BACKGROUND
EPA has selected San Bernardino County for
a Brownfields Assessment Pilot. San
Bernardino County (population 1,621,900) is
located east of Los Angeles in the high-growth
area of southern California.
The target site for this Pilot is Cooley Ranch,
a county-owned, former landfill that is adjacent
to the Santa Ana River. The county hopes to
transform the landfill into an open space area
that is accessible to the public and planted with
native vegetation for wildlife enhancement
along the river. The population in the vicinity of
the site is over 60 percent minority.
Redevelopment of this site will demonstrate
the successful balance of greenspace creation
and community-friendly, sustainable
development.
OBJECTIVES
The objective of this Pilot is to revitalize the
landfill area while restoring and preserving the
scenic beauty and wildlife habitat of the
adjacent Santa Ana River within the context of
the county's Santa Ana River parkway master
plan.
ACCOMPLISHMENTS AND ACTIVITIES
Activities planned as part of this Pilot include:
• Developing plans consistent with county
standard and integrated with the regional
plan;
• Preparing environmental characterization,
sampling and analysis, health and safety,
quality assurance, community outreach, and
environmental justice plans;
