HI C3 Brownfields 2003 Grant Fact Sheet St Pai// Port Authority, MN EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addition- ally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The St. Paul Port Authority was selected to receive assessment, cleanup, and revolving loan fund grants. About 100,000 of St. Paul's 288,000 residents live in the target areas of the Phalen Corridor, Great Northern Business Centers, and Scattered Site Initiative. In the 1970s and 1980s, large industrial job centers closed or left these areas, which altered the landscape of the surrounding neighborhoods. Now these areas have the highest crime rates in the city. Minority populations of the target areas have grown significantly in recent years, and their poverty rates range from 13 percent to 25 percent, compared to a poverty rate of about 7 percent for the St. Paul metropolitan area. Assessment Grant $200,000 for hazardous substances r $200,000 for petroleum EPA has selected the St. Paul Port Authority for a brownfields assessment grant. Hazardous substances grant funds will be used to perform seven to ten Phase I site assessments, five to eight Phase II site assessments, and one or two cleanup plans at sites within the Phalen Corridor and at sites identified under the Port Authority's Scattered Sites Initiative. Petroleum grant funds will be used to perform seven to ten Phase I site assessments and five to eight Phase II site assessments at sites with potential petroleum contamination in the same areas. Cleanup Grant $100,000 for hazardous substances $ 100,000 for petroleum EPA has selected the St. Paul Port Authority for a cleanup grant. The cleanup grant will be used to clean up petroleum and hazardous substances contamination on the former Dale Street Shops property, which has been used to repair and store locomotives and rail cars for over 100 years. This site will become part of the Great Northern Business Center II.
