BACKGROUND
EPA has selected the City of Delavan for a
Brownfields AssessmentPilot. Delavan (population
7,000) is located in southeastern Wisconsin,
approximately 40 miles southwest of Milwaukee.
The city has targeted the Ann Street Railroad
Corridor for this Pilot. This corridor is a 14-acre
light industrial and commercial tract in a mixed
residential area. Potentially contaminated brownfield
sites in the corridor border apark, commercial area,
residential homes, schools, and churches less than
a quarter of a mile from downtown Delavan.
Environmental contamination is suspected at all 12
target sites in the corridor, and contamination is
known to exist at seven of the sites. Known or
suspected contaminants include chlorinated solvents
and heavy metals. The blighted properties in the
corridor have deterred current industries from
expanding or remodeling and have curtailed new
business development. More than 1,000 people live
in areas surrounding the project area, and 16.2
percent of that population consists of low-income
households. Minorities account for 6.5 percent of
this population.
OBJECTIVES
Delavan's overall objective is to bring commercial
and professional businesses to the former industrial
sites in the rail corridor while preserving existing
neighborhoods adj acentto the area. To help the city
meet this objective, the Pilot will define the
contamination on eight of the 12 properties in the
target area and plan for the cleanup and
redevelopment of the entire corridor.

ACCOMPLISHMENTS AND ACTIVITIES
Activities planned as part of this Pilot include:
• Conducting Phase I environmental assessments on
at least six sites in the target area;

• Conducting Phase II environmental assessments on
four or more of these sites; and
• Developing a composite cleanup and development plan
for the entire corridor.
The cooperative agreement forthis Pilot has not yet been negotiated; therefore,
activities described in this fact sheet are subject to change.
