EPA's Brownfields Economic Redevelopment Initiative is designed to empower states, communities, and other
stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and
sustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and
an active potential for redevelopment or reuse. EPA is funding: assessment demonstration pilot programs (each funded
up to $200,000 over two years), to assess brownfields sites and to test cleanup and redevelopment models; job training
pilot programs (each funded up to $200,000 over two years), to provide training for residents of communities affected
by brownfields to facilitate cleanup of brownfields sites and prepare trainees for future employment in the environmental
field; and, cleanup revolving loan fund programs (each funded up to $500,000 over five years) to capitalize loan funds
to make loans for the environmental cleanup of brownfields. These pilot programs are intended to provide EPA, states,
tribes, municipalities, and communities with useful information and strategies as they continue to seek new methods
to promote a unified approach to site assessment, environmental cleanup,  and redevelopment.
BACKGROUND

EPA has selected the State of Hawaii Department of
Business, Economic Development, and Tourism fora
Brownfields Pilot. Hawaii is one of the most popular
tourist destinations in the world. Its visitor industry
drives its economy, creating the need for preserving
and restoring Hawaii's clean, healthy, and attractive
environment. Approximately 1.2 million acres of the
state's 4 million acres are owned by the state or four
counties. Many of these sites are located in valuable
harbor or downtown districts with along-range potential
for development and economic revitalization. The
development of these areas would be a key stimulus
in economic revitalization of the state.

OBJECTIVES

The Pilot's objective is to stimulate through research
and demonstration projects those  industrial and
economic development efforts that  offer the most
immediate promise of expanding the state' s economy.
The Pilot will facilitate the identification, evaluation,
and selection of sites with the greatest redevelopment
potential, and enhance the State of Hawaii' s program
by providing a formal  network and working group
committed to brownfields redevelopment.

ACCOMPLISHMENTS AND ACTIVITIES

Activities planned as part of this Pilot include:

• Developing an inventory of potential state and county
 brownfields  properties and  evaluating  these
 properties to select those  with  the  greatest
 redevelopmentpotential;

• Performing environmental assessments on the top
 three to five prioritized sites;

• Identifying cleanup and redevelopment alternatives
 for each of the prioritized sites; and

• Developing and conducting a public participation/
 outreach  program to  provide   community,
 neighborhood, civic, educational, and environmental
 groups with information and opportunities to provide
 input into the assessment and redevelopmentprocess.

The cooperative agreementforthis Pilot has not yet been negotiated;
therefore, activities described in this fact sheet are subjectto change.
