EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. EPA
provides financial assistance to eligible applicants
through assistance agreements to provide training,
research, and technical assistance to facilitate
brownfields revitalization.
Organization Description
The Center for Creative Land Recycling (CCLR or
"See Clear") is a nonprofit organization focused on
creating sustainable communities by identifying and
implementing responsible patterns of land use and
development. CCLR encourages and facilitates land
recycling in ways that revitalize urban areas, discour-
age urban sprawl, and conserve greenspace. CCLR
promotes the reuse and recycling of brownfields in
fractured communities and discourages sprawl through
creative private, public, and nonprofit partnerships.
CCLR accomplishes its work through training, techni-
cal assistance, and small grants for communities that
are attempting to turn around vacant or environmen-
tally distressed properties.

Project Description:
CCLR conducted three separate workshops in the fall
of 2006, covering a wide range of issues related to
brownfields revitalization and redevelopment. The
"Creating Vibrant Communities: Redeveloping
Brownfields" workshop was held in Las Vegas,
Nevada, on October 12, 2006 and again in Tucson,
Arizona, on November 8, 2006. These workshops
were designed to meet the needs of local project
managers involved in redeveloping environmentally
impacted properties and provide project managers
with the tools, techniques, and resources required to
bring projects in on time and on budget. Additionally,
"The Next Stop: Rail Yard Revitalization" workshop
for Arizona, California, and Nevada communities was
held in Las Vegas, Nevada, on October 26, 2006. This
workshop addressed the major land-recycling chal-
lenges specific to the reclamation of former rail
properties. Additionally, CCLR continues to plan for
eventual expansion of the training program into
Hawaii. CCLR also continues to expand its network of
brownfields stakeholders in Region 9, augmenting its
outreach database with additional stakeholders in
Arizona and Nevada. Finally, CCLR provides techni-
cal assistance to community-based development
organizations, offering support to four new
brownfields communities and continued support to
five communities.
