EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Adrian was selected to receive a
brownfields assessment grant. Adrian (population
22,215) was once Lenawee County's central service
hub and center for manufacturing employment. The
exodus of industry, followed by a decline in the com-
mercial sector, however, has left Adrian with a land-
scape dotted by brownfields that threaten not only
economic and social life, but also an aquifer which the
city depends on for drinking water. Although the city
experienced a marginal increase in population between
1990 and 2000, the number of residents with higher
education decreased by 25 percent. The gap between

                       EPA has selected the City of Adrian for a
                       brownfields assessment grant. Hazardous sub-
                       stances grant funds will be used to perform Phase
                       I and Phase II site assessments, conduct baseline
                       environmental assessments, and draft brownfields
                       redevelopment plans. Petroleum grant funds will
                       be used to perform the same tasks focusing solely
                       on petroleum-contaminated sites.

                    widen. Assessment and revitalization of the city's
                    brownfields properties is expected to attract private-
                    sector investment for affordable housing and commer-
                    cial projects, generating revenues and employment
                    opportunities for the city's residents.
