EPA's Brownfields  Economic Redevelopment Initiative is designed to empower states, communities,  and other
stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and
sustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and
an active potential for redevelopment or reuse. EPA is funding: assessment demonstration pilot programs (each funded
up to $200,000 over two years), to assess brownfields sites and to test cleanup and redevelopment models; job training
pilot programs (each funded up to $200,000 over two years), to provide training for residents of communities affected
by brownfields to facilitate cleanup of brownfields sites and prepare trainees for future employment in the environmental
field; and, cleanup revolving loan fund programs (each  funded up to $500,000 over five years) to capitalize loan funds
to make loans for the environmental cleanup of brownfields. These pilot programs are intended to provide EPA, states,
tribes, municipalities, and communities with useful information and strategies as they continue to seek new methods
to promote a unified approach to site assessment, environmental cleanup, and redevelopment.
BACKGROUND

EPA has selected the  City of Gloucester for a
Brownfields Pilot. Gloucester (population 12,121)is
a small, urban, working-class community located on
the Delaware River, south of the City of Camden.
The city's Southport Area was formerly home to a
vibranttextile and shipping industry, supplyingjobsto
a large portion of the city's residents. The decline of
these industries after World War II contributed to the
loss of more than 25 percent of the city's population
and contributed to more than 150 brownfields in the
Southport Area.

The Pilot focuses on the city's Southport Area.
Through redevelopment of the area's brownfields,
Gloucester intends to spur environmental cleanup,
alleviate potential health problems, and restore
sustainable economic growth to the city.

OBJECTIVES

The Pilot's objective is to revitalize 188 acres within
the Southport Area to take advantage of the area's
proximity to local housing.  This  will promote
developmentthat uses existing infrastructure to restore
economic vitality and civic pride. Through the Pilot,

the city will select sites within the focus area that
represent the best opportunities for redevelopment.
These sites will then  serve as models for site
redevelopment, attracting additional public and private
resources for future projects throughout the city.

ACCOMPLISHMENTS AND ACTIVITIES

Activities planned as part of the Pilot include:

• Developing an inventory of brownfields sites with
 redevelopment potential and selecting up to three
 sites for assessment;

• Identifying  and removing   barriers to the
 redevelopment process;

• Developing community-based site cleanup objectives
 and goals in  agreement with  state  and federal
 programs;

• Conducting community involvement activities to
 gain community input and support for the project;
 and

• Developing reporting programs to track and report
 on the progress of the Pilot.

The cooperative agreementforthis Pilot has not yet been negotiated;
therefore, activities described in this fact sheet are subjectto change.
