EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Boston Redevelopment Authority was  selected to
receive a brownfields cleanup grant. The Belle Island
Coastal Preserve is located in East Boston, a commu-
nity that is disproportionately impacted by environmen-
tal stresses related to the presence of major regional
transportation, commercial, and industrial facilities. Of
East Boston's 38,413 residents, 39 percent  are His-
panic. Nearly 68 percent of households in the neighbor-
hood have low or moderate incomes, and the poverty
rate is 19.5 percent. Nineteen percent of persons living
within a half mile of the site are over 65 years old.

  EPA has selected the Boston Redevelopment
  Authority to receive a brownfields cleanup grant.
  Grant funds will be used to clean up contaminated
  soils at the Belle Island Coastal Preserve site in
  East Boston. The site is a former salt marsh that
  has been used as a dump and fill site by com-
  merce and industry.

open space and access to the waterfront/coast, lead to
restoration of an acre of coastal wetlands, enhance
wildlife habitat and viewing opportunities, and improve
water quality in the Belle Isle Inlet and Constitution
Bay, a public swimming beach.
