EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Capital City Development Corporation was
selected to receive a brownfields assessment grant.
The target area, which encompasses three CCDC
redevelopment districts, covers more than 433 acres in
downtown Boise (population 323,261). This area has
many remnants of former industrial facilities. The
target area has 2,795 residents aged 16 years and
older. Most of the area's residents live in rental hous-
ing, and more than 23 percent have incomes below the
poverty line.  Because the target area includes centers
of government, commerce, entertainment, education,
and culture, the assessment and revitalization of the

  $200,000 for petroleum

  EPA has selected the Capital City Development
  Corporation (CCDC) for a brownfields assess-
  ment grant. Grant funds will be used to conduct
  initial assessments, Phase II site assessments on
  eligible properties, and a brownfields inventory of
  sites with potential petroleum contamination within
  the CCDC's three redevelopment districts in
  downtown Boise.
