Supplemental Assistance
City of Nashua, NH
BACKGROUND
EPA awarded the City of Nashua supplemental assistance
for its Brownfields Assessment Demonstration Pilot.
Nashuais located approximately 30 miles south of Concord
on the southern border of New Hampshire. The city
(population 86,600) has experienced decreasing property
values and extensive job losses in neighborhoods containing
brownfield sites. The city currently is in the process of
creating the Broad Street Parkway, a two-mile-long,
four-lane parkway that will connect the main highway to
the downtown area. As part of environmental studies
prepared for this project, more than 30 contaminated
industrial sites were identified in the vicinity of the project
area. Although the new parkway will greatly increase
their value by improving their accessibility, uncertainties
regarding site contamination have discouraged new
businesses from returning these sites to use.
The original EPA Pilot has enabled the city to complete an
inventory of contaminated sites within the new Broad
Street Parkway corridor. The Pilot completed an
assessment of an industrial property known as the Whitney
Screw Site. The Pilot also performed a site investigation
of the Bennett Street Site. Additional work is needed to
determine the extent of contamination at the Bennett
Street Site.
OBJECTIVES AND PLANNED ACTIVITIES
Supplemental assistance will be used to complete site
investigations at the Bennett Street Site, which is located
in the Broad Street Parkway corridor. More detailed
information on this site will be obtained to define the extent
of environmental contamination, address liability issues
identified during the original Pilot, and evaluate potential
cleanup strategies. Through efforts initiated during both
the Pilot and the Broad Street Parkway initiative, the city
will sponsor additional public meetings to solicit community
input.

Activities planned as part of this Pilot include:
• Installing and sampling from 10 microwellsatthe Bennett
Street Site to define the source of groundwater
contamination;
• Obtaining soil borings and sample analyses from the
Bennett Street Site to define the extent of soil
contamination;
• Evaluating potential cost-effective approaches for
cleanup and redevelopment of the Bennett Street Site;

activities; and
• Developing a model for resolving brownfield issues.
