EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant, or
contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.

Community Description

The City of New Britain was selected to receive a
cleanup grant. New Britain is an old manufacturing
town and is the seventh largest city in Connecticut.
Since the 1960s, New Britain has experienced a
significant decline in employment and many working-
class  neighborhoods were hard hit. Almost 27 percent
of New Britain's residents live in poverty, and the city's
unemployment rate is almost 13 percent.  The  207 Oak
Street site is located in the heart of the North/Oak
Neighborhood Revitalization Zone, which is designated
for higher density residential land use. The city wants
to clean up this site because it does not conform with
the neighborhood's land-use needs. The city plans to
use the site as a part of the Urban Oaks Organic Farm
once  it is cleaned up.
                                 Cleanup Grant
                                 $60,000 for petroleum

                                 EPA has selected the City of New Britain for a
                                 cleanup grant. This cleanup grant will be used to
                                 clean up petroleum contamination at a gas and
                                 auto repair station at 207 Oak Street. This site sits
                                 adjacent to the Urban Oaks Organic Farm, which
                                 is a nonprofit community-based organization.

                                 Prior to receipt of these funds in fiscal year 2003, the City
                                 of New Britain has received brownfields funding for an
                                 assessment grant.
