EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Northwest Regional Planning Commission (RPC)
was selected to receive an assessment grant. The
Northwest RPC serves 23 small, rural municipalities in
Franklin and Grand Isle Counties. Only three of the
municipalities in the Northwest RPC have populations
over 5,000, and ten have populations under 1,500. The
region is a gateway to New England, which is bordered
by New York and Canada, and is a major transporta-
tion corridor for commercial traffic. Grand Isle County
is a major tourism destination, and Franklin County is a
center for maple production and the dairy industry.
Potential brownfields scattered throughout the region
include abandoned gas stations, junkyards, landfills, rail
properties, power generation houses, and fertilizer
manufacturing facilities.
Assessment Grant
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the Northwest Regional
Planning Commission (RPC) for a brownfields
assessment grant. The Northwest RPC will use
grant funds to inventory and prioritize
brownfields sites, conduct Phase I site assess-
ments at 6-8 sites contaminated by petroleum
and 3-4 sites contaminated by hazardous sub-
stances, conduct Phase II assessments at one or
two sites contaminated by petroleum and one site
contaminated by hazardous substances, and
conduct a Phase III assessment at one site based
on results of the Phase II assessments. Grant
funds also will be used to help municipalities and
regional organizations with community outreach.

Prior to receipt of these funds in fiscal year 2003, North-
west Regional Planning Commission has not received
brownfields grant funding.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
