. See CBD clip (143).

Department of Interior
The Bureau of Mines is seeking R&D sources for a
proposed research project to develop noise control techniques aimed
at reducing noise levels in mantrip vehicles to those consistent with
state-of-the-art technology. An eventual goal of the research will
be a reduction to 85 dBA or less, as measured at the approximate
location of the passenger's ear. Interested firms deemed qualified
in this area will receive a copy of the RFP. See CBD clip (138).
Department of Commerce
The Commerce Department has issued a RFP due 19
February 1976 for a report on the critical review of literature on
vibration isolation. See CBD clip (148).

SUMMARY (February 1976)
Department of Defense
DOD awarded three noise-related contracts for a total of
$417,034, the largest of the Federal Government's awards for February.
This is 836% of the $49,860 total awards for February, 1975. Total
Defense contract awards thus far in the 1976 fiscal year are 74% of
the 1975 fiscal year awards. See Figures (3-2) and (3-4).
The largest contract award was for $292, 850 to Technical
Contractors and Installations, Inc., Pasadena, CA, for a shielded
anechoic chamber facility for the OICC Naval Station, CA. See CBD
clip (154).
Wright-Patterson AFB awarded a $67, 000 contract to the
Stanford Research Institute, Menlo Park, CA, for high quality noise.

A third award of $57, 184 was granted to Marvalaud, Inc. ,
Westminster, MD, for studies on various materials subjected to
metallographic, mechanical and acoustical emissions by the Aberdeen
Proving Ground, MD. See CBD clip (158).
Several proposed procurements were issued by the
Department through the Army, Navy and Air Force.
The Army is soliciting a report covering the elements
of development of noise abatement cost benefit relationships for
Army construction activities. See CBD clip (161).
The Procurement Division at Fort Sill, OK has issued
an invitation for bids on the installation of folding accordian-type
acoustical partitions in the NCO club. See CBD clip (171).

The Western Division of the Naval Facilities Engineering
Command is seeking library noise reduction by relocation and replace-
ment of various pieces of ventilation equipment at the Naval Post-
graduate School, Monterey, CA. See CBD clip (164).
Bids are requested by the Marine Corps Air Station at
Cherry Point, NC for the acoustical treatment of an engine accessory
shop. See CBD clip (169).
The Office of Naval Research, Arlington, VA, will
conduct negotiations with the Summit Research Corp. of Gaithersburg,
MD for studies on the effectiveness of future acoustic sensors. See
CBD clip (176).
Wright-Patterson Air Force Base, OH, is considering
negotiations with Environmental Elements Corp., Baltimore, MD,
for the fabrication, transportation and installation of an A/F-32T-7
engine test cell noise suppressor. See CBD clip (159).
An RFP has been issued to Industrial Acoustics Co. ,
Bronx, N.Y., for a noise suppressor with F 111 power check pad data
by Kelly Air Force Base, TX. See CBD clip (160).
Wright-Patterson AFB is also seeking responses on a
proposal to measure the noise and vibration environments of Air
Force Operations in Exploratory Development Area PMS 77-11.
Potential contractors should show evidence of experience in conducting
community noise exposure measurements and knowledge of Air Force

Veterans Administration
The VA awarded one noise-related contract for February
totaling $91,250. There are no comparable figures available for the
agency's February 1975 awards.
The Leavenworth, KS Veterans Administration Center
awarded a contract to Midwest Acoustics Inc., Kansas City, MO, for
acoustical ceilings and light fixtures. See CBD clip (163).
The VA Hospital in Northport, N. Y. will open bids
1 March 1976 for the installation of a new suspended acoustical lay-
in ceiling system. See CBD clip (167).
Environmental Protection Agency
EPA awarded two noise-related contracts this month
totaling $65,276. There were no contract awards for February, 1975.
Cumulative EPA awards thus far in fiscal year 1976 are 208% of the
previous year's awards. See Figures (3-2) and (3-4).
The largest noise-related contract went to General
Electric Tempo of Washington, D. C. for draft environmental impact
studies on specialty truck components. See CBD clip (183).
General Electric Tempo also won a second contract to
develop environmental impact statement reports on motorcycles.

Both contracts were awarded by the EPA in Washington,
D. C. There were no procurements issued for February.

General Services Administration
GSA awarded two noise-related contracts for February
totaling $50,000. This is 17% of $300,000 contract awards for
February 1975. GSA's total awards thus far in fiscal year 1976 are
50% of fiscal year 1975 awards. See Figures (3-2) and (3-4).
General Office Furniture Wholesalers of Arlington, VA
was awarded a $250, 000 indefinite-quantity contract for acoustical
partitions. See CBD clip (172).
A similar $25, 000 contract was also granted by GSA in
Washington, D. C. to Acoustical Screens in Color of Dallas, TX for
acoustical partitions. See CBD clip (173).
GSA in Texas is seeking sound controlling board. See
CBD clip (162).
GSA's Region 3 will open bids 27 February 1976 for
acoustical ceilings and associated work under term contract in
West Area Building Group #2 in Washington, D. C. See CBD clip
(168).
Region 3 has also issued an IFB for the performance
of electrical, acoustical ceiling and painting work in Wilkes-Barre,
PA area buildings. See CBD clip (170).
National Aeronautics and Space Administration
NASA's Goddard Space Flight Center in Greenbelt, MD
has awarded a contract to the Molectron Corp. for a study effort
to develop a low noise silicon bolometer. See CBD clip (174).

The Ames Research Center, Moffett Field, CA, is
conducting negotiations with Mechanics Development Co. of Pacific
Palisades, CA for a theoretical and experimental study of fLap noise
mechanisms. See CBD clip (156).
NASA's Johnson Space Center inHouston, TX is seeking
construction of a noise control enclosure of structural steel framework,
gypsum board walls, a ceiling of precast concrete and installation
of a handrail at the Center. See CBD clip (165).
The Ames Research Center is also seeking an extension
of a wind tunnel for an acousticl research study. Solicitation limited
to Bolt, Beranek and Newman Inc. of Canoga Park, CA. See CBD

NASA's Lewis Research Center in Cleveland, OH will
open bids 28 March 1976 for the design and fabrication of a noise
data acquisition system. See CBD clip (184).
The Lewis Research Center has also issued an RFP
to the Detroit Diesel Allison Division of General Motors, Indianapolis,
IN, for the fabrication of a 20-inch diameter quiet high flow fan.

Department of Interior
The Bureau of Mines, Pittsburgh, PA, is seeking qualified
respondents for a proposal to study the effect of underground environ-
ment and loading conditions on the noise levels of coal mining equipment.

The Bureau of Mines, Denver, CO, plans to request
proposals for a research project on engineering noise control guidelines
for the coal mining industry. See CBD clip (181).

Department of Health, Education & Welfare
The National Institute for Occupational Safety and Health,
Rockville, MD, is soliciting proposals from organizations interested
in performing specific design improvements to the NIOSH -designed
portion of the dosimeter system and to construct a number of rubberized
units for field use. See CBD clip (178).
NIOSH is also seeking organizations interested in per-
forming field investigations of noise reduction afforded by insert type
hearing protectors. See CBD clip (186).
Department of Transportation
The Federal Aviation Agency is seeking respondents to
an RFP for a cost-benefit oriented system analysis to develop future
civil aircraft noise reduction alternatives. See CBD clip (179).
The Federal Highway Administration is conducting
negotiations with Michigan acoustic Consultants of Milford, MI for
guidelines for the measurement of interstate motor carrier noise
emissions. See CBD clip (180).
Energy Research and Development Administration
ERDA is seeking qualified respondents to an RFP for a
research study encompassing a noise analysis of the distribution
system, specifically distribution line carriers. See CBD clip (157).

Smithsonian Institution
The Smithsonian will open bids 2 March 1976 for the
installation of an acoustical tile concealed-grid ceiling, including
all necessary suspension systems as well as electrical work for

Department of Defense
The Defense Department again leads the Federal Govern-
ment's noise-related contract awards with a total of $115, 137 awarded
for March. This is 32% of the $355,875 total awards for March, 1975.
Cumulative Defense contract awards for the 1976 fiscal year are 78%
of FY 1975. See Figures (3-2) and (3-4).
The Office of NavaL Research granted the largest award
of $65,000 to the University of California at Los Angeles, CA for
research on a theory of optical propagation in the atmosphere to
acoustic propogation in the ocean. See CBD clip (210).
ONR also awarded a $50, 137 contract on arctic acoustic
research to the Polar Research Laboratory Inc. of Santa Barbara, CA.

Several proposed procurements were issued by the
Department through the Army, Navy, Air Force and Air National
Guard.
Fort Benning, GA is seeking prospective contractors
for the replacement of acoustic ceilings and specific lighting. See

The Army Corps of Engineers, Kansas City, MO, will
open bids 21 April 1976 for the expansion of an Army Reserve Center.
Work will include acoustical tile ceiling. See CBD clip (201).

Fort Huachuca, AZ is soliciting bids to upgrade a sound
attenuation room. See CBD clip (204).
The Naval Undersea Center in San Diego, CA is conducting
negotiations with Rohr Industries Inc. of Chula Vista, CA for a noise
reduction study of permanent wall lining for the augmentor of a stationary-
jet aircraft noise supporessor. See CBD clip (188).
The Marine Corps Recruit Depot in San Diego, CA is
soliciting bids for the installation of acoustical units and panels. See

The Puget Sound Naval Shipyard, Bremerton, WA, has
issued a construction procurement which also includes provisions for

The Naval Avionics Facility in Indianapolis, IN is seeking
bids for the renovation of anechoic chamber. See CBD clip (203).
Acoustical ceiling work is included in the planned renovation
of the Officers' Club at Bergstrom Air Force Base, Texas. See CBD

Kelly Air Force Base in Texas has accepted technical
proposals from several firms for the construction of an anechoic
antenna test chamber. Firms listed include the Rantec Division of

totaling $34, 600. This represents 16% of the $217,360 awards for
March 1975. Total NASA contract awards thus far in the 1976 fiscal

The GSA in Denver, CO is seeking prospective contractors

The remainder of this report records Federal procurement
invitations and contract awards by general research categories and
indicates funding to date. The following is an explanation of these
categories. Figure 3-1 provides an illustration of the level of funding
for each category for the current fiscal year to date, and Figure 3-2
illustrates expenditures by agency. Figures 3-3 and 3-4 show compar-
ative levels for the 1975 fiscal year and Figures 3-5 and 3-6 show
comparative levels for the 1974 fiscal year.
